PURPOSE This addendum establishes the organizational structure and functions of Administration. II. RESPONSIBILITIES Administration is commanded by the Assistant Superintendent, Administration, who reports directly to the Superintendent of Police. Administration coordinates and unifies the efforts of the Bureau of Professional Standards, Bureau of Administrative Services, and Detached Services. III. BUREAU OF PROFESSIONAL STANDARDS The Bureau of Professional Standards is commanded by a deputy superintendent who reports directly to the Assistant Superintendent, Administration. This bureau is responsible for evaluating and overseeing all aspects of officer accountability; evaluating training protocols relative to officer performance; and ensuring the fairness and effectiveness of the disciplinary process. The bureau consists of the following: A. Internal Affairs Division The Internal Affairs Division is commanded by a chief who reports directly to the Deputy Superintendent, Bureau of Professional Standards. This division coordinates and exercises supervision over disciplinary matters involving alleged or suspected violations of statutes, ordinances, and Department rules and directives; coordinates the assignment of complaint register investigations and serves as a repository for all Department records of complaint register investigations; conducts overt and covert field investigations; and is responsible for detecting corrupt practices involving Department members. This unit also coordinates with the Independent Police Review Authority on disciplinary matters that affect members and ensures the consistent administration of bargaining agreement rights for members represented by existing labor agreements. B. Education and Training Division The Education and Training Division is commanded by an assistant deputy superintendent who reports directly to the Deputy Superintendent, Bureau of Professional Standards. This division identifies the training needs of the Department; seeks outside training opportunities and training locations; and ensures that the education and training of recruit and incumbent personnel adhere to Department policy and the guidelines established by the Illinois Law Enforcement Training and Standards Board. C. Office of Compliance The Office of Compliance is commanded by a chief who reports directly to the Deputy Superintendent, Bureau of Professional Standards. This office oversees and coordinates the activities of the following: ISSUE DATE: 26 January 2009

Inspection Division The Inspection Division is commanded by a commander who reports directly to the Chief, Office of Compliance. This division, staffed primarily with supervisory sworn members designated as "inspectors," conducts requested and unannounced surveys, audits, and inspections on behalf of the Superintendent or the Deputy Superintendent, Bureau of Professional Standards, to determine conformance with Department policy, methods, and procedures and ensure the efficient use of monetary assets, property, and resources. This division also provides data as a source of management information for command personnel. This division also consists of the Court Liaison Section. The Court Liaison Section is commanded by a commanding officer who reports directly to the Commander, Inspection Division. This section provides personnel to staff criminal branch courts in the First Municipal District and the Criminal Court Police Assembly Room; monitors court overtime, attendance, appearance, preparation, and court presentation of Department member appearing in court; maintains liaison with the courts, the Office of the Cook County Sheriff, Office of the Cook County State's Attorney, City Department of Law, and the Clerk of the Circuit Court; and submits a comprehensive period report of section activities. Office of Management Accountability The Office of Management Accountability is commanded by a commanding officer who reports directly to the Deputy Superintendent, Bureau of Professional Standards. This section manages the Strategic Planning and Management Accountability meetings. Section responsibilities include monitoring and assessing the execution of the Department s various strategic operational plans; ensuring Department managers identify emerging crime trends within their areas of responsibility; ensuring Department managers are addressing the identified crime trends; monitoring and assessing the Department s response to priority community concerns identified through the community policing process; and assessing the efficiency and effectiveness of the Department s administrative processes and the allocation of Department resources. E. Office of Adjudication The Office of Adjudication is commanded by a commanding officer who reports directly to the Deputy Superintendent, Bureau of Professional Standards, and oversees and coordinates the activities of the following units: 1. Advocate Unit The Advocate Unit, commanded by the Department Advocate, is responsible for ensuring discipline is uniformly applied to all Department members; balancing the rights of accused members with the need of the Department to maintain public trust; and confirming correct procedures and laws are being followed. This unit also coordinates Police Board matters, mediation, and the disciplinary screening process. 