BRTS SUTP PROJECT STATUS BRT CORRIDOR :- Nashik Phata To Wakad (8 Km) JnNURM Sanctioned Cost Rs.206.84 Cr. Grants Received - GOI (40%) - Rs. 62.05 Cr. out of Rs. 82.74 Cr. GOM (20%) - Rs.31.02 Cr. out of Rs.41.37 Cr. - 75% grant received SUTP funding - Rs. 71.85 Cr out of which Rs.50.53 Cr received. Expenditure - Rs. 134.43 Cr. (65%) Physical Progress :- Work is in Progress. Nasik Phata flyover - 80% complete Possession of Defence land received in the Aug.12. 75% of road work is complete except on Defence land and on a portion of land due to WP in High Court (Work not started on 600m length of road out of 8 km). Proposed date of completion - June 2013.

BRTS SUTP PROJECT STATUS BRT CORRIDOR :- Kalewadi Phata to Dehu Alandi (10.2 Km) JnNURM Sanctioned Cost Rs.219.20 Cr. Grants Received - GOI (40%) - Rs. 43.84 Cr. out of Rs. 87.68 Cr. GOM (20%) - Rs.21.92 Cr. out of Rs. 43.84 Cr. - 50% grant received SUTP funding - Rs. 71.56 Cr out of which Rs.12.24 is received. Expenditure - Rs. 62.57 Cr. (29%) Physical Progress :- Work is in Progress. 3.00 km road work completed, 1.6 km in progress Empire Estate Fly over (1.6 km) - 17% complete MIDC Land 2.4 km tenders being invited WP on LA and R & R of 184 PAPs is in process (1.6 km) Proposed date of completion - Dec. 2013.

BRTS BUS STATION Bus station design is finalized on 19.10.2012. Third Wave Designer has been appointed as Project Management Consultant for Bus Station works on 01.11.2012. Detailed design and drawings are prepared. Technical specification, Estimate & Request For proposal is under preparation. Tender will be invited by 15.12.2012.
BRT BUS STOP DESIGN
ITS UMTC/ILFS has been appointed as Project Management Consultant for ITS work on 12 Sept 2012. Detailed Project Report, Technical specification & Request For proposal is prepared and submitted for approval of PMPML board ITS vendor will be appointed before 28 Feb 2013. ITS work proposed to complete on or before 31 Dec. 2013.

Showcase project in Transport PUNE BUS DAY on 1 st Nov 2012 to promote the effective implementation of sustainable urban transport system. Aim :- To encourage the citizens to travel by public transport system. Team :- Sakal Newspaper Group, PMPML (Transport Undertaking), PCMC, PMC, NGO s, Volunteers, Industrial & corporate sectors & various stakeholders Task :- To showcase the strength of mass public transport in improving the urban life.
PUNE BUS DAY Public awareness Newspapers Advertisement NGO Direct Communication Requirements Arrangement for additional 1000 buses. Route rationalisation, Information system Availability/frequency of buses on each route. Achievement Additional buses hired from MSRTC, Private & Corporate Sector. Route rationalisation done on demand data Information of routes shared through newspaper. Volunteers deployed at various locations
Achievements of PUNE BUS DAY More than 40% growth in the usage of public transport. Main streets became free from traffic congestion. Consumption of Petrol/Diesel*** reduced by about 50 Lakh Litre on 1 st Nov. thereby saving Rs. 2.50 Cr. Reduction in air pollution @ 15%* & Noise pollution @ 7db** is observed. *Air Pollution :- surveys done by IITM **Noise Pollution :- surveys done by MPCB & COEP ***Fuel consumption :- From petrol pump association- Sakal Times

Implementation challenges Problems Encountered and How Solved 1) Land Acquisition :- Pimpri Chinchwad is fastest growing city, hence land prices are appreciating at a rapid pace Delays in acquisition of land as per LA Act 1894 Land owners approaching Courts
Implementation challenges Solution :- Enhanced dialogue with People Necessity of project & the benefits Mode of Compensation FSI, TDR, Cash Compensation based on ready reconker + 30% solacium. Written assurance to pay compensation against advance possession Extra Staff for Land acquisition
Implementation challenges 2) Transfer of Govt. Land :- ( Defence) Administrative procedural delays in transfer of land from MoD 3) Approval from Railway Authority:- Process of approval for bridges over lands owned by Railways takes time 4) Procurement Procedure :- Problem :- Technical & financial offer in single envelope system. Reason :- Preference to accept lowest price offer is a general practice whereas accepting the post qualified responsive bidder other than lowest offer is very difficult as per this procurement.
Lessons learnt 1) Procurement Procedure:- Post qualification with two envelope system will be better instead of Prequalification system. Benefits:- a) Post qualification offers best competition as compared to prequalification. b) The lowest offer of responsive bidder is acceptable. c) This avoids the delay in acceptance. 2) Specific provision regarding Exemption of taxes/duties needs to be incorporated in the Bid as the project is financed by IBRD and approved by GOI.
Lessons learnt 3) Need for better synchronisation between various departments activities Land acquisition prior to start of project EIA/SIA should be completed prior to start of work Technical training and awareness program for the project.
