Page 2 of 8 CONFERENCE SCHOLARSHIP RECIPIENT President Holmes introduced Lieutenant Lin Tucker from the Sedro Woolley Police Department as a scholarship recipient for the 2013 Spring Exposition and Training Conference. REPORTS: FINANCE AND PERSONNEL COMMITTEE CHIEF PAUL AYERS Financial Statements (located behind tab 2 of the board packet) Financial statements are presented with figures through March 31, 2013 and are compared to December 31, 2012. Balance Sheet Cash The increase in the cash balance relates to the reimbursements WASPC receives from the CJTC. Staff continues to monitor cash flow. CJTC staff has worked with OFM to improve turnaround time for contract reimbursements. Income Statement Revenues and expenditures are in line with expectations. Membership dues revenue Active dues are billed in January. The Associate and Affiliate dues are billed throughout the year. The majority of dues revenues come from Active dues. Sales and Other revenue include fees (mapping and project admin) for the critical incident mapping program work. We have a contract with the Office of the Superintendent of Public Instruction to map new and remodeled schools. The work is billed quarterly, with the majority of the work being performed in the second and third quarters of the year. Functional Expenses Expenses are proportionate to the revenues received. Grant Award expenses are lower compared to 2012. These expenses relate to the decrease in revenue figures. The Methamphetamine Initiative, Project Safe Neighborhoods and the Stranger Rape DNA project all are at or near the end of their grant cycle. Non Capital Equipment SECTOR Equipment, is typically purchased in the latter part of the year. Workshops In addition to the semiannual WASPC Conferences, this category also includes the WATPA conference expenses in 2012. WATPA conferences are held every two years. Conference Update Attendee registrations for this conference are close to prior conference attendance numbers. The exhibitor show is larger and many organizations have also signed on as sponsors for the various events. The money received from the exhibitors and sponsors helps us to keep our fees down and also helps contribute to the general fund to cover other association expenses. 2012 Audit Field work with our auditors has been completed. The official audit report along with the audited financial statements should be published in early July.

LEGISLATIVE COMMITTEE REPORT To be provided at the Legislative Update Breakfast. COMMITTEE REPORTS To be provided at the General Business Meeting. OLD BUSINESS: USE OF FORCE MODEL POLICY CHIEF BOB METZGER The Committee discussed law enforcement response to domestic violence and will send draft changes to members of the Committee. The Committee is hoping for Executive Board approval to begin work on two policies. The first policy is police officer response to the mentally ill. The second policy is regarding stop and frisk. President Holmes requested an update regarding the use of force model policy (administrative investigation of use of force). The Committee has discussed this policy and believes that this is covered in existing policies. Additional discussion and clarification on this matter occurred. Regarding a policy on administrative investigations of use of force, is this something the Board wants to move forward with? For lack of a motion, the Model Policy Committee will not pursue the development of a model policy regarding administrative investigation of use of force incidents. LERN PROGRAM ADMINISTRATION CHIEF MIKE KESSLER The Technology Committee has reviewed the LERN Agreement. Hard copies of the plan were provided to Board Members at the meeting. The Committee is recommending approval of the plan and is requesting that the revised plan be distributed to all members. Additional discussion and clarification regarding the LERN Program occurred. As the Board has not had adequate time to review the proposed changes, Eric Olsen made the motion to table this item of business until the 2013 Executive Board Retreat. Tom Schlicker seconded the motion. Motion carried. Chief Hohenberg thanked Chief Kessler for the Technology Committee s work on updating the LERN agreement. It was requested that a summary of significant changes be provided for the discussion on this matter at the Executive Board Retreat.

