Cavan Monaghan Job Description Position: Parks & Facilities Manager (3 year contract) Reports to: Director of Economic & Community Development This Job Description is: Revised August 2013 Page 1 of 5 Job Summary: This position requires the incumbent to supervise, direct, and manage the maintenance and operation of all municipal parks and facilities within the Township of Cavan Monaghan. This includes developing, managing, training and scheduling of work with staff, contractors and user groups; preparing RFP s and Tenders in accordance with municipal policies; negotiating leases and performing all other functions associated with municipal building and/or facilities. Responsible for overseeing the Collective Agreement (CUPE). Works directly with the Director of Economic and Community Development and/or Chief Administrative Officer. Duties and Responsibilities: 1. Supervise, train, evaluate and manage all Parks and Facilities staff. 2. Responsible for staff scheduling, staff timesheets and the preparation of department payroll. 3. Assist in the hiring, evaluation and termination of staff. 4. Facilitates community development initiatives with user groups and organizations as they relate to parks and facilities including the Community Centre. 5. Liaise with user groups and community organizations on behalf of the Township. 6. Responsible for writing and preparing reports on behalf of the department. 7. First contact person for all emergency situations with regards to municipal parks and facilities re: Trent Security and Staff Emergencies. 8. Assist in marketing and promotional initiatives identified by the Director in relation to the position. 9. Oversee all municipally owned/leased facilities, parks and properties. 10. Responsible for all invoices and ensuring they adhere to the approved budget and municipal policies. 1
11. Provide data collection and research for health & safety including, building inspections and risk management requirements. 12. Manage statistical information and all data collection including the development and implementation of user fees pertaining to parks and facilities as per the bylaw. 13. Plan, implement and administer structural and mechanical maintenance programs and procedures for all parks and facilities. 14. Trained as a back-up for scheduling contract rentals for all facilities and booking supplementary ice time. 15. Responsible for drafting all policies and procedures related to Parks, Facilities and their operations. 16. Assist in the preparation of the operational and capital budgets. 17. Ensure adherence to the Township By-laws pertaining to the department. 18. Ensure public safety at all times by following safety procedures and eliminating hazards on all Township properties. 19. Attend meetings as required. (Daytime and evening) 20. Ensure the confidentiality of all departmental information in accordance with the Municipal Freedom of Information and Protection of Privacy Act. 21. Ensures adherence to all relevant Municipal/Provincial/Federal legislation and regulations. 22. Responsible to ensure that employees adhere to the Occupational Health & Safety Act. 23. Ensure that all municipal matters are being addressed as per the Township s Policies and/or Procedures as they pertain to the ECD department. 24. Availability to work flexible hours as required. 25. Perform additional duties on a daily basis as determined by the Director. Working Conditions: Position is in a high profile setting with direct exposure to the public. Exposure to physical and fatal hazards (e.g. ammonia, propane, natural gas, Freon, carbon monoxide, Glycol, chemicals, nitrogen dioxide, sick building syndrome, moving 2
equipment, heights, electrical shock, slipping on ice, inclement weather conditions, unruly patrons, etc.). Risks found in a normal office setting e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc. Job Knowledge: Post-secondary education in related fields such as Recreation, Facilities and Parks with three (3) years municipal experience. Preference given to accredited Registered Recreation Facility Supervisor or Certified Ice Technician through the Ontario Recreation Facilities Association, Inc. or equivalent. Strong organizational, management, and leadership skills related to the facilitation of municipal parks and facilities. Demonstrated experiences and leadership in a union environment, project management and working with contractors. Strong computer skills in data entry, word processing and the ability to research material. Proven ability to communicate effectively within the municipal organizational structure. Ability to implement and maintain maintenance and risk management programs related to parks and facilities. The incumbent must hold a valid G Ontario driver s license where any car, van or small truck or combination of vehicle and towed vehicle up to 11,000 kg provided the towed vehicle is not over 4,600 kg. Police check including vulnerable sector required upon verbal offer of employment. Must be certified in First Aid/CPR and Workplace Hazardous Materials Information System (WHMIS). Suggested Certificates *Certified or trained employees (Train the Trainer) in specific areas of expertise will be expected to oversee and provide training to other employees.