2. Adjudication Unit The Adjudication Unit reviews complaint register investigations to ensure that investigations follow Department directives and applicable collective bargaining agreements. BUREAU OF ADMINISTRATIVE SERVICES The Bureau of Administrative Services is commanded by a deputy superintendent who reports directly to the Assistant Superintendent, Administration. This bureau coordinates and directs Department activities which specifically relate to budget and fiscal control; personnel administration; data collection; criminal justice research, analysis and reporting; and records management. this bureau conducts policy and planning research; systems analysis and program development; prepares grant applications; and provides field operations with support that is consistent with beat, district, and strategic operational planning activities. This bureau consists of the Field Support Group, the Financial and Human Resources Group, and the Public Safety Information Technology Division. The Field Support Group is commanded by an assistant deputy superintendent who reports directly to the Deputy Superintendent, Bureau of Administrative Services. This group manages the operations of the Research and Development Division, Professional Counseling Services, Records Services Division, and Chaplains Unit. The Financial and Human Resources Group is commanded by an assistant deputy superintendent who reports directly to the Deputy Superintendent, Bureau of Administrative Services. This group manages the operations of the Finance Division, Human Resources Division, General Support Division, and the Facilities Management Unit. OEMC's Public Safety and Information Technology Division is commanded by a commander who reports directly to the Deputy Superintendent, Bureau of Administrative Services. This division is a support unit responsible for the design, implementation, integration, maintenance, and control of information systems for the Department. Additionally, this division coordinates these information resources with other law enforcement and community partners. This unit also develops, supports, and maintains enterprise email and mobile communications capabilities, including inter- and intra-department messaging; evaluates requests for new telephone equipment and modifications to existing equipment; and coordinates the installation and repair of PAX and CityNet telephones. Research and Development Division The Research and Development Division is commanded by a director who reports directly to the Assistant Deputy Superintendent, Field Support Group. This division maintains archives of Department, bureau, division, and unit-level directives; provides administrative oversight for all Department grant-funded programs, including researching funding opportunities, preparing, grant proposals and budgets, and coordinating and expediting the grant application and award processes with city, state, and federal agencies; prepares, updates, and issues Department-level directives concerning Department policy and procedures; provides testimony concerning Department policy in court-ordered depositions and trials; researches recommendations regarding Department policy, procedures, and uniform/equipment standards and specifications; collects, analyzes, and maintains key statistical data concerning arrests, incidents, batteries, and assaults against Department members and other criminal-justice issues necessary to meet state and federal reporting requirements; serves as the preparing source for all official statistical information reported externally; maintains the official Department website; responds to emails received from the public through the official website; and prepares and coordinates all aspects of Department informational publications for both internal and external audiences. 2. Professional Counseling Service/Employee Assistance Program (EAP) The Professional Counseling Service/EAP is commanded by a director who reports directly to the Assistant Deputy Superintendent, Field Support Group. This unit responds to calls for assistance 24 hours-a-day, 7 days-a-week, for all Department members and their families, including retired sworn and disabled officers. Services are provided by licensed clinical therapists who provide counseling, assessment, and referral services. All services are confidential and no records of such services are maintained. 3. 4. Records Services Division The Records Services Division is commanded by a director who reports directly to the Assistant Deputy Superintendent, Field Support Group. This division is comprised of the Field Services Section and the Records Inquiry Section. This division manages all criminal records and police reports; facilitates the Department s arrestee processing efforts by the establishment of positive fingerprint identification; provides expert fingerprint and criminal history testimony for courts; processes LEADS/NCIC messages and all warrants; serves as the repository for all criminal history records and arrest reports; processes all phases of the extradition process; serves as the Department s records processor and repository for all fieldgenerated reports; processes requests for information under the Freedom of Information Act and the Crime Victim s Compensation Act; and receives and processes all new applications and renewals for firearm ownership within the City of Chicago. 