BACKGROUND The City Council has recognized mobilehome parks as an important source of housing for families, seniors, and low- and moderate-income residents. To further the protection of mobilehome park residents in the City of San Jose, the City Council directed staff to research and recommend possible policy and ordinance changes. On June 22, 2015 staff presented a proposed work plan on the Mobilehome Park Preservation Policies/Conversion Ordinance Update to the CED Committee. The workplan recommended three land use related policy and ordinance changes: text amendments to the Envision San Jose 2040 General Plan (General Plan), amendments to Title 20 of the San Jose Municipal Code (the Zoning Code), and a new City Council Policy on the Conversion of Mobilehome Parks to Other Uses. 1 The Committee accepted the work plan and directed staff to meet with MHP owners and 1 For more information on these proposed land use changes please refer to the Planning Commission memorandum dated January 4, 2016.

Staff conducted four focus group meetings during the summer of 2015, and on August 11, 2015, City Council adopted staff's work plan. In addition, the City Council asked the Housing Department to explore the "Opt In/Stay In Business" concept with stakeholders and the Department of Planning, Building and Code Enforcement to prepare an urgency ordinance and regular ordinance establishing a temporary moratorium on mobilehome park conversions. On August 25, 2015 the City Council adopted the temporary moratorium which is set to expire on February 25, 2016. Staff has worked diligently to complete public outreach and staff recommendations prior to the expiration of the moratorium. On July 16, 2015 the Housing Department mailed 10,949 postcards (see attached) to mobilehome addresses in San Jose. The intent of this mailing was to announce three public meetings on August 13, 29 and 31, 2015, to provide staff contact information (phone and email), and to direct stakeholders to a webpage to sign up for email notifications and for future updates. The postcards were written in English, Spanish and Vietnamese. Attendance at each of the first three public meetings ranged from 75-100 people. Over the course of this outreach process, staff held meetings on each policy issue to give specific attention to each approach. Multiple meetings were held on each item to accommodate a wide range of stakeholders. Translation services were made available if requested ahead of the meeting. Meetings were held during the day, evenings and on weekends at various wheelchair accessible locations around the City of San Jose. During the outreach process staff maintained a database of stakeholder email addresses. As of this writing, the database includes almost 200 contacts and almost 100 people have self-subscribed to the "Notify Me" Mobilehome and Parkowner email list via the City's website. Since June 2015, staff has sent numerous emails providing updates on meetings and documents as they are posted on the website. For the "Opt-In/Stay in Business" concept, staff met three times with the Brandenburg, Staedler and Moore ownership group to develop the "Opt-In/Stay In Business" concept. A draft concept was posted on the City's website on November 23, 2015. Four public focus group meetings were held from December 2015 through January 2016. Meeting notifications were sent by U.S. Postal Service mail to mobilehome park owners/operators, by email to other stakeholders including mobilehome park residents, and an announcement was posted on the Housing Department webpage on November 23, 2015. In addition staff coordinated with the Manufactured Housing Educational Trust of Santa Clara County, and the meetings were announced in an industry newsletter. The following list summarizes all public meetings that were held for the proposed General Plan text and Zoning Code changes and the new City Council Policy workplan items as well as meetings to explore the "Opt-In/Stay In Business" concept.
