We will be at the Bluewater Grill, 4 Marina St., Wrightsville Beach, NC, and our holiday special meal will still be priced at $25. This year, we will be entertained by Duffy's Tavern Quartet, members of the Cape Fear Chordsmen a cappella chorus. They will sing a combination of patriotic, military, Christmas, holiday and traditional barbershop songs during the luncheon/meeting. Dr. Jose V. Sartarelli, Chancellor of UNCW, spoke on the status of the university and his vision for the future. Dr. Sartarelli's background in industry in foreign countries and academia is very impressive and it is obvious that he is putting his background and knowledge to work at the university. The university is constantly adding more degrees to the curricula and the student body has grown to 16,500 which is a 2,000 student body increase since his inauguration. His plans include emphasis on international courses/degrees and more international studies. There are currently approximately 2,000 veterans and spouses matriculating at the university. As per the chapter's bylaws, we conducted our annual business meeting in November. We elected new officers, effective January 1, 2018, who will be installed at our January 9 th meeting. Congratulations to the new president, CDR Ken Klassen, USN (Ret), Vice Presidents BG Jim Carper, USA (Ret), COL Chrissy Sanford, USA (Ret), CAPT Ritt Schiano, USNR (Ret), and to the service representative positions, LtCol Ron Lafond, USAF (Ret), CAPT Dave Renquist USPHS (Ret), CW5 Ben VanEtten, USA (Ret), Lt Col Les Petty, USMC (Ret), CAPT Dave Prosser, USCG (Ret), and LT Steve Jaffe, USNR. We discussed that meals beginning January 2018 would go to $20.00 per person. We have not had a price increase in over eight years. After much discussion it was decided to remain at Bluewater Grill because of the value offered and the other locations vetted by the board could not meet the price. I discussed that membership had remained steady at 250 members for the year. Special events included a tour of the port, an air show at Seymour Johnson Air Base, a walking tour of downtown Wilmington, Special Mission Training at Camp Lejeune, "Mr. Roberts" show on the back of the battleship, and a trip to Mike's Farm coming in December. Over 175 people participated in the field trips. We initiated a new scholarship to veterans who are enrolled in a course of study in allied health services at local four-year or two-year colleges. The chapter will award $2,100.00 in scholarships to these deserving veteran students, and we hope to grow this new program in the future. The chapter awarded $8,500.00 to six JROTC students at our annual pig-pickin. In addition, we had an active year in Outreach for military/veteran-related activities, which are described in detail later in this newsletter. The chapter was awarded the four-star Level of Excellence (National MOAA), communications awards (National MOAA) and membership award(nccoc). The Legislative Affairs Director was very active this year keeping us informed on key federal and state legislative issues affecting veterans and the military. He also participated in state and federal lobbying on behalf MOAA National, state NCCOC (North Carolina Council of Chapters) and SENCLand chapter. The one area that needs attention is the chapter finances. As of 1 November, the chapter was $4,000.00 in the red. Analysis indicates that donations to the scholarship fund were down significantly. The chapter is taking actions to adjust for this for 2018. It was an exciting year with new initiatives and new adventures. Our traditional December luncheon will again consist of holiday and patriotic music, this year sung by a barbershop quartet. We have never had a barbershop quartet at our luncheons before, so this should be fun. Have a Happy and Merry Christmas!!!! Special Events Submitted by Ed Sullivan, Special Events Coordinator ** Join us for a Holiday Dinner and Hayride at Mike's Farm with Transportation included. December 12th leaving Wilmington at 4:15 PM The event includes transportation and a private family-style dinner, plus the famous Festival of Lights Hayride. Our Private Dinner will be served at 6:00 pm, with a 30-minute Festival of Lights hayride following. The hayride around the farm is accompanied by Christmas music. Along the way are lighted holiday scenes and a live nativity. Cost is $55.00 per person and just a few seats remain for the event. Call Ed Sullivan 910-599-1595 for more information. Legislative Affairs - Submitted by Barry Coyle, Legislative Affairs Chair In Washington, the Joint House Senate Conference committee finalized the 2018 DoD Authorization Bill on 8 November. This Bill authorizes: $700B in Defense spending, including $66B in Overseas Contingency Operations funds; 20,300 additional personnel divided among all four Services; a 2.4% pay increase for active duty personnel. It also authorizes continuation of the Special Survivor Indemnity Allowance (SSIA) with a provision for annual cost of living increases. SSIA provides $310 monthly as partial relief from the SBP-DIC offset (the widow s tax ) for spouses receiving both benefits. Unfortunately, the SSIA benefit is being funded by increased TRICARE service and pharmacy fees. These TRICARE increases are different for active duty personnel, under-65 military retirees and TRICARE for life beneficiaries. You should research the upcoming TRI- CARE changes for your particular situation. It seems likely that the House and Senate will vote to pass the Authorization Bill and send it to the President for signature before Thanksgiving. Next, both Houses must finish and pass the 2018 DoD Appropriation Bill, which provides the funding for things authorized above. All of the authorized activities are subject to Budget Control Act reductions (Sequestration) in the Appropriations Committees, so the actual funded DoD budget could be less than suggested in the Authorization Bill. The current Continuing Resolution funds government activities through 8 December 2017, meaning Congress will have to pass the final FY2018 Appropriation Bill by that date to avoid use of another