Tree Hazard Assessment Course with Integrated Assessment ( British Accredited LANTRA Professional Tree Inspection Qualification ) Date: 11 th April-13 th April 2011 Examination: 15 th April 2011 Course Aim It's a British government backed qualification in tree inspection that demonstrates proof of training specifically in tree risk assessment and inspection. The three-day course aims to provide specific tree inspection programme at an advanced level for competent arboriculturists to allow them to reach a level of competence acceptable as having received adequate training. Candidates are required to inspect trees and specify the necessary remedial works and record the inspection findings. At the end of the course candidates will undertake a competence based assessment directly related to tree inspection. The course is not aimed at covering report writing however, presentation of findings will be examined and advice given. The maximum number of candidates for this course is 18. Past Chairman of the Association of Lecturers in Arboriculture Professional Experience Dave Dowson is the Director of Tree Life AC Ltd and Tree Legal Ltd providing a full range of consultancy services to a range of clients which include Parish Councils and Local Authorities (LA), large development companies, solicitors, mortgage lenders, landscape architects, planning consultants and Health and Safety Executive and providing educational consultancy services for bodies such as the Royal Forestry Society, Arboricultural Association, National Arborist Association, International Society of Arboriculture and the Awarding Body Consortium. Dave has been a registered expert witness for ten years. His experiences include providing preliminary and final reports for the Health and Safety Executive, solicitors and court room use where neighbour disputes have occurred and breaches of Tree Preservation Orders. In the last six years, he has specialised in the area of tree inspection, failure and defensible systems of tree inspection and recently attended a coroners court related to a death caused by a tree failure. He is currently involved in cases of tree related injuries/deaths nation wide. He has assisted Southampton City Council, the National Trust and Burleigh House Estates to design their system of tree risk management based on zoning providing external independent advice. Recently he has externally audited Sheffield City Council s system of tree risk management identifying weaknesses and making recommendations to strengthen their procedures. He is a member of the working party compiling a new British Standard on Tree inspection which has now reached the consultation stage. He is the author, principal trainer and moderator of the nationally recognised professional tree inspection
programme offered by LANTRA, the industry lead body. He presents workshops related to safety issues for the industry, speaks at National conferences and provides material for publication in a range of newsletters and journals of the industry. Assessment Procedure Duration: 3 hours A written test consisting of 20 short answer questions covering aspects of tree inspection and tree inspector responsibilities. 40% of the overall mark. Fungi identification test. 20% of the overall mark. Two tree inspection. 40% of the overall mark. Candidates require to gain 70% overall as a pass mark and must score 70% for each of the two trees inspected and not miss an obvious defect. Certificates of competence will be issued to those candidates who successfully complete the course and examination. Those not reaching the standard will receive a report indicating their strengths and weakness and what actions are suggested to then reach the standard in the future. Pre-requisite requirement for the trainees This is a popular and highly intensive course. It is a level 3/5 course in the UK. The trainees should be experienced and qualified arboriculturists. They should also have in-depth knowledge of plant and arboricultural science. The vast majority of the contents are applicable to the arboricultural field worldwide. The legal aspects and fungi section will be adapted to remain applicable to Hong Kong.
