FIRST AID ARRANGEMENTS Procedure and Guidance 1. Introduction Appropriate and timely first aid can save lives and prevents minor injuries becoming major ones. This Procedure and guidance document covers the arrangements that need to be made to manage injuries or illness suffered at work and comply with the Health & Safety (First Aid) at Work Regulations 1981. 2. The Legal Requirements The Health and Safety First Aid Regulations (1981) require employers to assess the risks which may lead to the need for first aid and to provide accordingly. Provision extends to: Appropriate equipment and facilities Personnel trained in first aid i.e.: someone who holds a current valid certificate in either First Aid at work (FAW) or Emergency First Aid At work (EFAW) Information for workers Efficient arrangements for summoning emergency services 3. Definitions Designated First aider - a worker who has completed a 3 day first aid at work (FAAW) course by an approved training organisation and holds a first aid at work qualification which is valid for 3 years Emergency aider - a worker who has completed a 1 day first aid course leading to an emergency first aid (EFA) qualification which is valid for 3 years Manager this term Manager covers CSM /CPM / School principal and other premises managers Worker the term worker includes paid and unpaid workers, consultants, volunteers, agency workers / temporary staff, and work experience staff 4. Standards Standard all workplaces have completed an assessment of first aid needs and a first aid risk assessment All workplace have adequate provision of first aid supplies and sufficient trained staff to administer first aid All workers know who to summon for first How it will be attained Managers complete the corporate template provided for assessment of first aid Managers ensure that sufficient first aid stocks are purchases and checked monthly by a nominated member of staff. Managers will ensure that the number of staff identified as needed staff are trained and available Managers inform all new starters of procedure

aid treatment and where first aid equipment is located in their workplace to follow if first aid required and location of equipment as part of induction, all staff reminded periodically during team meetings and supervision meetings 5. Key Responsibilities In addition to the general roles and responsibilities outlined in the HSW Policy the following additional responsibilities apply: All managers are responsible for ensuring that: A First Aid Risk assessment is completed for the workplaces they are responsible for Sufficient First Aid equipment is provided in the workplaces they are responsible for Sufficient First Aid personnel are available to provide adequate cover at all work times in the workplaces they are responsible for and to cover absences of first aid personnel First Aid requirements for individual premises are reviewed quarterly to check that the provision remains appropriate As a minimum, a member of staff who has completed the Emergency First Aid at Work course is available at all times that workers are at work in the premises All First Aiders are appropriately trained by companies approved by Action for Children All staff are informed of the First Aid arrangements, including the location of First Aid equipment and the identity and location of First Aid personnel First aiders are responsible for providing first aid to those who are injured or taken ill while at work in accordance with the training they have received ensuring that first aid supplies are inspected monthly, maintained and replenished after each use Emergency aiders are responsible for providing first aid to those who are injured or taken ill while at work in accordance with the training they have received inspecting and replenishing monthly the first aid supplies and informing line mangers if additional supplies need to be purchased All staff are responsible for ensuring that they are aware of the location of First Aid equipment and the identity and location of First Aid personnel in their place of work they report all incidents where they have applied first aid to themselves or to others whilst they are at work. 6. Assessment of First Aid Requirements 7.1 Assessment of requirements Parklands Campus has undertaken a risk assessment to establish first-aid provision required for their workers and include the needs of service users and others. We have considered: The type of workplace and the work undertaken. The number of workers at a workplace, including fluctuations caused by shift patterns The incident history at a workplace and the types of injuries received as a result of the incidents. The needs of persons on their own. Remote workers, lone workers and those travelling may require personal First Aid kits. 2

Shift patterns, annual leave and other absences of First Aiders. Adequate provision must be made at all times so that arrangements for cover will be in place when required. Nature and distribution of workforce within the workplace. The remoteness of the workplace from emergency medical services. Workers on shared sites. The likely first aid requirements of non-workers including service users and or members of the public. 7.2 First Aiders and Emergency First Aiders The number of trained staff and level of training required has been determined by completing this risk assessment. Before taking up First Aid duties, all First Aiders will hold a valid certificate of competence in First Aid at work, issued by an organisation whose training and qualifications meet the requirements of the HSE guidance and are approved by Action for Children As First Aid at Work certificates are only valid for three years arrangements will be made for refresher training with re-testing of competence before certification expires. If the certificate has expired then a full first aid course must be undertaken in order for a person to be considered a qualified first aider. First Aiders should record all cases of injury and illness that they treat using Action for Children s current incident reporting system. All illnesses, accidents, injuries and near misses are to be recorded on the appropriate forms and notified to parents/carers. All staff as a part of their induction are shown the location of the first aid box provided in the school and told about first-aid arrangements. First aid, treatment of minor illness and administration of any medication are only given by competent designated staff Staff must check a young person s file for any known allergies/contra-indications. The school must maintain the first aid boxes on site. In addition, a separate first aid kit must be taken in any vehicle used for transporting young people on school business. There is a designated first aider responsible for checking and maintaining these. The designated first aid room is located within Nurture 1 area. It has running water (within the room), is well ventilated, with toilet facilities close by. Policy for medical emergencies In the event of a medical emergency, staff qualified to administer first aid should take any action appropriate to minimise the casualty s condition from becoming worse. Professional medical attention must be sought as soon as possible, even if the casualty s condition seems to improve following the administration of first aid. NHS Direct can also be called for emergency advice by dialing 9111. In the event of a medical emergency staff will be required to seek medical assistance and support as a matter of priority. Usually this will mean calling an ambulance or, in some circumstances, the assistance of other emergency services. These services are contactable from reception, to ensure the call is made only once, by dialing 9999 from landlines and 999 on most mobile phones. (However, on some mobile phones the European Union emergency number 112 is also valid.) When calling the emergency services, staff should ensure they are able to provide the following details: The telephone number from where they are calling; The location of the incident or patient requiring medical assistance; The type and gravity of injury or symptoms of the illness; 3

