BACKGROUND The City of San Jose, Department of Transportation applied for the Federal Highway Administration (FHWA) grant for the St. John Street Multi-Modal Improvements Project through the FHWA's Community Design and Transportation (CDT) Capital Grant Program administered by the Metropolitan Transportation Commission (MTC). The MTC provides the funds to local county agencies through arrangement with the Valley Transportation Authority (VTA). The VTA Board approved the $1,500,000 grant in 2012. The goal of the CDT Capital Program is to make better use of land, infrastructure, and resources, and improve community connectivity, livability, sustainability, and sense-of-place by supporting transportation projects that provide connections with transit facilities, employ innovative and high-quality design, and improve the pedestrian environment while enhancing economic vitality.
