JOB PURPOSE To provide high quality Strategic and professional management of Dental, Sexual Health Services and support development of Primary & Community Services and the Health and Social Care Integration Partnership To provide leadership and support to all staff across all service areas. To develop primary care dental and sexual health services and support the integration of Primary & Community services within the Health & Social Care Partnership To lead on services change and development within Dental and Sexual Health services and the wider Primary and Community Services. To contribute to the development of Primary and Community Services working closely with P&CS Board members. To develop and implement services, national and local strategies, policies and performance standards. The postholder will have line manage responsibility for dental, sexual health and will deputise for the General Manager P&CS. The postholder will take responsibility for all management and strategic functions in the dental and sexual health services to enable the Clinical Director, Consultants for Sexual Health and their senior teams to concentrate on professional standards and clinical governance.

SCOPE AND RANGE The range of the services for which the postholder will hold direct managerial and financial accountability includes, responsibility for budget setting for all named services :currently projected at 3.5 million for NHS Public Dental Services and 618,000 for BSexual Health Services. 16.21 WTE Dental Officers GUM Consultant 1.07 WTE 3 senior managers across the dental, oral health promotion and sexual health services. 2.6 WTE 43.28 Dental nurses and Oral Health Support Workers 2.65WTE Community Nurse Specialists 13.8WTE administration/reception staff Presently there are 18 dental surgeries on 6 sites across the Borders area, surgeries sit within 2 dental centres, 3 clinics in health centres, and the Borders General Hospital. The NHS Public Dental Service is responsible for: General Dental Services for all categories of NHS patients as an alternative to registration with Independent General Dental Practitioners General Dental Service Emergency Access through NHS Borders Dental Enquiry Line Community Dental Services providing: 1. An epidemiological role through the National Dental Inspection Programme Special Needs Programmes 2. Care for those in hospital and care homes and in a domiciliary setting 3. Child services in schools 4. Mobile Dental Units Oral Health Promotion Department carrying out local and national initiatives and programmes e.g. Tooth brushing in all nurseries, medical nurse training, peri-natal advice. Promotion of Oral Health
Participation in national and local health initiatives The Sexual Health Services are responsible for: Delivery of STI testing and contraceptive services on 6 sites to QIS standards HIV outpatient care Extending provision nurse led drop-in clinics. Chlamydia testing in under 25 s to meet national targets Supporting GP s and others in Primary care in improving access to sexual health care Teaching and training professionals and sexual health education in schools and colleges National IT system for sexual health services in Scottish Borders The post holder will have responsibility for : Joint planning with Estates department maintaining andeffective delivery of services within the dental and sexual health facilities Leading on services change and development within Dental and Sexual Health Services. Leading and holding direct managerial and financial accountability of 3.5million, for staffing across dental services and 600,000 for sexual health services, with additional responsibility for the budget setting for all developments and new initiatives across the services. Ensuring there is cohesion, standardisation, efficient and effective use of resources across all of the localities working closely with the other locality managers. Integration of dental and sexual health services across the Scottish Borders area and achievement of all national and local performance targets including the achievement of financial performance of delegated budgets. Fostering and enhancing integration with other agencies locally and nationally to improve the outcomes of dental and sexual health services i.e. independent dental practitioners, general practitioners, social work, housing, public and patient groups, voluntary services. Work is usually generated in response to The Scottish Executive and NHS Borders guidance circulars on changes in the delivery of Salaried and Community Dental Care Services and Sexual Health Services Guidance on Health and Safety, Control of infection, Decontamination policy and procedure Funding becoming available for new initiatives, The Senior Management Teams, agreeing or changing existing Operational and Strategic Policies. The majority of the work is likely to be self- generated. The post holder is expected to exercise considerable initiative in the management and assignation of their workload. The post holder reports to and is appraised by the General Manager for Primary and Community Services. A Personal Development Plan will be agreed with review on an annual basis, or more frequently if required. The post holder will liaise with the Clinical Director and Consultant for sexual health other Senior managers and provide a report at the regular Senior Staff and Management Meetings and to the Dental and Sexual Health Strategy Groups at which there is an opportunity to discuss strategic, operational and facilities issues.