The number, sex and approximate ages of any casualties and any information known about their condition or medical history; Details of any other hazards that may be relevant. Where staff ringing for the emergency services, were asked to do so by the first-aider, they must remember to report back to them confirming that this has been done. A member of staff must accompany a young person in the ambulance and remain with them until a parent/carer arrives. Finally, once the casualty has been attended to by the professional emergency services, staff must notify the school reception and / or the Vice Principals / Principal. When staff take young people off-site, on school activities/visits, risk assessments are required to be carried out which reflect an awareness of the location of the nearest hospital/emergency department. Control of Infection It is likely that at some stage you will have to deal with people who are bleeding, or with other bodily fluids. There is a risk, when coming into contact with these, that infectious diseases may be contracted, most notably Hepatitis or HIV. For this reason, all bodily fluids or waste must be treated as if contaminated and appropriate precautions taken. Dealing with blood: If anyone sustains a minor cut, which does not require medical attention, the first-aider should put on disposable gloves and apron to clean and dress the wound. On completion of the task, the gloves, apron and any dressing materials should be bagged (in a yellow bag) and disposed of. Dealing with bodily fluids: The first-aider should put on disposable gloves and apron to clean up and disinfect contaminated areas. On completion of the task, the gloves, apron and any soiled materials should be bagged (in a yellow bag found in all first aide boxes) and disposed of. Whilst it is unlikely that staff or young people within the school will have contagious diseases such as Hepatitis or HIV, it should be assumed that all blood/bodily fluids are hazardous and should be treated appropriately. Abingdon Minor Injures Unit, Marcham Road, Abingdon, Oxfordshire OX14 1AG 01865 903476 7.2 First Aid Materials, Equipment and Facilities The equipment and supplies must match the needs of the work place and has been determined by risk assessment. There should be provision made for ensuring equipment is available at all times. It should be accessible and clearly marked usually with a white cross on a green background. 7.2.1First aid containers These should be readily available and preferably placed near hand washing facilities. They should only be stocked with items for dealing with first aid. There is no mandatory list of items to be included in a first aid container. The decision should be based on the risks and associate environment. As a guide where work activities are low in hazard a minimum stock of items should be: - a general guidance first-aid leaflet. - individually-wrapped sterile adhesive dressings (twenty assorted sizes) appropriate for the work environment; detectable dressings should be available for kitchens. - two sterile eye pads. - four individually-wrapped triangular bandages (preferably sterile). - safety pins. - medium-sized individually-wrapped sterile un-medicated wound dressings (approx. 12cm x 12cm). - two large sterile individually-wrapped un-medicated wound dressings (approx.18cm x 18cm). - One pair of disposable gloves (various sizes) This is a suggested list of contents, equivalent items will be acceptable. The contents should be frequently checked, restocked, and items disposed of once they reach there expiry date. 7.2.2 Additional items of materials equipment In situations where mains tap water is not readily available for eye irrigation, sterile water or sterile normal saline solution (0.9%) in sealed disposable containers should be provided. Once opened they must not be re-used but disposed of safely in accordance with the manufacturer s instructions. The use of eye baths/cups or refillable containers is not recommended. Extra equipment including scissors, individual wrapped moist wipes, resuscitation face shield. or items required for special hazards, may be kept in or near first-aid containers, but only where relevant staff have been specifically trained in their use. 5

7.2.3 Tablets and medications Tablets and medications must not be kept in a first aid container. First aid does not include giving of medications, only to assist someone with their own medications i.e. asthma inhalers. (this is not to be stored in the first aid container). Any medication held on site must be stored in accordance with manufacturer s instructions and Action for Children s administration of medication policy. 7.2.4 Mobile and Lone Workers All Parklands Campus vehicles should contain travelling first-aid kits. Workers, who work alone, regularly work away from a base or who visit remote sites should have an understanding of dealing with emergencies and means of summoning help. Risk assessments for working alone and remote working must include information on first aid provision and emergency arrangements. 7.3 Informing workers of First Aid arrangements All Parklands Campus workers and other building users must be informed about the first aid arrangements including the location of equipment (such as first aid containers), facilities (such as First Aid rooms) and the identification and location of trained personnel. The names and contact details of first aiders and emergency aiders or the arrangements for contacting on duty first aiders and emergency aiders should be published and place on prominent display on notice boards in workplaces. This information must also be communicated to all workers on their first day and periodically thereafter to all workers at team meetings 7. Audit, Monitor and Review Compliance with this procedure will be checked through internal monitoring by the head of HSWS and by external audit. This document will be reviewed at least biennially or after significant incident or legislative change, and subsequently revised if necessary.
