Provincial Aerospace GOC Operations Canada augments its maritime domain awareness needs through an alternate service delivery (ASD) model 8,000 hours of maritime surveillance are provided by PAL annually to various GOC departments for many mission requirements Aircraft bases: St. John s, NL Halifax, NS Comox, BC Missions are tasked directly by GOC departments and deconflicted by PAL Aircraft equipped with modern sensors developed for military applications Similar model adopted by other countries including the Netherlands and Australia (unique model) 4

The fishing vessel Jennie and Doug reports hearing a faint Andrea Gail at 8294 kilohertz, and for the next twelve hours Halifax tries that frequency but cannot raise her. Judith Reeves on the Eishin Maru thinks she hearts someone with an English accent radioing the Andrea Gail that he s coming to their aid, but she can t make out the name of the vessel. She never hears the message again. A SpeedAir radar search picks up an object that might possibly be the Andrea Gail, and Halifax tries to establish radio contact, without success 8

Provincial Aerospace s domestic presence is built on a foundation of good public policy that enhances Government cost and operational effectives while simultaneously resulting in sustainment, innovation and export growth in the private sector. 10

Fixed-Wing Search & Rescue Program/RFP Replace Canada s fleet of : CC-115 Buffalos (6 located in Comox BC) CC-130 Hercules (13 H models in Winnipeg, Trenton & Greenwood) Canada s FWSAR Procurement: RFP Released on March 28 th, 2015; Proposal submission on January 11 th, 2016 (extended from September 28 th ) Performance based in-service support contract to industry Significant ITB & Value Proposition requirements Likely the aircraft to provide permanent FWSAR presence in Canada s North 11

Inclusive of airframe end-of-life and obsolescence issues, Canada s existing fleet of CC-115 and C-130H aircraft are not mission system or sensor equipped. 12

Fixed Wing SAR Aircraft Early detection and presence is critical to survival Usually the first responder Capable of carrying significant amount of SAR equipment (for over land and maritime missions) Provide top-cover to rotary-wing aircraft Capable of covering vast distances Multiple sets of mark II human eyeballs Nautical Legacy, May 30 th, 2007 13

Most North Easterly Point in North America During World War II, Canada and the United States recognized the geostrategic importance of Newfoundland and Labrador During the 9/11 attacks, it s geostrategic importance was recognized once again 15

Border Security & Northern Sovereignty We have good security at our airports and that s how most people arrive here Former PM Jean Chrétien Sovereignty over one s territory is not a theoretical concept, and this Government is committed to defending it PM Stephen Harper 16

What is Sovereignty? Sovereignty is a term used in many senses and is much abused. As used here, it implies a state's lawful control over it's territory generally to the exclusion of other states, authority to govern in that territory, and authority to apply law there. http://hawaii-nation.org/sovereignty.html 17

Automatic ISAR Iceberg Classification There is only one company in the world that develops an airborne radar that can automatically classify a radar target as an iceberg 18

Increased Presence Increased presence in Canadian waters increases our responsibility to maritime domain awareness and response capability 19

The Search for MH370 Initial search performed using aircraft that were manufactured and missionized in Canada by Canadian companies Primary responsibility for subsequent northern search areas given to a foreign military unit operating Canadian aircraft missionized by Canadian industry 20

Government Procurement Policies CADSI, 2009 The industry employs 70,000 Canadians, and generates $10B a year in defence and security sales of which 50% is exported. Current ITB/VP policies weigh heavily on growth, sustainment and export growth. 21
