1. Background The initiative: NEA Regional Power Interconnection and Cooperation Forum (NEA-RPIC Forum) in Beijing in October, 2016. Proposed by: Mr. Yang Kun, Executive President of CEC on GEI International Conference in March, 2016

1. Background Focal Consensus 1. Almost all the presenters emphasized the necessity of the intergovernmental arrangement, driven by multilateral or bilateral cooperation. The Ministry of Energy of Mongolia presented positive response to support intergovernmental arrangement. 2. Many participants from power utilities, transmission companies and consulting institutes suggested: the importance of joint planning study, step by step. 3. Almost all the presenters suggested: The forum should be held regularly, once or twice a year. 4. UN-ESCAP s important roles in making intergovernmental arrangement, AIIB positive attitude, NRDC suggestions. 5. Some presenters mentioned: political issues, unstable diplomacy, DPRK s attendance. 6. Summary on the closing session made be CEC: Closer cooperation for efficiency, holding the forum regularly cooperating with international institutions, preparing TOR of the forum. Draft TOR: Therefore, to facilitate implementation of the target given by NEA-RPIC-1, the participants agreed to creat the platform, NEA-RPIC Forum on the NEA-RPIC-2 meeting.

Purpose Under the various initiatives: Asia Super Grid, Northeast Asia Super Grid, Global Energy Interconnection, Gobitec Initiative, etc. Forums, workshops, Seminars, for NEA regional power interconnection Northeast Regional Power Interconnection and Cooperation Forum 4 the NEA Energy Security Forums 2 workshops in Russia, 2014 and 2015, etc. Conference on NEA Energy Connectivity in Ulaanbaatar, 2015 3 workshops, 2 in China and 1 in Russia from 2001 ~ 2003: Power Grids Interconnection in Northeast Asian

2. Purpose Some multilateral or bilateral planning studies underway in parallel or in preparing. Project Number: 48030-001 Technical Assistance Project Mongolia: Strategy for Northeast Asia Power System Interconnection In tendering process.

2. Purpose It is significant to combine the similar activities to share outcomes of the studies to avoid duplication of efforts and to enhance benefits of cooperation. to promote understanding of the governments and prepare reaching the intergovernmental agreements.

3. Establishment, Participants and Organizers The participants invited by NEA-RPIC Forum: governments, international institutions, power utilities, power companies, consulting firms and research institutes, etc. The steering committee: ESCAP will take the lead and members will be the major stakeholders of NEA countries each and international institutions. The organizer: The organizer shall be the institution of the host country. The co-organizers: some members of the steering committee and international institutions. The working groups: The steering committee will decide to establish the working groups of planning, market and operation step by step along with the development of regional power interconnection and trade of the NEA region.

4. Meetings The meeting times: once a year regularly and the more meetings may be added based on the requirement of the participants and organizers. The meeting venues: The venue of the next meeting shall be discussed on the meeting and the NEA-RPIC Forum welcomes any participants to host the meetings. The steering committee shall seek the host organizer after the meeting if the meeting may not determine the host organizer for the next meeting. In general, the venue of the meetings may be chosen on the rotation basis. The topics and program: proposed by the steering committee. The working language: English.

5. Reporting The host organizer shall be resposible for drafting summary report of the meeings of NEA-RPIC Forum and disseminate the summary report after circulating among the participants.

6. Financing and Other Support The expenses of NEA-RPIC meeting participants Each institutions shall arrange for financing the costs of its participation in NEA-RPIC meetings and related activities. Particularly, the expenses of NEA-RPIC meeting participants shall be financed by their respective organizations External financial assistance External financial assistance may be introduced to cover costs of the meetings of NEA-RPIC Forum, and the participation of NEA-RPIC meetings, where deemed necessary. NEA-RPIC meeting costs NEA-RPIC meeting costs shall be covered by the organizer of each host country.
