JOHN STREET MULTI MODAL IMPROVEMENTS PROJECT DATE: November 7, 2016 Approved Date It/It I lb COUNCIL DISTRICT: 3 RECOMMENDATION Report on bids and take appropriate action based on the evaluation of bids for the 7652 - St. John Street Multi-Modal Improvements Project. OUTCOME Award of a construction contract would enable the City to enhance pedestrian and bike accessibility to public transit including VTA's light rail and bus system and provide a multi-use pedestrian/bike corridor connecting transit, the San Pedro Square Urban Market, the Little Italy commercial area, Guadalupe River Trail, SAP Center, businesses, high density residential, and the greater Downtown San Jose area. BACKGROUND The City of San Jose, Department of Transportation applied for the Federal Highway Administration (FHWA) grant for the St. John Street Multi-Modal Improvements Project through the FHWA's Community Design and Transportation (CDT) Capital Grant Program administered by the Metropolitan Transportation Commission (MTC). The MTC provides the funds to local county agencies through arrangement with the Valley Transportation Authority (VTA). The VTA Board approved the $1,500,000 grant in 2012. The goal of the CDT Capital Program is to make better use of land, infrastructure, and resources, and improve community connectivity, livability, sustainability, and sense-of-place by supporting transportation projects that provide connections with transit facilities, employ innovative and high-quality design, and improve the pedestrian environment while enhancing economic vitality.

HONORABLE MAYOR AND CITY COUNCIL - November 7, 2016 Page 2 The St. John Street Multi-Modal Improvements Project encompasses pedestrian-oriented improvements along St. John Street between North San Pedro Street and North Montgomery Street. This project will provide a safer walking/biking corridor to and from VTA Light Rail and nearby bus transit and provide better connectivity to neighborhood amenities, restaurants, commercial and residential neighborhoods. The project scope includes widening the sidewalk and installing new pedestrian lights on both sides of the street under Highway 87, installing accessible curb ramps, constructing a raised pedestrian crossing at North Almaden Boulevard, upgrading and installing new street lights, conversion of existing North Almaden Boulevard, between Carlysle Street and St. John Street, from a one-way street to two-way street, flashing beacons at St. John Street and Notre Dame Avenue, and beautifying the area with planter boxes and trees. Other aspects of the project include pavement surface sealing and roadway striping, drainage facilities, utility adjustments, signage, as well as bicycle and directional/destination signage enhancements. On June 4, 2016, Caltrans approved the City's Request for Authorization to Proceed (E-76), which is required under federally-funded grant projects for the City to begin any reimbursable work on the project. A separate project the 7653 - St. John Street Bilceway and Pedestrian Improvements Project is expected to be awarded around the same time. The St. John Street Bilceway and Pedestrian Improvements Project will extend the pedestrian-oriented improvements along St. John Street from San Pedro Street to North First Street. Due to the delivery schedule requirements of the CDT Capital Grant Program, the St. John Street Multi-Modal Improvements Project will need to be awarded before the end of November 2016. ANALYSIS In accordance with Federal Regulations, 49 CFR Part 26, a Disadvantaged Business Enterprise (DBE) participation goal of 6% was established for this project. The City received a total of six bids on September 29, 2016, and staff is in the process of evaluating bids, including bidders' DBE participation. EVALUATION AND FOLLOW-UP A Supplemental Memorandum will be provided once bid evaluations are completed, including thorough evaluation of Disadvantaged Business Enterprise (DBE) participation goals and conclusion of the bid protest period. No additional follow up action is expected at this time.

HONORABLE MAYOR AND CITY COUNCIL November 7, 2016 Page 3 PUBLIC OUTREACH To solicit contractors, this project was listed on BidSync and advertised in the San Jose Post Record. The complete bid package and project information for all Department of Public Works construction projects are available on BidSync for interested contractors, contractor organizations and builders' exchanges. This placeholder memorandum and the Supplemental Memorandum will be posted on the City's website for the November 29, 2016 Council Agenda. During the project development phase, staff from the Departments of Public Works and Transportation met with the public to present information about the project. Recently, staff met with San Pedro residents and businesses on May 25, 2016, and with the Arena Event Operations Committee at the SAP Center on June 9, 2016. Staff and the contractor will continue public outreach to the affected neighborhoods and businesses prior to and during construction. COORDINATION This project and memorandum have been coordinated with the City Attorney's Office and the City Manager's Budget Office. COMMISSION RECOMMENDATION/INPUT No commission recommendation or input is associated with this action. FISCAL/POLICY ALIGNMENT The project also aligns with the Transportation and Aviation Services CSA outcomes to provide viable transportation choices that promote a strong economy and to provide a transportation system that enhances community livability. COST SUMMARY/IMPLICATIONS Cost Summary/Implication will be included in the Supplemental Memorandum to be provided once bid evaluations are completed.
