Future of Logistics Civil Augmentation Program Mr. Jay T. Carr LOGCAP Executive Director U.S. Army Sustainment Command
Background Program Consistency For 28 years the Logistics Civil Augmentation Program (LOGCAP) has successfully supported the Army and DoD by augmenting the Commander s logistics capability with commercial service providers to offset Combat Service Support (CSS) shortfalls. Strategic Evolution Over this time, LOGCAP has evolved both its structure and acquisition approach to achieve the strategic priorities of the Army and the support requirements of the Army Component Commands and Combatant Commands These evolutions have allowed LOGCAP to achieve its mission across the entire Operational Continuum for the Army, DoD, and other government agencies. Scalable Support LOGCAP has successfully executed rapid, small scale contingency support in operations such as East Timor, Operation United Assistance, Operation Observant Compass, Camp Redleg LOGCAP has also successfully managed and executed multi-billion dollar major long term operations such as Operation Enduring Freedom, Operation Iraqi Freedom and the Kuwait AOR.
LOGCAP Now LOGCAP AFRICOM Regional Task Order Competitively awarded to support Operation Observant Compass (initial mission) Provides a single sustainment capability to the AFRICOM Commander PWS provides flexibility to support the entire continent LOGCAP AFRICOM Results Increased immediate response capability OUA Response 48 Hours Contractor was able to leverage existing business arrangements Able to include LOGCAP performance Contractor in planning process Operation United Assistance Operation New Normal Now supporting three simultaneous operations with a consistency to mission services (OOC, ONN, OUA) Generated request from AFRICOM to embed LOGCAP PMO planner and LOGCAP performance Contractor at the COCOM Integration of LOGCAP PMO planner as critical member of USARAF planning Ready for Any Mission 3
Guiding Principles Challenge Considering the strategic vision, priorities, potential Force reductions, and limited financial resources, how will LOGCAP continue to be a critical element of the Army and DoD future in sustaining the deployed Force and Theater Security Cooperation missions? Solution Aligned with Strategic Vision Army Vision Force 2025 2014-2024 AMC Strategic Plan G-4 Logistics Strategic Planning Guidance Solution Aligned with Strategic Priorities CSA Strategic Priority - A Globally Responsive and Regionally Engaged Army CG AMC Priority - Provide responsive, global logistics, acquisition support, and technology CG ASC Priority - Sustain a globally responsive and regionally engaged Army
Need for Change LOGCAP PMO Assessment The current approach to provide LOGCAP support does not meet the current requirements to support emergency contingency operations. A new acquisition approach can better meet the requirements necessary to provide this support. Integration of the LOGCAP performance contractor into exercise participation can be enhanced by inclusion of a Contractor responsible for execution. ASCC/GCC Assessment Senior Leader engagements with the current ASCC G4 and COCOM J4 staffs identified the following shortcomings of current LOGCAP Approach: Immediate response capability for ASCC/COCOM Integration of LOGCAP into the Logistics Planning/Exercises Inability to accurately predict or plan for LOGCAP support Need to Respond Immediately Need to Update Plans Need for Predictability Need to Integrate into Planning New Approach
