Purpose The purpose of the Ports Small Business Development Program is to enhance opportunities for small businesses in our region to successfully compete for and participate in the performance of Port contract opportunities. To ensure nondiscrimination in the award and administration of Port contracts To create a level playing field on which small businesses can compete fairly for Port opportunities. To help remove barriers to the participation of small businesses in Port opportunities To assist the development of firms that can compete successfully in the marketplace outside the Port s Small Business Development Program. 3

These contracts resulted in a total of 316 subcontract awards. 117 subcontracts were awarded to MWVESB firms totaling $20.5M. Airport Concession Disadvantaged Business Enterprise Program ACDBE Goal 12.9% Food & Retail 1.3% Car Rental Applies to Concessions and Car Rental concessions at PDX. Both are tracked and reported separately Food & retail concessions generated 115.4M in gross Revenue $28.1M to ACDBE firms. Car Rental revenue generated 180.6M $1.6M going to ACDBEs as goods and service providers to the car rental agencies. Shortfall Analysis: Car Rental operators are using ACDBEs out of state. Program Overview In place since 1995 Pairs two mentors with a protégé firm who work on developing business strategies over a three year period. 103 firms have graduated to date Business plan, Safety plan, HR Manual and Marketing plan and materials are developed and in place by graduation. Mentor-Protégé Program FY 15-17 Cohort Overview 10 Protégé firms 23% increase in gross revenue (all firms) 71% increase in bonding capacity (construction firms) 53% increase in professional liability limits (professional Services firms 24 full-time jobs created (all firms) 38 part-time jobs created (all firms) $5.1M in awarded contracts to MPP firms. Firms will formally graduate June 22 nd Notable success story: MBE protégé firm Viking Engineering & Construction was awarded a three year JOC contracts valued at $3M. Recruited 15 new protégé firms for the FY 17-19 cohort. Many firms are ones that have not performed work for the Port. 9