Page 4 of 8 NEW BUSINESS: WSIN TECHNICAL COMMITTEE FINDINGS SHERIFF OZZIE KNEZOVICH AND CHIEF KEN THOMAS About six years ago, WASPC designated WSIN as the main gang intelligence network. Since that time, there has been significant discussion regarding the effectiveness of that decision. In the last six months, WSIN has been brought in to discuss this issue. WSIN has agreed to develop a standalone WAGANG gang intelligence network for the State of Washington. Chief Thomas praised the cooperation received from WSIN and the process to improve gang intelligence networking. Discussion regarding the need to re-work the resolution regarding a statewide gang database to encompass the new database name. The spirit of the resolution supports the use of a state-wide WSIN gang database. Sheriff Knezovich recognized Chief Thomas for work on this project. NATIONAL LAW ENFORCEMENT MUSEUM FUNDRAISING EXECUTIVE DIRECTOR MITCH BARKER WASPC has been engaged in fundraising efforts for the National Law Enforcement Museum since November 2008. Currently, WASPC has a pending donation based on member fundraising efforts. It was recommended to make a match donation of $3,447.50 to the National Law Enforcement Museum. By making the donation, WASPC may cease actively soliciting funds on behalf of the National Law Enforcement Museum. Chief Hohenberg reminded those in attendance that donation to the National Law Enforcement Museum can be made through agency asset forfeiture funds. Tom Robbins made the motion to approve a match donation to the National Law Enforcement Museum in the amount of $3,477.50. John Batiste seconded the motion. Motion carried. ONSITE CONFERENCE REGISTRATION FEES EXECUTIVE DIRECTOR MITCH BARKER Currently, there is no difference between onsite registration fees and early/online registration fees. There is no incentive for registering early and no penalty for registering late. This is impacting the ability to guarantee appropriate meal and space figures at conferences. It is recommended to raise onsite registration fees, across the board, by $50; and to adjust the cancellation policy to require all cancellations be received one week prior to conference.

ACCREDITATION AWARD RECOMMENDATIONS DIRECTOR OF PROFESSIONAL SERVICES MIKE PAINTER The Accreditation Commission recommends WASPC Accreditation for the following agencies: Camas Police Department, Clallam County Sheriff s Office, Mercer Island Police Department, Sumner Police Department, Everett Police Department, and Medina Police Department. John Batiste made the motion to approve accreditation for the Camas Police Department, Clallam County Sheriff s Office, Mercer Island Police Department, Sumner Police Department, Everett Police Department, and Medina Police Department. John Snaza seconded the motion. Motion carried. Additionally, the Washington State Patrol will be recognized for their CALEA Accreditation. ACCREDITATION COMMISSION RECOMMENDATIONS DIRECTOR OF PROFESSIONAL SERVICES MIKE PAINTER Several individuals have volunteered to fill terms that are currently up for appointment on the Accreditation Commission. All individuals currently in those positions are interested in reappointment. It was recommended to maintain some consistency while introducing new members to the Commission. Richard Lathim made the motion to appoint Dusty Pierpoint, Rick Campbell and Jason Wilson to the Accreditation Commission. Ken Irwin seconded the motion. Motion carried. President Holmes praised Mike Painter for his leadership with the Accreditation Program. JAIL ACCREDITATION STANDARDS DIRECTOR OF PROFESSIONAL SERVICES MIKE PAINTER The Accreditation Committee approved the WASPC Jail Accreditation Standards at their meeting earlier in the day. It is recommended that the Board take time to review the Jail Accreditation Standards prior to adoption. Sheriff Snaza praised the concept of Jail Accreditation Standards. President Holmes requested clarification on workload impacts of implementing a Jail Accreditation Program. Mr. Painter commented on workload impacts. The Jail Accreditation Standards will be an item for discussion at the 2013 Executive Board Retreat.

Page 6 of 8 COMMUNICATION CENTER ACCREDITATION DIRECTOR OF PROFESSIONAL SERVICES MIKE PAINTER The Committee was presented with a motion to advance Communication Center Standards to the Executive Board for consideration. It was recommended that this item be discussed at the 2013 Executive Board Retreat. The Board unanimously agreed to expand the Accreditation Program one step at a time. CENTURYLINK FIELD OFF DUTY LAW ENFORCEMENT FIREARMS CARRY DEPUTY CHIEF HENRY SIMON A letter from CenturyLink Field was shared with members of the Executive Board. The letter indicates that off-duty law enforcement personnel will no longer be permitted to carry firearms into the CenturyLink Field, CenturyLink Field Event Center or the WaMu Theater. This action follows suite with a recent decision made by the National Football League not to permit off-duty officers to bring firearms to NFL stadiums. The request before the Board is to send a letter to CenturyLink indicating that disarming law enforcement personnel is bad policy. Additional discussion on this issue occurred. Chief Batiste will reach out to his security contact at the National Football League to obtain more background information on this issue. Chief Batiste will report back at the 2013 Executive Board Retreat.