5. Chaplains Section The Chaplains Section is commanded by a directing chaplain who reports directly to the Assistant Deputy Superintendent, Field Support Group. This section provides chaplaincy services in the areas of crisis ministry, preventive programs, and pastoral care for Department members and their families. Crisis ministry includes 24-hour response to provide Department-based care to members and their families for incidents involving Department or family members such as on-duty and off-duty deaths, suicides, domestic problems, police shootings, events involving mass casualties, or other matters where members request the services of a chaplain. B. Financial and Human Resources Group The Financial and Human Resources Group consists of the following: 1. Finance Division The Finance Division is commanded by a director who reports directly to the Assistant Deputy Superintendent, Financial and Human Resources Group. This division prepares and monitors the Department s annual budget; is responsible for the accounting, reporting, and monitoring of all spending, as well as record keeping for certain revenue collection; manages all travel requests and arrangements; builds, transmits, and distributes payroll; processes injured-onduty letters, W-2 statements, subpoenas, child support, lost time, employment, suspensions, rate increases, new hires, promotions, transfers, salary verifications, and public aid forms; and assists in the acquisition of all products and services to be in compliance with all stateand city-purchasing policies. 2. Human Resources Division The Human Resources Division is commanded by a director who reports directly to the Assistant Deputy Superintendent, Financial and Human Resources Group. This division maintains personnel and insurance records for all employees; ensures that all aspects related to the pre-employment-hiring process for sworn members are completed, including the written examination and POWER, drug, medical, and psychological testing and comprehensive background investigation; monitors the progress of employees in the Personnel Concerns, Behavioral Alert, or Behavioral Intervention Programs; manages the Tuition Reimbursement and Employee Indebtedness Programs; maintains medical records on all sworn employees and monitors the progress of sworn members who use the medical roll; and monitors the Cadet Program and the Chicago Police and Fire Training Academy. 3. General Support Division The General Support Division is commanded by a director who reports directly to the Assistant Deputy Superintendent, Financial and Human Resources Group. This division requisitions, stores, and issues supplies used by the Department; furnishes graphic arts, duplicating, photographic, and reproduction services; maintains the Department's official ISSUE DATE: 26 January 2009 Page 4

repository of criminal identification photographs (mug shots); has the legal responsibility for the administrative control and legal disposition of vehicles impounded in compliance with state statutes, municipal ordinances, or court mandates; and processes and distributes all inter- and intra-departmental mail and documents. This division also oversees the activities of Fleet Liaison. Fleet Liaison reports directly to the Director, General Support Division, and coordinates the Department's vehicle and radio needs with the City of Chicago, Department of Fleet Management. Facilities Management Unit The Facilities Management Unit is commanded by a manager who reports directly to the Assistant Deputy Superintendent, Financial and Human Resources Group. This division requisitions, stores, and issues supplies used by the Department; furnishes graphic arts, duplicating, photographic, and reproduction services; maintains the Department's official repository of criminal identification photographs (mug shots); has the legal responsibility for the administrative control and legal disposition of vehicles impounded in compliance with state statutes, municipal ordinances, or court mandates; and processes and distributes all inter- and intra-departmental mail and documents. This division also oversees the activities of Fleet Liaison. Department Administration coordinates the timely implementation of new policies and initiatives at the direction of the Chief of Staff. Department Administration also oversees and coordinates the activities of the Special Activities Section. The Special Activities Section is commanded by a commanding officer who reports directly to the Commander, Department Administration. The Special Activities Section arranges and conducts tours of Department facilities; administers the ride-along program for other than news media representatives; coordinates visits of Department guests as directed by the Superintendent; coordinates the Department's blood donor program; maintains liaison with Department retirees; manages and distributes all requests for poster approvals; and, on a twenty-four-hour basis, provides assistance to the families of officers seriously injured or killed.
