Introduction to NYCEDC Mission: To realize New York City as the global model for inclusive innovation and economic growth. Manage NYC s Real Estate Assets Oversee Capital Construction Implement Programs to Catalyze the Growth of NYC s Industry Ecosystems NYCEDC and Cyber NYC are instrumental in delivering upon Mayor de Blasio s New York Works jobs plan to create 100,000 new jobs over the next decade. 2

Primary Goal Establish New York City as a global leader in cybersecurity by launching an innovative suite of public-private partnerships focused on supporting: Community Talent Innovation 3

Cyber NYC Overview 3 Work Streams and 6 Sub-Work Streams: 1. 2. 3. 4

Priority Programs NYCEDC has identified the Cyber Center and the Applied Learning Initiative as Cyber NYC s core components and the two initiatives that have the greatest potential for impact. NYCEDC encourages respondents to be creative, ambitious, and bold in their proposals for these initiatives. 5

Cyber Center Site Details NYCEDC is not prescriptive about the size or location of the Cyber Center site. The site can range from turn-key to one that requires investment: Turn-Key Investment Required NYCEDC urges all Respondents to consider the financial and timeline implications of site proposals to accomplish an expected program launch by Q4 2018. 6

Potential Respondent Models NYCEDC strongly encourages partnerships and joint-venture responses. Respondents can submit proposals for multiple Sub-Work Streams. 1. 2. 3. One respondent to deliver services for the entire Work Stream. Two respondents in a joint venture (one proposal) to deliver services for the entire Work Stream in partnership. One respondent to deliver services for a single Sub- Work Stream. These respondents should expect to be paired with another Respondent to fulfill the entire Work Stream. 7

Participant Intellectual Property NYCEDC / the City of New York does not own any participant IP or startup equity in any Cyber NYC program. NYCEDC owns all marketing and branding collateral created with program operators for Cyber NYC X NYCEDC does not claim IP owned by a startup or venture or IP created while participating in any of the Cyber NYC programs (e.g., Accelerator, Academic Innovation Exchanges) X NYCEDC will not put equity into a startup or venture participating in any of the Cyber NYC programs (e.g., Accelerator, Academic Innovation Exchanges) Please refer to page 10 of the RFP for additional details on Participant IP. 8

Respondent Selection Criteria NYCEDC will evaluate RFP respondents for each Sub-Work stream independently and based on written proposals and interviews. Criteria Weight (varies by Work Stream) Quality of the Proposal 30-50% Quality of the Respondent's Team 20-30% Operational and Financial Feasibility Schedule 20-30% Minority and Women-Owned Business Enterprises (M/WBE) Narrative 10% 9

Submission Requirements Respondents must submit responses according to the following guidelines: Submitted to and received by NYCEDC no later than 4:00pm on Friday, February 16, 2017 - Eight (8) hard copies of the proposal in paper form and one (1) copy of the proposal in electronic format - The package must contain the Respondent s name and address written clearly on the outside and must be labeled Cyber NYC Proposals should also include: - Appendix 1: Local Law 34 Forms - Appendix 2: Statement of Agreement (starting on page 41) - Appendix 3: M/WBE Narrative Form Please refer to pages 39 and 48 of the RFP for additional information 10

RFP Timeline Important Dates: December 6, 2017 / 5pm: Deadline to Submit RFP Questions to CyberNYCRFP@edc.nyc December 13, 2017 / 5pm: Answers to All Received Questions (including those today) to be Posted on www.nycedc.com/rfp February 16, 2018 / 4pm: Deadline to Submit RFP Proposals Mid-February 2018: Begin Selection Process and Review Proposals March 2018: Conduct Semi-Finalist Interviews April - May 2018: Conduct 2 nd Round of Interviews (if needed) June 2018: Select and Announce Operators for All Sub-Work Streams Q4 2018: Expected Launch of Programs 11
