CMOUT-PE3 IPA s Crisis Movement Over Urban Terrain is an urban survival course designed to prepare clients for crisis and unplanned events in the urban environment. Whether for business or pleasure, Americans traveling in and around foreign cities have created a target rich environment for criminals that seek ransom payoffs or black market human collateral. Travel abroad can present unpredictable events including disaster, politically fueled unrest and unexpected travel restrictions that present unsettling situations. Even in our own American cities unplanned events such as natural disasters, civil unrest and terrorism can turn a normal hometown safe-haven into a hazardous zone requiring citizens to fight for their survival. When the civil infrastructure collapses the human enemy emerges in many dynamic forms including natural environmental elements, the need for basic life support and the criminal opportunist. Manmade or natural events may cripple government/social entities, services and infrastructure but CMOUT-PE3 will provide the skills and tools needed to make communication, facilitate transportation and make survival and risk avoidance achievable. Hard Target The CMOUT-PE3 courses are designed to educate the customer on safe practices and the awareness needed to become a Hard Target. Hard Target is a term used to describe persistent behaviors, awareness and actions that enable our clients to control the area they occupy and cause would be aggressors to seek their prey elsewhere. Do you possess the skills and awareness to recognize that you have been targeted for crime or violence? Can you detect, deter, escape and evade your aggressor? Preparedness Education Street-smarts and being street -savvy are critical to everyday well being. Education and situational awareness are themselves deterrents for the criminal element. An intelligent and skilled individual presents a posture that is unattractive to a predator and that posture itself is a useful tool in the human arsenal. The CMOUT-PE3 course will provide the trainee with the knowledge and skills to dominate their domain. Many walk through life only hoping to never become a victim of robbery, assault or kidnap. The CMOUT-PE3 is a proactive program that enables us to recognize and avoid or react to a developing situation before it becomes a threat. CMOUT- PE3 will provide students with the self-reliance tools needed for extended survival in and around the urban environment during unavoidable unplanned events Can you survive on your own? International Preparedness Associates offers CMOUT- PE3 training programs utilizing classroom instruction and monitored practical application designed to prepare students to be mentally, physically and tactically capable to proactively work through real world events. Course curriculum is individually tailored to each client based on a client s unique requirement and area of operation (AO). Mobile Training Teams (MTTs) used by the U.S. Military to train partner nation military and security forces in their own area of operations. We draw also from similar top tier training exchanges with major metropolitan and federal law enforcement officials in the United States. Go Bag and Basic First Line Gear IPA will work with the client to identify essentials for basic urban survival and emergency preparedness. The client will learn to prioritize and select essential items to keep in a Go Bag for the office, to take into unfamiliar territory and to keep at home. The client will learn to use their essential items during the CMOUT-PE3 course of instruction your chances of survival and risk mitigation. Course Description Logistics and planning IPA begins by delivering MTTs to desired training locations as identified by the client. Our team meets with the client (s) to confirm and brief all aspects of training per previously arranged contract negotiations. The team then finalizes all arrangements made with local authorities, in-play vendors and all pre-arranged support elements to ensure that the playing field is prepared and secure for training. All rules of play and rules of engagement are finalized and briefed to all key personnel involved. Medical and emergency plans are secured and briefed and final student/trainee briefings are conducted. Training assets (vehicles, props, etc) are mobilized, staged, marked for easy identification by trainees. Field monitors and scenario control elements provide oversight and game control so that realism, safety and maximum learning are achieved. It is NOT designed to be physically intimidating nor is it designed to require a tour at the USMC s Paris Island Boot Camp. The CMOUT-PE3 course is however moderately more physically demanding than an average day at the office. This initial course brief is critical to ensure that all applicants understand the physical nature of the course, the course challenges, safety parameters, and the rules and boundaries established for the entire course. We will conduct a capabilities brief to explain to the trainees how to identify course assets and structures that are in-play and the rules for using, entering or otherwise engaging assets. The rules are designed to instill the best realism and maximize training value. Physical Requirements Physical abilities/limitations- CMOUT-PE3 is a physically demanding course that will require the student to be able to climb and descend multiple story stair cases, travel on foot for numerous miles, run for short distances, lift and carry (short distance) 50lb objects, carry a fellow trainee (short distance) Prior training/skill sets- IPA will provide each prospective student with a physical readiness-training regime and unique skill sets that will help prepare each trainee for the courses. It will be important to clearly understand how firearms affect an adverse situation. Fire arms and unarmed conflict must be employed intelligently. Mobile Training Teams (MTTs) and Advance Security Operations (ASOs) IPA MTTs travel to domestic and international locales to provide bestin-class training to our customers worldwide. Our teams are available to assist the customer in identifying relevant course information based on area specific atmospherics. Our teams are capable of providing Security Advances and pre-travel regional and site surveys for customers that expect long term visit and/or intend to travel with a group (such as family for example). Our ASO personnel will conduct a security assessment including safe housing, route analysis for travel from home to work, school, entertainment, etc. The ASO package will include photos, maps and survey checklists that will be used to conduct a client brief on hazard areas, choke points, safe havens, customs, best practices, current political and civil landscape and concerns.
