Statewide Levy * Comparisons were released (See attached overall list). The state average for counties is a 4.3% increase. Of our AMC district counties, we are the lowest of nine at 3.5%. Community Development EDA Services for Arlington - the city of Arlington has asked us to meet and develop a contract for up to 8 hours per week of EDA time. We are meeting later this week to work on the details of services and costs. In order to do this effectively, our proposal to the Board would then request the addition of interns. Intern Program - start intern program for 2018 (budget neutral) City of Green Isle - contract extension for 2018 for continued 4 hours per week Historical Society - this will start in January at 4-6 hours per week Computer Classes Basic Computer Classes - these classes start in January - see attached flyer One-on-One Social & Online Media Consulting - ongoing grant funded program 2018 Planning Child Care Initiative - December 14, 2017 Planning Team Meeting Continues into 2018 Succession Planning Event - January 2018 Sibley County Community Foundation concept Meeting Nov Amy and I met with SMIF on this topic and will continue to explore this as a way to set up funding for community development related programs. The concept is to have a fund that anyone can donate to, that is overseen by a community member Board, such as LST Steering Committee, ACT members, Economic Development members, staff, etc that would be set up as a managed non-profit. This would not be replacing any existing community funds. Next discussion - Leading Sibley Together in December Business Expo - scheduled for April 2018 Classes continue into 2018; we are also waiting to hear back about possible funding for our Blandin application. NACo Conference this is in the Administration budget for 2018 for Administrator to attend, will bring to the Board for approval Building Updates & changes From the Board agenda - After several committee meetings, the following is being recommended: Administration with Licensing Center, and VSO in current Auditor/Treasurer Space (move licensing staff to Administration upon construction completion of first floor). Discussion back as far as 2016 during our strategic planning process indicated that the license center could be a stand alone department as it is not tied directly with any other department. It was moved with Treasurer to keep the staff busy with other tasks and that would be also not be an issue within Administration. This meets the Board's stated goal of moving the Veterans office to the courthouse as well. Auditor Treasurer - moves to current storage, break room, etc space (where probation was going to move) and keeps all duties except License Center functions Probation remains in current space with some minor office changes to accommodate IT (being developed) Break Room to Annex Basement Library Board We are continuing to work with the Library Board on their budget and salary setting process. The goal is to have them set a city budget and we would then bill them 4 times per year for those amounts. At some point, if the workload for the library board continues to increase, we may have to discuss the time needed to do this work. CHB Announcement - From Director Allie: I'm very happy to share with you that Meeker-McLeod-Sibley Community Health Services is now an ACCREDITATED HEALTH DEPARTMENT!!Congratulations. The Public Health Accreditation Board is pleased to notify you that the PHAB Accreditation Committee, on November 14, 2017 made its decision to confer accreditation to Meeker-McLeod-Sibley Community Health Services. The accreditation standards and measures are "best practices" for the administration of public health and we can proudly say we are able to meet
2 these best practices. We are a better and stronger health department because of this journey! We join a handful of other health departments in Minnesota that have also achieved this status. The staff have worked very hard and demonstrated an unwavering dedication pursuing accreditation status. I'm so proud of them! We will be notifying our partners and media on this recent accomplishment. - Allie Emergency Management Kim hosted a meeting with HSEM last week to discuss the Coachlight property and to apply for funding for hazard/flood mitigation. A plan is being developed along with a budget. There is a 25% county match to this program, so once the plan and budget are drafted, they will be brought to the Board for review. The idea is to use these funds to purchase the property, demolish it and turn in back to natural green space. The application is due to the State HSEM by January 15. Kim is meeting with the landowner this week.
