This workshop will go back to the beginning of the requirements for the various hazardous materials regulations that are in place today. The maze of laws, regulations, and standards can be confusing and sometimes overwhelming to new staff. Most laws and regulations are not easy to read, and it can take years to master them. These laws are subject to interpretation and change frequently; emergency responders must keep abreast of those that impact their everyday jobs. This discussion will include a diagram to assist you through the maze and some great definitions of all those alphabet terms like EPCRA, SARA, EPA, OSHA, DOT, IDNR, LIST, IDLH & EHS. The target audience for this course is members of the LEPC, Emergency Managers, hazardous materials coordinators, hazardous materials team members, local law enforcement, fire departments, and facility safety and environmental managers. This session is designed to offer even the most experienced Hazardous Materials professional insight and education in the emerging challenges related to anhydrous ammonia. Anhydrous ammonia transportation and spill management presents unique risks to emergency responders, and the potential for large-scale incidents continues to increase as the market for anhydrous ammonia grows. Learn how federal and state regulations and inspection programs help to ensure the safe transportation of anhydrous ammonia in Iowa. Presenters: Art Fleener and James Flattery, Hazardous Materials Program Specialist, US Department of Transportation Responding to a release of ammonia in cold storage facilities is one of the most challenging and dangerous hazardous materials responses. This workshop will review the components and functions of these systems along with the hazards of ammonia in enclosed buildings. In addition, risk based response tactics including detection equipment and techniques, PPE selection, and mitigation techniques will be discussed. This workshop is designed to provide information related to effective emergency response to a pipeline incident through the identification of the pipeline company or owner, the location operator responsible for that pipeline, and the type of products including its hazards and characteristics. This workshop will also focus on effective pre-planning measures, and coordination between the pipeline companies and emergency officials, as well as gaining support from local public officials for additional resources needed to effectively respond to a pipeline emergency. Presenter: Robert Soto, Lead Instructor, Paradigm Liaison Services (for the Iowa Pipeline Association) This workshop will provide a general overview of the CFATS regulation, discuss Security Vulnerability Assessments and Site Security Plans and discuss in general terms the inspection process in Iowa. Sponsored by Transcaer, experts in the transportation field will provide an in depth session of the do s and don t s of responding to hazmat incidents on the highway or railroad. This will include a classroom session along with a hands-on session involving actual equipment including a model rail tanker car, MC331, and a valve trailer. Part of this class will be held outdoors so appropriate clothing will be required. Steel toed boots are recommended. This hands-on session will provide a brief introduction to the overarching mission of the Mobile Detection Deployment Program (MDDP), with oversight and funding provided by the Domestic Nuclear Detection Office (DNDO), and with the management and execution provided by the US Department of Energy (DOE) First Responders. Participants in this workshop will get hands-on training with cutting edge radiological equipment to include, but not limited to: RSI 700 mobile detection systems, Thermo FHT 1377 Packeye Backpack, Mini Rad-D, Thermo Interceptors, Thermo Identifinder, and the Ortec Detective. Responders will learn proper monitoring techniques and protocols that will be utilized if the MDDP is ever activated and used. Presenters: DOE and 71st Civil Support Team members 10
The purpose of this workshop is to provide familiarization to the railroad industry for community emergency responders. Participants will receive an overview of hazardous materials regulations related to land and rail transportation. This workshop is taught from the rail industry and hazardous materials perspective. Presenters: Patrick Brady, CIH, CSP, Assistant Director of Hazardous Materials, BNSF Railway Hospitals play a key role in the decontamination and treatment of patients involved in hazardous materials incidents. Each year dozens of contaminated and exposed patients are cared for in Iowa hospitals. This workshop will look at the most predominant types of chemical exposures that occur in Iowa, an understanding of the role and capabilities of the Hospital First Receiver. The use of hazardous materials as a mechanism of suicide has become rampant in the U.S. over the past three years. This part of the workshop will discuss the common methods that are being used, the hazards they present and the appropriate risk based response by first receivers, first responders and hazardous materials response team members. At 1830 hours on Saturday, May 26, 2012, a fire was reported at the Iowa City Landfill. The fire appeared to have started at the working face of the landfill where garbage was dumped earlier in the day. The fire then spread to the landfill liner system, which includes a drainage layer of approximately 1.3 million shredded tires encompassing over 7.5 acres. The fire free-burned for over two weeks before it was covered, allowing it to burn underground. Many technical difficulties were created for responders, public works, contractors and technical advisors. Specific concerns included public health monitoring, fire suppression, site safety measures, public information, and pyro-lytic oil control. Many organizations worked to assist in the stabilization efforts, including local, state, and federal agencies. This case study will reveal the overall operational strategy and tactics, the role of outside contractors and technical advisors, as well as operational lessons learned. This 8-hour workshop is designed to meet OSHA s annual training requirement in accordance with OSHA 29 CFR 1910.120(q)(8)(i). Classroom and hands-on field exercises will address emergency procedures and the Incident Command System (ICS), along with a summary of federal laws, identification and recognition of hazardous materials, toxicology and decontamination, personal protective equipment (PPE), and decontamination techniques. The Mobile Detection Deployment Program (MDDP) is a new concept that has been added to the Homeland Security arsenal of resources that local, county, and state emergency managers can request. This program is a joint collaboration between the Domestic Nuclear Detection Office (DNDO) and the US Department of Energy (DPE). Representatives from the DOE will facilitate this briefing, discussing the capabilities and limitations of this radiological detection package. Included in this discussion will be how to request this service, and best practices of bringing the MDDP into a response or event. Each year, a Hazardous Materials Technician is recognized by the Iowa Hazardous Materials Task Force for their efforts in the field of hazardous materials response. Jim Clark, President of the Iowa Hazardous Materials Task Force, will formally recognize this year s recipient. MutualAidNet is a program, offered through the International Association of Fire Chiefs, that provides a resource database and dispatch system to be used by state to more quickly and efficiently request and provide the closest, most appropriate resources. There are currently eight states utilizing this system, with an additional five coming on in August 2012. This presentation will provide potential users with an overview of this system, along with the details for getting into the system. Presented by: T.J.