Continuing Resolution. At the state level, the NC General Assembly reconvened for several Special Sessions since 4 October 2017. The focus of these sessions remains on redistricting and reconsidering various bills vetoed by Governor Cooper. So far, no bills of interest to MOAA members have been reviewed in these Special Sessions. Two bills of note are worth an update. HB 103 proposes to extend the tax deductions for all Federal and state pensions earned outside of NC (Bailey-Patton deductions) to more recent retirees. This Bill did not get to a vote in the House in the regular session but remains alive in the House Finance Committee. SB 153 proposes that all Military Retired Pay be made tax-deductible in NC. This bill passed in the Senate and was forwarded to the House in June 2017. It was also referred to the House Finance Committee. The sponsors of both bills plan to keep them active in the 2018 Legislative Session. With bills from both Houses containing similar provisions now in the House Finance Committee there appears to be increased hope for a compromise tax relief bill next year. Stay tuned. Chapter Membership Dues Submitted by Dave Gould, Treasurer Annual Chapter membership payments will be due in January 2018. Our Chapter derives its funding for Chapter activities almost exclusively through membership dues. The annual dues ($20 for members and $15 for surviving spouses) are among the lowest in the State. Chapter dues pay for representational items at military and veteran functions, special events like our Korean War and WWII Veteran's Recognition Luncheons, MOAA logo gifts for luncheon speakers, membership in the North Carolina MOAA Council of Chapters, website maintenance, mailing costs and other operational expenses. Dues are waived for the following two categories of members: All members 90 years of age or older New chapter members for the remainder of the calendar year in which they join; thus, if a member joins in January, dues are waived for the entire year. As you make your payment, please also consider including a donation to the Chapter's Outreach and Scholarship Programs Fund, which provides the funds for the Junior ROTC Scholarships as well as support for local veterans and military members and their families.

There are two ways to pay your dues and make donations: On-Line: Open the Chapter's website, http://www.sencland.org, Click on the word Membership in the menu on the left side of the home page. On that new page, there are two separate choices; one is to pay Chapter dues, the other is to make a donation. Continue by clicking on the appropriate "Buy Now" button and follow the prompts. Outreach Initiatives - Submitted by Larry Wilson, Outreach Chair In 2017 our chapter s Outreach Program contributed $2,000 to organizations in our geographical area in support of veterans, as detailed below: Brunswick Community College (BCC) Funds support the Partnership for American Veterans Employment (PAVE) program through the BCC Foundation. PAVE provides an institutional work study program for on-campus employment opportunities for veterans attending BCC. $375

Cape Fear Community College (CFCC) Funds were utilized to purchase a computer for the CFCC Surf City Veterans Center for exclusive use of veterans attending classes at that campus. The Surf City site serves primarily Pender County and service members from Camp Lejeune and MCAS New River. The computer enables the veterans to access information concerning potential employment, benefits, research projects and internet based information. $575 Cape Fear Purple Heart Association For the second consecutive year, the chapter contributed to the annual dinner honoring area Purple Heart recipients. A total of 59 veterans from World War II, Korea, Vietnam, Operation Iraqi Freedom and Operation Enduring Freedom were honored. $300 United States Coast Guard Cutter (USCGC) Diligence Contributed to the annual charity golf tournament to help raise funds for the Lower Cape Fear Hospice & Life Care Center to assist veterans needing hospice care. Funds from the tournament were also used for a USCG scholarship at CFCC. $250 University of North Carolina Wilmington - The chapter presented a grant through the university's Office of Veteran Affairs. This office develops comprehensive programs for the over 1,600 military-affiliated students attending the university. This is the second consecutive year the Chapter has supported this program. The grant will help fund an expansion of the Veterans Center on campus. $500 Support for these organizations is only possible through the generosity of our members. Please consider making a donation as we go forward into 2018. Our Scholarship Programs and Outreach Program are tangible ways of giving back to our Southeastern North Carolina communities. SENCLand Chapter Scholarships - Submitted by Lee Hanna, Scholarship Chairman Please consider getting an early jump on your year-end tax planning by making a deductible donation to SENCLAND Chapter s Scholarships and Outreach. We hope to distribute $7500 in JROTC Scholarships and $2500 to outreach support. Our cadets and veterans appreciate your generosity. Thank you to all our generous contributors. NC Army Retired Soldier Council Submitted by Bob Doleman, Secretary Ft. Bragg produces a bulletin for retired Army personnel, entitled North Carolina Army Retired Personnel Bulletin, that is designed to provide useful information to Army retirees about events and activities at Ft. Bragg, and elsewhere in the state. In the 2017 edition, Page 8 notes that there is an organization entitled NC Army Retired Soldier Council, whose purpose is to serve as a resource for elevating items of critical concern to retirees. In notes that the state is divided into councils, and there is (or was at the time of publication) an opening for someone to serve in Region VII, which covers Brunswick, Columbus, Duplin, New Hanover, Onslow, and Pender Counties. Retirees interested in this vacant council position can contact the Retirement Services Office for more information via email at kashjuana.d.adams.civ@mail.mil for an application.
