Annual Registration And Practitioners must maintain annual registration on the Physiotherapists Register maintained by the Physiotherapists Registration Board at CORU. J O B D E S C R I P T I O N JOB TITLE: PHYSIOTHERAPY MANAGER DEPARTMENT: Physiotherapy REPORT TO/ACCOUNTABLE TO: Master of Coombe Women & Infants University Hospital ABOUT THE COOMBE WOMEN & INFANTS UNIVERSITY HOSPITAL The Coombe Women & Infants University Hospital (CWIUH) Dublin is a voluntary teaching hospital with national regional and area responsibilities for ensuring the optimal health of mothers, women and infants (up to 10,000 pregnant women per annum). The Hospital is a national tertiary referral centre for specialised services including maternal and fetal medicine, neonatology, gynaecology and anaesthesia. The Hospital has a substantial academic portfolio in terms of multidisciplinary education, research and training. The Hospital hosts two University Departments of Obstetrics and Gynaecology, the National Cervical Cytology Training Centre and the Hub Centre for continuing Midwifery education in the Greater Dublin area. The Research Laboratory in the Hospital campus is a leading European Centre for molecular biology research. Overall job role: The Physiotherapist Manager as the Head of Physiotherapy will lead, develop and manage a quality patient-centred physiotherapy service in the Coombe Women and Infants University Hospital with equitable and timely access to physiotherapy intervention for the client population. The post holder will collaborate with relevant personnel to produce operational plans in line with the relevant service plans for assigned areas. The post holder will carry a clinical caseload. The responsibilities and reporting structures for this position, as outlined, may be subject to change in the future, within the context of the reconfiguration of management structures in the hospital and the managed clinical network. The Physiotherapy Department provides essential physiotherapy services to inpatients in CWIUH and outpatients. CWIUH provides maternity, gynaecology and neonatal services. Inpatient physiotherapy is undertaken in the following areas: Maternity Wards Adult HDU Gynaecology ward NICU/HDU/SCBU Emergency on-call service is provided at weekends. The department also holds an extensive outpatient remit including antenatal and postnatal classes, a pregnancy-related musculoskeletal outpatient service, an incontinence service and paediatric services. Responsibilities & Accountabilities: The Physiotherapy Manager will: Professional / Clinical Establish a vision for the Physiotherapy service, which is aligned to the Coombe Women & Infants University Hospital s strategic plan, the corporate health strategy and the physiotherapy profession of the future. Be responsible for the overall management and performance of physiotherapy activity within the designated area in keeping with good professional practice and subject to agreed local and national policy directives and priorities. Provide clinical and professional leadership in the delivery of a high quality Physiotherapy service. Ensure best practice physiotherapy needs assessments and appropriate range of service user interventions are in place. Ensure that professional standards are maintained. Work as a member of the multidisciplinary team as required for the service. Be responsible for the delivery of the Physiotherapy service within the budget allocation. Develop good working relationships with other Heads of Service, professionals, specialist services, community and voluntary organisations to provide integrated quality care to service users. Develop and promote integrated models of service delivery between relevant stakeholders. 6

Ensure the provision of professional and clinical supervision to Physiotherapists. Maintain clinical skills (including on-call competencies) and carry a patient caseload. Collaborate with clinical tutors in ensuring safe and effective clinical placements for physiotherapy students in physiotherapy service. Compile reports of a legal nature where necessary based on the documented physiotherapeutic care of the patient. Undertake other responsibilities consistent with the nature of the post including programmes of research and development and project work. Education & Training Maintain standards of practice and levels of professional knowledge by participating in continuous professional development initiatives and attendance at courses as appropriate. Engage in career and professional development planning. Encourage and support the promotion of staff development and training by making recommendations with regard to the ongoing education, research, training and inservice needs of Physiotherapists. Promote and participate in audit and research within the Coombe Women & Infants University Hospital Participate in the education and training of Physiotherapy staff as required. Build and communicate an understanding of the role and contribution of Physiotherapy within multidisciplinary teams to ensure a clear pathway for service users. Coordinate undergraduate clinical placements within the service. Health & Safety Take responsibility for all aspects of staff and client safety within their area of responsibility. Contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards and ensure that staff complies with same. Carry out risk assessments as appropriate within the Physiotherapy service as required. Ensure all staff are aware of all policies and trained to implement them including clinical risk assessment with service users.. Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc. and comply with associated HSE protocols for implementing and maintaining these standards. Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service. Service Provision Be responsible for the strategic and operational management and delivery of physiotherapy services. Be responsible for day to day work scheduling in response to changes in staff /resource availability and service demands Assist in development of policies, procedures, protocols and guidelines to support safety and promote professional best practice in service provision and ensure compliance with same. 7

