One auxiliary lane will be constructed in each direction, east & westbound, on Route 50-63 from Monroe Street to Lafayette Street and then from Lafayette Street to Clark Avenue. Three bridges will be removed and replaced: Jackson St. Bridge over Route 50-63 (A0566), Chestnut St. Bridge over Route 50-63 (A0568, and the Route 50-63 Bridge over Lafayette St. (A0567). J5P3015B: This project will rehab the existing bridge on Clark Avenue over Route 50-63 (A0569). Job No. J5P0820D and J5P3015B are in Cole County will be let in required combination. Public Communications Plan: Community Relations will create a media release notice to inform the public of the project work. Posting of information regarding this project will be on MoDOT s Central District website. A specific icon will be created for the projects to direct the public to news releases, work zone schedules, and general project information. A news release announcing the start of construction will be included through outreach strategies. In addition to the work zone specific public involvement activities, MoDOT provides general work zone information to the public through various outlets. These include: a publication of a statewide work zone map and work zone driving safety tips, posting of current work zone locations and conditions on the internet, use of Twitter and Facebook, promotions of Work Zone Safety Awareness Week and advertisements of work zone safety related messages via radio, television, and billboards. Traffic management information regarding road closures, lane closures, and general work zone activities shall be closely coordinated with the MoDOT Motor Carriers Services (MCS) Division. These projects are being constructed within the urban limits of the City of Jefferson. Consequently, the construction work has a major impact on the local city system. The impacts include emergency response, pedestrians, bicycles, schools, city transit, as well as the Missouri State Office and Capitol Complexes. The public communications plan includes coordination with these impacted services. Traffic Mitigation Plan: This construction work is expected to occur starting in Winter 2014 and continue through the Winter of 2016. The construction work is designed to be completed in six (6) phases which are outlined in the traffic control plans. During the construction work, traffic will be monitored using the Work Zone Intelligent Transportation System (WZITS). Integrated changeable message signs (CMS) will be utilized with the WZITS to communicate live travel times through the work zones to the public. In addition, the plans, specifications, and estimate include appropriate traffic control devices and provisions for implementing the traffic management plans.

Phase 1 Closure Timeline 1. Jackson Street Bridge will be closing Thursday, Feb. 5 th at 9:00am 2. Chestnut Street Bridge will be closing Friday, Feb. 6 th at 9:00am 3. Detour signs on RT M and RT B will begin being installed Friday, Feb. 6 th at 1:30pm o Once RT M and RT B detour signs are placed they will begin installing the detour signs on RT 54, and RT 179 o Last detour signs will be installed on RT 50 around 6:00pm 4. Lane Closure for RT 50E from East of Broadway to Madison will be installed at 6:00pm 5. CMS Boards will have closure messages turned on at 6:30pm All detour signs must be in place prior to CMS boards being turned on. 6. Hard Closure of RT 50/63 will begin when a majority of traffic has cleared the area at approximately 7:00pm. Closure westbound will begin at Clark Avenue and go to Monroe Street. Closure eastbound will begin at Madison Street and end at Clark Avenue. Phase 1 Closure Details Jackson Sreet Bridge will include a soft closure on the south side of the bridge, and a hard closure with barricades followed by concrete barrier to prevent traffic from entering the highway. The north side will include the hard closure with barricades followed by concrete barriers. Chestnut Street Bridge will include a hard closure with barricades followed by concrete barrier on both the north and south side of the bridge. This is to prevent traffic from entering the highway. Detour Routes for the RT 50/63 closure are as follows: Traveling East: Detour to Route 54W, to Route B to Wardsville, to Route M through Taos, and back to Route 50E. Traveling West: Detour to Route M through Taos to Wardsville, to Route B, to Route 54E, and back to Route 50W. If an emergency occurs on the detoured route through RT M and RT B the City of Jefferson has approved the use of East McCarty and Eastland as an emergency detour. MoDOT Maintenance will have 2 people during all hours of the closure to run the detour in case of breakdowns or emergencies. MoDOT Maintenance also set out additional signs at RT B and RTM for a possible 3-way stop intersection configuration to be used in emergency situations. All MoDOT CMS boards are computer programmable so they can be programmed from any location. The Contractor PCMS boards, which are part of the WZITS system are also computer programmable.
