Mekong Basin Disease Surveillance (MBDS) Board Meeting 24 th March, 2016 Lao Plaza Hotel, Vientiane, Lao P.D.R Executive Summary Representatives of six MBDS member countries participated in the MBDS Foundation Board Meeting convened at Laos Palaza Hotel, Vientiane, Lao P.D.R on 24 th March, 2016. The participants included Representative from Cambodia, China, Lao P.D.R, Myanmar, Thailand, Vietnam, WHO, CORDS, Canada GPP, USCDC, Rockefeller Foundation and MBDS Secretariat staffs. Opening Session The MBDS Foundation Board Meeting commenced with welcome remarks by Dr. Bounlay Phommasack, (Director General, Ministry of Health, Lao P.D.R/ Director, MBDS Foundation). In

his welcome remarks, he has highlighted the importance role of MBDS in the regional communicable disease control and briefly summarized the achievement of MBDS in previous year. Afterward, Dr. Pasakorn Akarasewi (Senior Advisor, Ministry of Public Health, and MBDS Board of Thailand) presented briefly about regional significant of MBDS and collaboration activities of MBDS during his chairmanship period. Dr. Moe Ko Oo (MBDS Secretary & Board Member) presented about MBDS activities as: brief background of MBDS, strategy of MBDS, IHR, ASPED, & GHSA, CORDS, Cross Border information sharing and update activities during 2015 2016 before handover chairmanship from Thailand to Vietnam. (The presentation is attach in Annex A) After presenting of MBDS activities, Dr. Pasakorn Akarasewi, (Senior Advisor, Ministry of Public Health, Thailand/MBDS Board of Thailand) handed over the MBDS chairmanship to Dr. Tran Thi Giang Huong (Director General, International Cooperation Department, Ministry of Health of Vietnam). Followed by the handover of Chairmanship from Dr. Pasakorn Akarasewi, (Senior Advisor, Ministry of Public Health, Thailand/MBDS Board of Thailand), Dr. Tran Thi Giang Huong (Director General, International Cooperation Department, and Ministry of Health of Vietnam) expressed the fact that she is honored to have the chairmanship of MBDS and extended thanks to the member countries and partners for valuable supporting and close cooperation in improving multi-countries cross border disease surveillance for many years among MBDS countries and she committed that the Ministry of Health of Vietnam will work closely with MBDS Board, Secretariat and member countries to fulfill its Chairmanship in 2016, promoting MBDS diseases surveillance activities. (The details of speech from new chair is seen in Annex B) Dr. Tran Thi Giang Huong (Director General, International Cooperation Department, and Ministry of Health of Vietnam) is the current Chair and Dr. Ly Sovann, (Director CDC Department, MBDS Board of Cambodia) is the Vice-Chair of MBDS for 2016-2017. Discussion for future collaboration of MBDS Dr. Tran Thi Giang Huong suggested that MBDS could organize some events or activities together with ASEAN forum to strengthen regional collaboration. Dr. Huong propose back to back MBDS Health Minister with ASEAN+3 Health Minister meeting, which will be on beginning of 2017. Dr. Bounlay Phommasack, Director of MBDS summarized the following achievements of MBDS: 1. Fully commitment from China, MOH as at the beginning MBDS has only representatives from CDC in Kunming, after that from Guangxi and now the CDC department, from MOH China are involved in MBDS and supporting MBDS in capacity building. 2. WHO recognizing MBDS as the key player for cross border collaboration in regional networking and collaboration. 3. Appreciate new Chair of MBDS proposing organizing of MBDS Health Ministers meeting back to back with ASEAN Health Minister meeting as Dr. Huong, New MBDS Chair is Head of ASEAN SOMHD and she will lead and make big effort to organize MBDS Health Minister meeting and all MBDS Board will support Dr. Huong leadership role.

Dr. Bounlay requested all MBDS Board to continue to support in terms of leadership and commitment ongoing activities. Dr. Tran Thi Giang Huong also mention about working together with ASEAN in several ways and World Health Assembly to be another platform for regional collaboration. MOU has been signed in WHA, during that period all the Ministers and Vice Ministers are there as an example for organizing event. Madam Chair suggested to organize that kind of event in WHA to show country leaders are supporting and their commitment for further collaboration in disease surveillance especially along with MBDS countries. At the same time MBDS will continue ongoing activities especially in provincial level. In that model, national level and provincial level come along together in very successful collaboration for XB infectious diseases surveillance. Dr. Huong proposed all member countries to revise and update existing operational plans with current regional status. Madam Chair emphasize mobilization of resources from other partners and request to continue support from CORDS, Canada s GPP and RF to MBDS.
