FOREWORD This is a Final version of the 2017-2018 Texas Education Data Standards (TEDS) and will be subject to change between now and July 2017. The Texas Student Data System (TSDS) is a statewide system for collecting and reporting education data for publicly funded schools in the State of Texas. Replacing and expanding on the existing legacy system, TSDS offers an easier way to collect and manage data, as well as provide educators with timely, actionable, and historical student data. The Texas Education Data Standards (TEDS) is a collection of data standards for transferring data to TSDS based on the national Ed-Fi XML core with the addition of Texas specific requirements in the Texas Core Extension. The collection of Public Education Information Management System (PEIMS) data is required of all Local Education Agencies (LEAs) by TEC 42.006. TEDS provides instructions regarding the submission of PEIMS data from LEAs to the Texas Education Agency. The collection of TSDS data is used to populate the Education Data Warehouse (EDW). The collection of this data is used by the LEAs for required state and federal reporting and can power the studentgps Dashboards which is optional. TEDS provides instructions regarding the submission of the TSDS data from those LEAs to the Texas Education Agency. The 2017-2018 standards: Describe the data reporting requirements; Provide descriptions of data elements and the codes used to report them; Detail the responsibilities of local education agencies, education service centers, and the Texas Education Agency in connection with the data collection process; and Provide descriptions of the data collection requirements, including collection specifications. The Texas Education Data Standards (TEDS) is for all persons involved in the data collection process, including LEA administrators, special program personnel, data control personnel, data processing staff, service center coordinators, and others. TEDS is for data delivery only. It should not be construed to represent the format of data available for retrieval from the database. In the 2014-2015 school year, the Education Data Warehouse (EDW) was available to approximately 100 LEAs approved as Early Adopters of TSDS. These LEAs implemented either studentgps Dashboards, TSDS PEIMS or both. Early Adopters of PEIMS submitted their PEIMS data through TSDS PEIMS and EDIT+. The EDIT+ submission was their official PEIMS submission. During the 2014-2015, 2015-2016, and 2016-2017 school years, LEAs were identified to submit their official PEIMS data through the TSDS System with the option of implementing the studentgps Dashboards. This implementation was a phased-in approach based on the number of student records being submitted through the system. 2014-2015: About 70 Early Adopters did parallel submissions with PEIMS EDIT+ 2015-2016: Added first group of LEAs that represent about 50% of state enrollment 2016-2017: All LEAs have implemented TSDS PEIMS 4

PREFACE Below is a description of the contents for each section of the 2017-2018 TSDS Texas Education Data Standards (TEDS). Section 1: Data Submission Specifications and Responsibilities This section provides a general description of TEDS, PEIMS and TSDS. It includes a description of the interchange schemas that will be used to load data into the Education Data Warehouse (EDW). It specifies the as-of and due dates for the four required data collections and other optional data collections. It also includes a description of the various responsibilities of the local education agencies, education service centers, and the Texas Education Agency. Section 2: Data Submission Requirements This section includes a chart of the data file layouts, a chart of the complex types by category, a description of each complex type in the Ed-Fi Core and Texas Core Extension schemas, the business rules, reporting requirements, examples, and data samples. Section 3: Description of Data Elements This section provides technical specifications for each data element by complex type. Section 4: Description of Codes This section provides an explanation of the information on each code table, an alphabetical list of the code tables, and a listing of the codes and translations by table. Section 5: TEDS Business Rules and Validations This section provides the business and field validation rules that verify that the data reported is complete, reasonable, meaningful, and accurate. Section 6: Ed-Fi Core and Texas Core Extension Schemas This section includes the entire Ed-Fi Core and Texas Core Extension schemas. Individual interchange schemas reference a subset of the complex types defined in the Ed-Fi Core and Texas Core Extension schemas. Section 7: Interchange Schemas This section includes the individual interchange schemas and their definitions. These interchange schemas will be used to load data into the EDW. Section 8: Public Education Information Management System (PEIMS) The section provides the instructions regarding the submission of PEIMS data to the Texas Education Agency (TEA) through the Education Data Warehouse (EDW). Appendix A: TEDS Data Overview by Category This appendix provides a high-level overview of the data to be collected by category. Appendix B: TEDS Alphabetical List of Data Elements and Associated Complex Types This appendix includes an alphabetical list of data elements and the XML complexes in which they appear. Appendix C: TEDS List of Data Elements by Element ID and Associated Complex Types This appendix includes a list of data elements sorted by element id and the XML complexes in which they appear. 5

Appendix D: PEIMS Leaver Reason Codes and Documentation Requirements This appendix provides an expanded definition and specific guidelines on acceptable documentation for each of the leaver reason codes. Appendix E: PEIMS Additional Information Related to Discipline This appendix contains additional information related to student discipline. Appendix F: Supplemental Information for Ethnicity and Race Data Reporting This appendix provides additional information related to collecting and reporting the Ethnicity and Race data elements. Appendix G: Person Enrollment Tracking (PET) Guidelines This appendix provides the reporting details of Person Enrollment Tracking (PET). Appendix H: PEIMS Organization Code Reporting Guidelines This appendix provides guidelines for reporting ORGANIZATION-CODE. Appendix K: Community and Student Engagement Indicators TSDS Collection This appendix provides information regarding the collection of Community and Student Engagement Indicators in their own TSDS collection. 6
