About Vision West ND FUNDING AGENCIES US Department of Housing and Urban Development North Dakota Department of Trust Lands North Dakota Department of Commerce A Regional Sustainable Planning Grant from the U.S. Department of Housing and Urban Development was granted to the Southwest REAP Zone and the North Dakota Association of Oil and Gas Producing Counties in partnership with the REAP Investment Fund. This grant funds the creation of a 20-year Regional Plan for Sustainable Development. Matching funds were provided by the North Dakota Department of Trust Lands to create local plans for the 10 oil-development impacted communities. A VNWD Consortium Group was created with members from the 19 counties, Three Affiliated Tribes, four regional councils, five colleges and universities, Southwest REAP Zone, and the ND Association of Oil and Gas Producing Counties.
