One vision Inspiring confidence, sharing knowledge CSTB (Scientific and Technical Centre for Building) is an independent public institution dedicated to innovation in building, and it performs four key activities (research, expertise, technical activities, dissemination of knowledge) to achieve sustainable development objectives for construction products, buildings and their integration into neighbourhood and towns. CSTB makes an essential contribution to the quality and safety of sustainable construction thanks to the skills of its 850 employees, subsidiaries and its networks of French, European and international ti partners. 21 st Japan-France Building Colloquium l Tokyo l December 8th, 2010 PAGE 3 3 strategic orientations 1. Establishment of a Reference Observatory intended for the enforcement of the French Low Carbon Policy to the construction sector 2. To validate the capacity of innovations to be incorporated in the construction sector and its environment 3. To support the transformation of the sector by networking on training and dissemination of knowledge 21 st Japan-France Building Colloquium l Tokyo l December 8th, 2010 PAGE 4

6 scientific and technical priorities 1. From eco neighborhoods to sustainable cities 2. Sustainable buildings 3. Uses, health and comfort in buildings 4. Risk mitigation 5. Transformations of the construction sector 6. An engineer on two CSTB is a PhD. An engineer on six has defended his thesis at the CSTB In 2010, 80 PhD students have been present all or part of the year at the CSTB. The PhD program has a cost of 2.5 million Euros (with 2 million Euros directly supported by the CSTB through the CSTB Carnot state grant. This represents 10% of the CSTB public research funds. All the research programs are carried out in partnership with more than 30 university laboratories and / or different engineering school. Many disciplines are represented: physics, mechanics, chemistry, biology, informatics, as well as economics, sociology, psychology,...) 21 st Japan-France Building Colloquium l Tokyo l December 8th, 2010 PAGE 12

Research partnership with the NIST (US) A statement t t of intent t of collaboration between CSTB and NIST/BFRL was signed in November 2009. This statement indentified 3 topics for research collaboration: Performance based fire safety Materials & system life and service cycle performance Energy efficiency & indoor air quality High temperature behavior of bounded anchors in concrete Water mist based fixed fire fighting systems Safety analysis in buildings Behavior of concrete at high temperature: evolution of properties and spalling 21 st Japan-France Building Colloquium l Tokyo l December 8th, 2010 PAGE 13 Expertise and support for public policies i Aim of the Expertise: to mobilize all the existing knowledge and the scientific and technical resources to support the public authorities and economic playors 21 st Japan-France Building Colloquium l Tokyo l December 8th, 2010 PAGE 14

Technical Activities Aim of the technical assessment: to facilitate the introduction of innovative products on the market, by developing reference frames and assessment schemes for building components and systems, at the scale of buildings and neighborhoods 21 st Japan-France Building Colloquium l Tokyo l December 8th, 2010 PAGE 21 Detailed objectives rel. to assessment of products and buildings Objective # 8: To introduce into the assessment new criteria related to the health and environmental impacts Objective # 9: Within the French Low Carbon Policy, to adapt the assessment system (technical approval, certification...) of products and building systems throughout the complete innovation cycle, in view of their short term integration ti in the construction ti process Objective # 10: To be a major European player of Technical Assessment, from components to building 21 st Japan-France Building Colloquium l Tokyo l December 8th, 2010

To be a major European player of Technical Assessment Technical assessment, product certification and CE marking of products As part of bilateral relations with European TAOs (Technical Approval Organizations), CSTB is pursuing its efforts to harmonize the methods to assess the performance of buildings. This will facilitate the free trade of construction products within the European Economic Area. CSTB wants to reach a co-production of Technical Approval with European and global partners. 21 st Japan-France Building Colloquium l Tokyo l December 8th, 2010 Segmentation of technical activities Traditional sector: standards and NF DTU standards ATec : French technical approval since 1970 ATEX : a fast track assessment intended for a particular site Low carbon French policy: - New technologies - Need for a quick assessment PASS INNOVATION launched in 2008 21 st Japan-France Building Colloquium l Tokyo l December 8th, 2010 PAGE 24
