ARRCS POSITION DESCRIPTION Organisational Context Australian Regional and Remote Community Services (ARRCS) is a not-for-profit aged care and community service provider that was established in July 2014 to operate residential care facilities and community care programs in the Northern Territory. The services were previously managed by Frontier Services. ARRCS is a service group of Uniting Care Queensland the health and community service provider of the Uniting Church, and is supported by Blue Care also part of Uniting Care Queensland and one of Australia s leading residential and community aged care providers in Australia. POSITION DETAILS: Position Title: Employment Status: Reports to: Full time General Manager Position Purpose: To effectively manage the Community Service s human, financial and material resources, foster a healthy and safe workplace for all staff and volunteers, and plan, coordinate and evaluate the delivery and standard of the service so that clients receive quality care consistent with ARRCS mission. QUALIFICATIONS, KNOWLEDGE AND REQUIREMENTS: Essential: Relevant tertiary qualifications in a Social Welfare/ Human Service/ Nursing/ Health Discipline (and current registration with a professional body where applicable) or extensive experience in high level service delivery and quality systems in either the aged, community care or health sectors. For Nursing Professionals: Current Registered/ Enrolled Nurse Licence and Registration Certificate to practice in the State where employed. Extensive experience in Community Care Services. Current Driver s Licence (and as required a road worthy vehicle suitable for the transportation of frail aged or disabled clients, insured in line with ARRCS Policy). All ARRCS staff must satisfy the relevant probity checks required by legislation or ARRCS policies. Desirable: Post Graduate qualifications in either a Health discipline or Management or working towards. Demonstrated understanding and sound knowledge of client centred, community based care services delivery. Sound knowledge and understanding of relevant legislative frameworks, standards and government funding requirements and guidelines. Experience working within and leading a multidisciplinary team. Demonstrated advanced level of leadership, management, customer service and problem solving. Demonstrated effective interpersonal and written communication skills, including intermediate computer skills. Knowledge of continuous quality improvement practices. Current First Aid Certificate and Cardiopulmonary Resuscitation (CPR) certificate or willingness to obtain if required. Relevant vaccinations in line with ARRCS staff vaccination policy. Page 1 of 5

KEY RESPONSIBILITIES Provide a high level of management and leadership to the Community Service consistent with the values of ARRCS and funding program requirements. Ensure client care is assessed, planned and implemented and evaluated in accordance with the ARRCS model of care and funding model taking into consideration each client s physical, social, emotional, spiritual and clinical needs and encouraging client / client representative participation. Effectively plan, coordinate, administer, evaluate and report on the service to ensure it meets identified client needs and standards of quality care, including the development and monitoring of Service and Program Plans. Report on and address the results of accreditation/service reviews. Monitor that the service is delivered and funding is appropriately allocated in accordance with any contractual agreements and guidelines set by the relevant Government Departments. Ensure all funding body requirements (submissions, plans, returns, reports, statistics) are completed and submitted within required timeframes. In line with ARRCS policy requirements, effectively manage, monitor and support employment processes (e.g. Recruitment and Selection, Performance Development and Improvement, Disciplinary Action, Rosters and Leave). Identify, develop, maintain and promote networks to promote the service and keep abreast of the availability, eligibility for, and costs associated with service (program) provision (e.g. Aged Care Assessment Teams, Care Respite Centres, Coordinated Care Trials, Allied Health Professionals and General Practitioners). Work constructively with the Community Care Manager and collaboratively with other Cluster team members in planning, monitoring and reporting on the direction, focus and standard of quality care within the service. Undertake other duties as required/directed as service needs change or grow, (consistent with the above, within the scope of the position and any applicable Duties List and any other legal or industrial obligations). KEY CAPABILITIES All ARRCS employees are also expected to demonstrate the following capabilities to a level commensurate with their position. Create and maintain networking relationships with relevant government departments and other agencies to ensure ARRCS remains abreast of all legislation, regulations, codes and standards applicable to service delivery. Maintain confidentiality on all issues related to ARRCS, clients and colleagues. Organisational Sustainability Develop, monitor and work to, agreed service delivery, budget and staffing targets. Lead and coordinate the preparation of records, reports, submissions and correspondence as required in accordance with ARRCS policies and procedures and relevant government standards and other contracts. Ensure the responsible use of resources and effective and efficient disposal of waste. Pursue innovative and improved service delivery by evaluating identified opportunities and liaising with relevant ARRCS staff. Page 2 of 5

Provide leadership, support, advice and issues resolution to achieve optimal outcomes. Effectively delegate responsibilities to staff. Foster methods to strengthen links between ARRCS and the community, and between ARRCS services Continuous Quality Improvement and Compliance Continuous Improvement -Ensure quality services are delivered through: o continuous quality improvement systems; o adherence to relevant legislation, regulations, codes of practice and standards; and o adherence to ARRCS organisational policies, procedures, administrative and documentation requirements. PERFORMANCE REVIEW AND DEVELOPMENT PROCESS: In accordance with the ARRCS Performance, Review and Development process an initial review of performance will be undertaken within the probation period and then at least every 12 months, including a review of performance against this position description. In total, we operate eight residential care facilities with a combined capacity of 385 beds, and eleven community care programs in Darwin, Alice Springs, Tennant Creek, Katherine, Mutitjulu and Docker River. Some of the services are specifically for Indigenous Australians. Our staff and volunteers provide Territorians with person-centred services that are tailor made and responsive to people s needs as their circumstances change. These services are available to older people, those with a disability, patients discharged from hospital or following a visit to their GP, and individuals and carers who are in need of support and education. We help people in their homes, in the community, in our community care centres and residential aged care facilities. ARRCS is more than a provider of aged care. We are an integral part of the community. Where possible we recruit staff and volunteers from the areas where we operate. We also partner with other community service providers, government departments and agencies, hospitals and GPs. Our history ARRCS is a service group of UnitingCare Queensland the health and community service provider of the Uniting Church in Australia Queensland Synod, and is supported by Blue Care one of Australia's leading providers of community health and residential aged care. The aged care and community services Frontier Services provided in Western Australia are now part of Juniper. Juniper, like ARRCS, Blue Care and Frontier Services, is part of the UnitingCare network.
