IAF Membership IAF Liaison Report to CIML November 2014 The number of IAF members now totals 97, with 70 Accreditation Body Members, 18 Association Members, 6 Regional Groups with Special Recognition: AFRAC (African Accreditation Cooperation), ARAC (ARAB Accreditation Cooperation), EA (European Cooperation for Accreditation), IAAC (Inter American Accreditation Cooperation), PAC (Pacific Accreditation Cooperation) and SADCA (Southern African Development Community in Accreditation) and 3 Observer Members. A number of other applications are also on hand. 2. IAF Directors The current IAF Directors are Mr Randy Dougherty (ANAB), the IAF Chairman; Mr Xiao Jianhua (CNAS), IAF Vice-Chair; Dr Thomas Facklam (DAkkS), the Director representing Accreditation Body Members located in a high income economy; Mr Vu Xuan Thuy (BoA), the Director representing Accreditation Body Members located in a low and medium income economy); Mr Roger Bennett (IIOC), the Director representing Conformity Assessment Body Association Members; and Mr Martin Stadler (BDI), representing Industry and User Association Members. Mr Bennett will complete his second of two possible terms at the 2014 General Assembly Meeting. 3. IAF Committee Chairs The current Chairs of the decision making committees are: Mr Steve Keeling (JAS-ANZ), Chair of the ; Mr Ekanit Romyanon (NSC Thailand), Chair of the Technical Committee (TC); Mr Fabián Hernández Colotla (EMA), Chair of the Development Support Committee (DSC); and Mr Jon Murthy (UKAS), Chair of the Communications and Marketing Committee. The current Chairs of the Advisory Committees are: Dr Thomas Facklam (DAkkS, and Director, High Income Economies); and Mr. Vu Thuy (BoA and Director, Low Income Economies), Co-Chairs of the Accreditation Body Information Exchange Group (ABIEG); Mr Martin Stadler (BDI), Chair of the User Advisory Committee (UAC); and Mr Roger Bennett (IIOC), Chair of the Conformity Assessment Body Advisory Committee (CABAC). 4. IAF Financial Oversight Committee (FOC) The current members of the Financial Oversight Committee are: Mr. Marcos Oliveira (CGCRE, Chair), Ms Leena Tikkanen (FINAS, Member), and Dr Eric Janssens (EOQ, Member). Dr Tikkanen s first term expired at the end of 2013; the General Assembly in Seoul appointed her for a second of three possible terms. Mr Oliveira will complete his second two-year term out of a possible three, and Dr Janssens will complete his first two-year term out of a possible three, at the end of

Joint IAF/ILAC Mid-Term and Annual Meetings The 2014 Joint IAF-ILAC Mid-Term Meetings were held in Frankfurt, Germany, 23-29 April New Strategic Plan: Members formal input to the draft IAF Strategic Plan was sought subsequent to the Seoul General Assembly meeting. Responses were considered by the IAF during the Joint IAF-ILAC Mid-Term meetings. A draft final Plan was subsequently produced and balloted to IAF Members with a closing date of 24 July 2013. The aim is to approve a revised Strategic Plan during the IAF-ILAC Joint Annual Meetings to be held in Vancouver, Canada, in October Progress Joint Work Harmonization Task Force: The Joint Work Harmonization Task Force, which is looking at potential synergies and increased harmonization between work at the international level and the Regions, gave a progress report at the Joint General Assembly Meeting in Seoul. IAF and ILAC Members and Regions were subsequently invited to provide feedback by 15 March The Task Force then prepared a preliminary report for the Joint IAF-ILAC Mid-Term meetings in April 2014, based on members responses. Members and Stakeholders were then invited to provide final comments by 15 August The intent is that a final report be presented at the Joint General Assembly in October Draft Resolution(s) for Joint IAF/ILAC 2014 Annual Meeting: The IAF TC, at its meeting in Frankfurt developed a draft Resolution for the 2014 IAF General Assembly as follows: Endorsement of Revision of ISO 14001: 2004: The General Assembly, acting on the recommendation of the, resolved to endorse the next revision of ISO 14001: 2004 Environmental management systems Requirements with guidance for use, as a normative document. The General Assembly further agreed that the transition period for the next revision of ISO 14001: 2004 will be three years from the date of publication. 6. World Accreditation Day 2014 and 2015 June 9th 2014 marked World Accreditation Day, a global initiative jointly established by IAF and ILAC to raise awareness of the importance of accreditation-related activities. World Accreditation Day is celebrated across the world with the hosting of national events, seminars, and press and media coverage, to communicate the value of accreditation to government, regulators and the leaders of the business community. The theme for 2014 was Accreditation: Delivering Confidence in the Provision of Energy. The agreed 2015 theme is Accreditation: Supporting the Delivery of Health and Social Care. 7. Development/Revision of IAF Documents Progress in the development of new, and revision of existing publicly available IAF documents since October 2013 is detailed in Annex 1. Sixteen new/or revised documents have been published since Seoul, eleven finished the 30-day balloting process to all Members/or are

BD-14-011 IAF Liaison Report to CIML Page 3 of 9 being balloted, ten others either finished the 60-day comment process or have been circulated for 60-day comment to all Members, and eight others are in the developmental stage (WG or TF level). Published documents may be found on the IAF website under iaf.nu, Publications, and are available free of charge. 8. Signing of Memoranda of Understanding/Agreements IAF/GLOBALG.A.P. Agreement IAF and GLOBALG.A.P signed an Agreement on 25 October 2013 whereby IAF endorsed the GLOBALGAP Integrated Farm Assurance (IFA) Certification Scheme. Endorsement introduces IFA certification to the IAF MLA as level 4 and level 5 sub-scopes under the IAF main scope ISO/IEC Guide 65/17065. Copies of Signed MOU s and Agreements are available on the IAF website under Publications, Documents for General Information. IAF-ILAC-OIML MoU The current IAF-ILAC-OIML MoU is under review. It is anticipated that an updated MoU will be signed in Vancouver in October IAF-ILAC-UNIDO MOU The current IAF-ILAC-UNIDO MoU is under review. It was agreed at the 28 April 2014 JEC meeting in Frankfurt that the revised MoU be signed in October IAF-ILAC-ISO MoU A revised MoU was signed 10 April 2014 at a signing ceremony in Geneva, Switzerland by Randy Dougherty, the Chairman of IAF; Peter Unger, The Chairman of ILAC; and Rob Steele, The Secretary-General of ISO. IAF-ILAC Joint Annual Meetings Vancouver, Canada The IAF-ILAC Joint Annual Meetings will be held in Vancouver Canada from 08-17 October An official meeting website has been developed with information regarding the meeting venue, the meeting program, online registration, and online accommodation bookings and is available at http://iaf-ilac-meetings.org/. Future IAF and ILAC Joint Annual Meetings The Joint IAF/ILAC 2015 Mid-Term Meetings will be held in Frankfurt, Germany from the 09-16 April 2015 at Le Méridien Park hotel.

ILAC will take the lead to resolve the comments with the aim of signing the revised agreement in Oct. IAF and ILAC Members provided input on a draft revision to the existing MOU in Aug. 2012, and on a second draft in Jan. - Feb. 2013. Comments were considered during a meeting held 09 April 2014 in Geneva; the revised MoU was signed 10 April Discussions re updating the UNIDO MOU began in 2013, and were on hold for some time due to leadership changes within UNIDO. Proposed changes to the MoU were received from UNIDO 02 April 2014 and were considered and agreed during the 28 April Frankfurt JEC meeting. It was agreed that the revised document could be signed in Oct. 2014