MAIN DUTIES/RESPONSIBILITIES Provide strategic leadership to the management of all Dental and Sexual Health Services conjunction with the Clinical Director and Consultants for Sexual Health. Provide leadership to the development and implementation of the Strategies supporting each service including the capital enhancement to Public Dental Services Provide support to the Contracts Manager- Primary Care in the management of General Dental Practitioner Services and their contractual agreement with NHS Borders Develop robust clinical governance arrangements for dental, oral health promotion and sexual health services e.g. management of complaints, policies, standards and clinical incident reporting systems. Produce business plans, local health plan bids and seek other opportunities to enhance development of the two services working closely with the General Manager. Develop and maintain the risk management register for Dental, Oral Health Promotion and Sexual Health Services within NHS Borders to identify key risks and process of risk elimination Develop robust and effective systems and governance arrangements ensuring all service delivery complies with decontamination guidance Ensure robust systems exist for the effective management of all Services out of normal working hours Participate in the Primary Acute Community Services management on-call rota taking the lead for effective decision-making and escalation of incidents to Senior Management on call as required.
Work with the Clinical Director/Consultant and Human Resources to ensure robust systems of governance are in place across the two services i.e. SGIS, disclosure checking, registration of staff etc. Monitor and address poor performance following NHS Borders policies and procedures Work with the General Manager to establish a system to deliver efficient and effective services To develop a patient-centred culture within the organisation. Provide and receive complex sensitive or contentious information using highly developed interpersonal and communication skills To facilitate communication within a multi-centred, multi-disciplinary service to ensure efficiency, consistency and effectiveness of service to patients and staff. To oversee and manage the provision of adequate, effective and efficient administrative support for the dental, oral health promotion and sexual health services. To assist the Clinical Dental Director and Consultant for sexual health services in the preparation and submission of applications for funding projects and new initiatives. To investigate complaints and provide the required information to enable suitable response To monitor and manage resource usage, including authorising budget spend within given resources agreed by the Dental Director, Consultant in sexual health and General Manager for P&CS and maintain associated paperwork. To review and ensure there are appropriate arrangements for planned preventive maintenance in conjunction with Estates Departments and outside companies to ensure there are adequate systems in place to facilitate prompt repair of all equipment, premises and vehicles Responsible for ensuring all staff undergo statutory training within the two services. Management of software system to ensure best use of clinical time. 6. DECISIONS AND JUDGEMENTS The post holder will be required to work without direct supervision and constantly prioritise their workload, balancing immediate operational issues with longer term planning on a basis of risk assessment of the respective issues Implement Strategies in accordance with agreed plan ensuring all capital and revenue expenditure meets identified levels of spend Take responsibility for financial budget allocation in accordance with standing financial instructions Undertake decisions on recruitment and selection of staff in conjunction with unit accountants, Primary Care Organisation (Lothian), Clinical Director, Consultant, Partnership and Human Resources Deliver performance indicators on waiting times, access, choice and equity of services in accordance to National and Local targets Decide on the appropriate delegation for certain tasks and management issues On the development of new services, the post holder will need to make recommendations to the Stakeholder groups, Strategy Group and Integrated Joint Board Responsible for decision making which impacts on other members of staff, service delivery and wider NHS services. Health and Social Care Partnership The post holder communicates with Scottish Healthcare Supplies, external companies and agencies including the suppliers of dental equipment and sundries, service engineering companies, Lothian and Borders Police, Fire Brigade, Education Departments and school personnel. 9. PHYSICAL DEMANDS OF THE JOB Physical Must be able to drive throughout Borders and on occasion out-with the area Will be able to work long days including evening and lunchtime meetings when required. Will be able to spend long periods working at a desk in an office.
