Position Description Team Leader Outside School Hours Care Centacare Tasmania Programme: Location: Context: Centacare Tasmania is a service organisation within the Archdiocese of Hobart to deliver the Mission of the Catholic Church. Centacare Tasmania is committed to Christian principles. It may be possible that you will be asked to travel within Tasmania for meetings and training. State Manager, Centacare Tasmania State Manager, Centacare Tasmania Reports To: Approved by: Version: August 2013 Award: Children s Services Award 2010, Level 4A & 4 Organisational Environment: Centacare Tasmania s Child Care Services provides Outside School Hours Care (OHSC) Services at many schools across Tasmania and caters for the before-school care, after-school care and vacation care of children aged 4-12 and additionally provides Occasional Child Care Services at New Town and Long Day Care at East Devonport. Primary Objectives: The position of Team Leader - Outside School Hours Care Service is responsible for leading the provision of child care at the school site at which Centacare Tasmania operates child care services. The objective of the role is to lead the Centacare Tasmania Outside School Hours Care (OSHC) programme as directed by the State Manager Child Care Services, delivering a high quality OSHC service that is responsive to the needs of individual children and their families. Lead an employee team experienced in and able to apply the principles of early childhood development and practice to all aspects of their work. Key Accountabilities, including Key Performance Indicators: Team Leader Outside School Hours Care For the individual OSHC Service location: Promotion of a positive image of Centacare Tasmania in all aspects of duties. Delivery of an education and care service which meets the requirements of the National Quality Framework (NQF) Standards, Law and Regulations. Documented evidence of the delivery and evaluation of programs which meet the requirements of the National Quality Standards, Law and Regulations should be readily available at all times. Report non-conformances or issues immediately to the State Manager, Child Care Services. Development and maintenance of the Quality Improvement Plan and ensuring the continuous improvement of service delivery according to the NQF and feedback received from stakeholders. The plan must be up to date at all times and evidence available to substantiate the continuous improvement process. Plan and implement a program which is informed by the relevant learning framework/s and catering for the needs of the individual child, with particular emphasis on the interests, special needs, and aptitudes of each child. Lead and supervise programme implementation, interactions with children and adherence to safety and hygiene procedures by employees. Observe and evaluate a program that incorporates information from parents and their children according to the developmental needs of each child. Create a friendly, stimulating and secure environment in which the children feel safe and comfortable. Maintain record keeping in respect of all children in care in accordance with National Privacy Principles and Centacare Tasmania Child Care Services Policies and Procedures. Records are accurate, up to date, and correctly filed. Ensure that the requirements, including staffing ratios, are maintained to meet Service Approval requirements at all times; report non conformances or issues immediately to the relevant Manager, Child Care Services. Ensure that the State Manager is kept up to date with the developments at the service through regular formal and informal meetings, phone calls and email. It is expected that Team Leaders will contact State Manager at least once a month by phone or email. State Manager will also attend Team Leader meetings. Develop and maintain a cooperative relationship with all employees in the centre and at Centacare Tasmania, the Archdiocese of Hobart and the school. Provide leadership and guidance for the service team, recognising and utilising the skills whether individual or combined within the team. 2 P a g e Position Description: Team Leader Outside School Hours Care Southern Services

Attend and contribute to Child Care Services meetings. Communicate relevant information from meetings to team members that are not present. Where unable to attend the meeting, the State Manager must be advised ahead of time. Apply well developed theoretical knowledge to the care situations with respect to cultural diversity, gender issues and Centacare Tasmania philosophy. Administer first aid when appropriate and ensure that injured children receive appropriate medical attention. Report serious injuries immediately to the State Manager, Child Care Services. Anticipate, plan and prepare for all assessment and audits of the service, including liaison with employees and full explanation of the process to parents and guardians. Achieve audit results that are meeting the requirements and create action plans to resolve any non conformances and deliver on any recommended improvements in a timely manner. Follow Child Protection guidelines and understand own responsibilities as a Mandatory reporter. Maintain to appropriate standards and safety obligations, the physical environment of the service including indoor, equipment and outdoor aspects. Timely reporting of all incidents, injuries and nonconformances to the State Manager, Child Care Services. Purchase programme supplies within the approved budget and following Centacare Tasmania Child Care Services procedures. Ensure active, age appropriate and efficient supervision of children at all times; use positive forms of guidance and behaviour management with children. Provision of ongoing input and suggestions to the State Manager regarding continuous improvement of the operations of Child Care Services. Service delivery in other services if required by