Date : August 2014 Job Title : Senior Health Analyst - Epidemiologist Department : Medicine and Health of Older Persons Services Location : TBA Reporting To : General Manager, Medicine and Health of Older Persons Services (MHOPS) Direct Reports : None Functional Relationships with : Head of Department, MHOPS Clinical Directors Operations Managers Chief Medical Officer Clinical Lead, Quality Provider arm public health physicians Clinical coding Decision Support Group Clinical Project Manager MHOPS Senior Project Manager MHOPS Purpose : In partnership with the clinical teams, develop and support the measurement of quality and safety of health care indicators/outcomes and promote and incorporate evidencebased health service provision into existing and new models of care across the service KEY TASKS Facilitate and support the measurement of quality and safety of care and health outcomes Active participation in Health Roundtable (HRT) organisation Promote clinical involvement in HRT Use HRT, national and regional clinical networks as platform for development, measurement and monitoring of clinical quality indicators EXPECTED OUTCOMES Development and reporting of key quality indicators for the division, services, clinical teams and clinicians. For example, in the Annual Plan and/or service plans, national and regional clinical networks. KEY TASKS Work with the General Manager and Head of Department of MHOPS to measure, analyse and report on the division s key quality indicators, quality programmes, and projects Work with the Clinical Lead, Quality to incorporate Ministry of Health, Health Quality and Safety Commission, and other national and regional requirements for quality measurement and reporting Work with clinicians, managers and clinical coding to improve clinical documentation of key select conditions Work with clinicians to identify, measure and incorporate evidence based practice into clinical practice Work with clinical teams participating in the DHB s clinical leadership programme to develop and track quality measures Contribute to service s health needs assessments Statutory & Treaty of Waitangi obligations EXPECTED OUTCOMES Active involvement in the measurement, analysis and reporting of the division s quality indicators, quality plan and quality programmes Active involvement in the measurement, analysis and reporting of national and regional quality indicators Active involvement measurement, analysis and reporting of quality and safety improvement programmes Improved accuracy of clinical documentation of key select conditions Active involvement with clinicians in the measurement and reporting of evidence based care Active involvement with clinical leaders in the measurement and reporting of quality indicators Follow agreed organisational improvement methodologies. Regularly report on progress of work streams following agreed organisational reporting templates Contribute and attend the service quality forum Work closely with the Clinical Project Manager and the Senior Project manager on the development of models of care and clinical pathways Identification of strategic opportunities to improve health and equity outcomes Ensures the professional and political integrity of Waitemata DHB by carrying out all functions in compliance of the Treaty of Waitangi and by demonstrating a serious commitment to keeping the treaty alive. PERSON SPECIFICATION POSITION TITLE: Minimum Preferred Qualification Medical Degree and Postgraduate specialisation in Public Health Medicine (Fellow of the Australasian Faculty of Public Health Medicine or Fellow of the NZ College of Public Health Medicine) with focus on epidemiology; or Masters Degree in Epidemiology or equivalent Experience Experience commensurate with attaining the above qualifications Experience in clinical quality and safety measurement and reporting Commitment to being integral part of medical services Skills/Knowledge/Behaviour Strong general clinical knowledge Knowledge of contemporary hospital and clinical practice and service and general hospital operations Demonstrated prior leadership ability within the sector Working relationships with clinicians and health service managers Detailed understanding and skills in the use of health data, outcomes measurement, statistical analysis statistical software tools Commitment to the Treaty of Waitangi Excellent ability to forge new relationships and maintain existing ones Waitemata District Health Board -JOB DESCRIPTION - Page 5