Be responsible for ensuring policies, guidelines, standards and legislation are adhered to in the areas of Health and Safety, Fire Safety, Infection Control, Hygiene, Quality and Safety, Healthcare Records, etc. Liaise with support services within locality to ensure a safe and effective facility and service. Manage budgetary allocation for the service ensuring the most effective use of available resources. Manage and organise the efficient ordering and stock control of all materials, equipment and supplies needed for the effective running of the physiotherapy service. Implement the Better Safer Healthcare Standards and the National Standards for safer Better Maternity Services (HIQA 2016) both within the Physiotherapy Department and as part of multidisciplinary teams. Service Planning and Evaluation Collaborate with relevant personnel to produce the Operational Plans for physiotherapy services in line with service plans. Monitor and review the operational functioning of the physiotherapy service in assigned areas with a view to maximizing quality. Record, analyse and evaluate indicators such as activity levels, service trends, work practices and submit findings to the management team for planning and development. Monitor service levels and performance. Identify strategic change and direction for the Physiotherapy service in order to meet the evolving needs of service users, within available resources. Facilitate change in work practices as required. Provide reports (including annual report), on day to day activity in assigned area. Facilitate the implementation of integrated and streamlined physiotherapy services in the area. Help and advise the management team in the planning and provision of Physiotherapy services Support and engage in relevant clinical research, audit and service evaluation. Leadership Lead by example, a professional, efficient and dedicated team with open communication and healthy working relationships. Manage self in accordance with professional standards and maintain a high quality ethos within the service. Liaise with local heads of discipline, managers, clinical directorates and other individuals or groups as required. Management Keep up to date on current and impending legislation and the perceived impact on practice. Keep up to date with national and organisational developments within the Irish Health Service. Ensure service delivery corresponds to best national and international practice. Ensure Physiotherapy service complies with relevant HR and other policies, procedures and guidelines. Contribute to the development of policies, procedures and guidelines in relation to the Physiotherapy service, engaging staff as appropriate. Participate in and contribute to service planning and development. 8

Provide service activity reports as required in line with local and national requirements e.g. service plan, annual report. Ensure compliance with a high standard of documentation, including service user files in accordance with local guidelines and the Freedom of Information (FOI) Act. Oversee service user and data confidentiality. Ensure effective and efficient use of resources within the physiotherapy service Represent Physiotherapy at management level within the organisation Liaise formally & informally with other services, hospital departments and outside agencies, both statutory and voluntary Human Resource Management Oversee the implementation of appropriate induction and probationary systems. Manage, induct, supervise and mentor staff in line with best practice in people management, including staff performance and review processes and in line with international physiotherapy standards. Oversee and implement appropriate performance management systems (e.g. clinical audit/quality assurance programmes) for the delivery of a high quality physiotherapy service. Supervise and support the development of staff. Compile staff training needs analysis and oversee implementation of the departmental training plan. Deal with local service and personnel difficulties. Ensure all staff, new and rotational, are inducted into their assigned clinical areas. Keep staff abreast of all changes/ developments within assigned areas and in the wider local health area. Assist HR with recruitment and selection processes. Administration Plan and organize services in a fair and equitable fashion ensuring minimal disruption of patient care. Submit approved applications for travel/additional payments in line with budgetary agreement. Maintain and report staff details re payroll returns, leave etc. as required locally in a timely and accurate manner. Age Restrictions In Relation To Applications Age restriction shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed applications for the office occurs. Health A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health as would indicate a reasonable prospect of ability to render regular and efficient service. Garda Vetting The National Vetting Bureau (Children and Vulnerable Persons) Acts 2012 to 2016 provide a statutory basis for the vetting of persons carrying out relevant work with children or vulnerable persons. Given the specialised nature of the services provided by the Coombe Women and Infants University Hospital, your appointment is subject to satisfactory Garda Vetting and revetting in circumstances where the Hospital deems it appropriate. You are obliged to disclose previous and any criminal convictions acquired during the course of your employment. Should the Hospital obtain information from the Garda Vetting Unit to indicate that your Garda clearance report is not satisfactory and / or if you have supplied the Hospital with false or misleading information in relation to your Garda clearance status, the Hospital may terminate your contract with immediate effect. Particulars of Office The appointment is permanent, full time and pensionable. Duties The responsibilities of this post will evolve and may include other relevant duties, not currently documented in this job description which the post holder would be required to undertake in line with service requirements, following consultation. The responsibilities and reporting structures for this position, as outlined, may be subject to change in the future, within the context of the reconfiguration of management structures in the hospital and the managed clinical network. Hours of work Normal working hours are 37 hours per week worked over 5 days Monday-Sunday. However, you will be required to work the agreed roster/on call arrangements advised to you by your line manager. Your contracted hours of work are liable to change between the hours of 8 am to 8 pm over 7 days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement. Flexibility This post requires a high level of flexibility to ensure the delivery of an effective and efficient service. Therefore, the post holder will be required to demonstrate flexibility as and when required, i.e. evenings/weekends. Remuneration Remuneration is in accordance with the salary scale approved by the Department of Health & Children effective from 1 st January, 2018. Current remuneration as follows: Probation 62,257-74,450 per annum (including LSIs) The successful candidate will be appointed initially for a probationary period of six months. During the probationary period progress or otherwise will be monitored and at the end of the probationary period the service will (a) be certified as satisfactory and confirmed in writing or (b) if not satisfactory, the probationary period may be extended by 3 months. Annual Leave Annual leave entitlement is 222 hours (30 working days) pro rata per annum, plus 9 Bank Holidays per annum as they occur. The annual leave year runs from 1 st of April to 31 st March each year. 10