mutual agreement. For example during vacation care periods or leave cover. Demonstrated strong communication skills including an ability to provide and receive feedback in an open and fair manner. Ability to read and understand documents such as policies, procedures, safety rules, operating and maintenance instructions. Risk and Workplace Health & Safety: The Archdiocese of Hobart is committed to ensuring that our operations at all Agencies are conducted with proper regard for health and safety of all. You are required to observe safe work practices in accordance with training and instruction given and report any risk to your immediate supervisor. You must promote and implement workplace health and safety and risk mitigation processes within your own workgroup. Identify, report and where appropriate action risks/hazards in order to eliminate or mitigate against the risk occurring. We expect all employees to participate in and contribute to Workplace Health and Safety activities, including participation in the consultative processes provided by the organisation, to ensure a safe work environment for clients, our community, employees and visitors. Key Communications Linkages: The Team Leader of Outside School Hours Care will regularly communicate with children, parents, guardians, employees of the OSHC centre, Centacare Tasmania Child Care Services Administration, the State Manager of Centacare Tasmania Child Care Services, and all other employees and managers of Centacare Tasmania and the Archdiocese of Hobart. Job Environment and Personal Accountability: A person at this level would be able to perform as Children s Services Employee Level 4A & 4, including - B.1.5 Level 4A B.1.6 Level 4 This is an employee who has not obtained the qualifications required for a Level 4 employee who performs the same duties as a Level 4 employee. This is an employee who has completed a Diploma in Children s Services or equivalent (e.g. Certificate IV in Out of School Hours Care) as recognised by licensing authorities and is appointed as the person in charge of a group of children in the age range from birth to 12 years or an employee who is appointed as an Authorised Supervisor (as defined in the Children and Young Persons (Care and Protection) Act 1998 (NSW)). An employee at this level will also take on the same duties and perform the same tasks as a CSE Level 3. Indicative duties Responsible, in consultation with the Assistant Director/Director for the preparation, implementation and evaluation of a developmentally appropriate program for individual children or groups. Responsible to the Assistant Director/Director for the supervision of students on placement. Responsible for ensuring a safe environment is maintained for both staff and children. Responsible for ensuring that records are maintained accurately for each child in their care. Develop, implement and evaluate daily care routines. Ensure that the centre or service s policies and procedures are adhered to. Liaise with families. This position operates within specific guidelines and under general supervision. Freedom to act is limited by standards and procedures however the position is expected to plan work at least several days in advance. The position always has access to guidance and advice from the State Manager and in combination with the State Manager Child Care Services can escalate for guidance and advice from our group of child psychologists and child counsellors within Centacare Tasmania. Essential requirements - Level 4A & 4 1 An understanding of, and commitment to, the operations of the Catholic Church and a commitment to the philosophy and core values of Centacare Tasmania 2 Essential background: i. Level 4A This is an employee who has not obtained the qualification required for a Level 4 employee who performs the same duties as a Level 4 employee ii. Level 4 This is an employee who has completed an AQF Level V Diploma in Children s Services or equivalent (e.g. Certificate IV in Outside School Hours Care) iii. Current Senior First Aid Workplace 2 and preparedness to maintain/renew as required iv. Current CPR Certificate and preparedness to maintain/renew as required v. Current Emergency Asthma Management and Anaphylaxis Management Certificates and preparedness to maintain/renew as required vi. Current Child Safety Screening Clearance from the Department of Education, including screening as a fit and proper person for management of a child care service vii. Certification as a Certified Supervisor by ACECQA, or ability to acquire and maintain 3 Demonstrated sound knowledge of all current relevant legislation, regulations, standards, frameworks and codes of practice relating to the provision of child care services in Australia. 4 Demonstrated experience working with children, preferably within the 4-12 year old child age range, including effective communication, conflict resolution and problem solving skills that are age appropriate. 5 Ability to lead and motivate a team to achieve service goals. 6 Demonstrated expertise to develop, implement and evaluate programmes for short term periods of time, to meet the needs of young children and their parents. 7 Demonstrated ability to manage multiple competing tasks and to ensure timeliness of outcomes and professional record keeping. 8 Strong demonstrated understanding of theory of child development and how to meet compliance requirements whilst providing a positive experience for children. 9 Demonstrated ability to manage and complete projects including planning, reporting, quality results, research skills and delivering on set timeframes. 10 Demonstrated interpersonal skills to liaise, coach and develop positive relationships with families, employees, other programme areas of Centacare Tasmania and represent Centacare Tasmania in external forums. 5 P a g e Position Description: Team Leader Outside School Hours Care Southern Services
