PISMO BEACH COUNCIL AGENDA REPORT SUBJECT/TITLE: CONFIRMATION OF CITY MANAGER S SELECTION OF COMMANDER JAKE MILLER TO SERVE AS CHIEF OF POLICE RECOMMENDATION: Confirm the City Manager s selection of Commander Jake Miller to serve as the City s next Chief of Police. EXECUTIVE SUMMARY: In February 2014, Police Chief Jeffrey Norton announced his intent to retire effective August 1, 2014. In anticipation of this, the City Manager conducted interviews to discuss options with members of the Pismo Beach Police Department, with Chiefs of Police from other agencies, with the Sheriff and with many other community leaders. Additionally, the City Manager held a series of interviews with Commander Jake Miller. It quickly became apparent that the City s succession planning had worked and that the best candidate for the position was the second in command at the Pismo Police Department, Commander Jake Miller. A press release identifying several of Commander Miller s accomplishments (Attachment 1) along with his resume (Attachment 2) are included with this report. According to the Pismo Beach Municipal Code Section 2.08.050, the City Manager has the sole authority to to appoint competent, qualified officers and employees to the administrative service and department head employees. The code continues to state that such appointments shall only be effective upon confirmation by the council. The City Manager has absolute confidence in Commander Jake Miller to serve as the City s Chief of Police beginning August 2, 2014 and is submitting his appointment to the City Council for confirmation. FISCAL IMPACT: There is no fiscal impact as a result of this recommendation. Funding is budgeted for all expenses related to the position of Chief of Police. ALTERNATIVES: 1. Do not confirm Jake Miller and direct the City Manager to conduct an open recruitment. 2. Request additional information from the staff. ATTACHMENTS: 1.