Sick Leave Payment of salary during illness will be in accordance with arrangements as approved from time to time by the Department of Health and Children. Termination of Office The employment may be terminated at any time by three months notice on either side except where circumstances are dictated by the Minimum Notice and Terms of Employment Act 1973/2001. The Management s right under this paragraph shall not be exercised save in circumstances where the Management is of the opinion that the holder of the office has failed to perform satisfactorily the duties of the post or has misconducted himself/herself in relation to the post or is otherwise unfit to hold the appointment. Pension arrangements and retirement age There are three superannuation schemes currently in operation for staff in The Coombe Women & Infants University Hospital: (a) (b) (c) Voluntary Hospital Superannuation Scheme (Non-New Entrant) Voluntary Hospital Superannuation Scheme (New Entrant) Single Public Service Pension Scheme Please read carefully the summary of the criteria for the three superannuation schemes below. This will assist you in identifying which scheme membership is applicable to your employment circumstances. (a) If you have been continually employed in the public service prior to the 1 st April 2004 and you have not had a break in service of more than 26 weeks, you will be included in the Voluntary Hospital Superannuation Scheme (Non-New Entrant) with a Minimum Retirement Age of 60 and a Maximum Retirement Age of 65. (b) If you have been continually employed in the public service post the 1 st April 2004 and you have not had a break in service of more than 26 weeks, you will be included in the Voluntary Hospital Superannuation Scheme (New Entrant) with a Minimum Retirement Age of 65. There is no Maximum Retirement Age. The compulsory retirement age of 65 has been removed enabling staff to remain longer in work should they wish, subject to suitability and health requirements. (c) If you have commenced employment in the public service as a new entrant or you are a former public servant, returning to the public service after a break of more than 26 weeks, you will be included in the Single Public Service Pension Scheme effective from the 1 st January 2013 with a minimum retirement age of 66 (rising to 67 and 68 in line with state pension changes). The maximum retirement age under this scheme will be age 70. The person appointed will be required to join the relevant Superannuation Scheme and will be required to contribute to the employing authority at the appropriate rate of gross annual superannuable remuneration as determined by the Minister responsible for the Scheme. Pension benefits made to part-time staff will be on a pro-rata basis. Pension Arrangements and Retirement Age: 11

For existing Public Servants (i.e. those who have entered the public service on or before the 31st March 2004) retirement is compulsory on reaching the age of 65 years. However, candidates should note that changes have been made in the superannuation provisions and retirement ages for public servants who take up duty with effect from 1st April 2004. Hygiene/Infection Control All employees have responsibility for Hygiene awareness. Hygiene is defined as The practice that serves to keep people and environments clean and prevent infection. All employees also have a responsibility under their terms of employment to prevent transmission of infection and to follow the hospital infection control policies and guidelines as outlined in the Infection Control Manual. All employees must be aware that they work in an area where there is potential for transmission of infection. All employees have a responsibility to follow hand 12

hygiene guidelines as this is the single most important intervention to prevent the transmission of infection. Confidentiality In the course of the post holder s employment he/she may have access to or have information concerning the personal affairs of staff or other confidential information. Such information is strictly confidential and unless acting on the instruction of an authorised officer, on no account must information concerning staff or other service business be divulged or discussed, except as appropriate in the performance of normal duty. In addition, information, records, files must never be left in such a manner that unauthorised persons can obtain access to them. No records, documents or property of the Hospital may be removed from the premises of the Hospital without prior authorisation. You must return to the Hospital upon request and, in any event, upon the termination of your employment, all documents or other property of the Hospital which are in your possession or under your control.
