11 Civil Air Search And Rescue Association (CASARA) Policies & Procedures POLICY NUMBER G Date of Original Issue NOV 03/07 Date of Last Revision 28 July 2012 ABBREVIATION & DEFINITIONS Administrator Conducts the day by day affairs of CASARA on behalf of the National Board of Directors Air Cadet Member Is an Air Cadet who is enrolled in the Air Cadets / CASARA Training Plan Approved Approved by the Association or one of the Member Organizations. Association CASARA means the Association incorporated without share capital under the Act by Letters Patent dated March 26, 1984 and named Civil Air Search and Rescue Association/Association civile de recherche et sauvetage aériens. (sometimes called CASARA or CASARA CANADA or CASARA NATIONAL ). Association Aircraft An aircraft owned and/or operated by a Member and/or Member Organization designated by a Member Organization as an aircraft for the purpose of Authorized Activities and which meet the standards set out herein. Authorized Authorized by any one of the SAR Squadron Commanding Officers, CASARA Liaison Officers, the SAR Region Commanders, a JRCC on behalf of the SAR Region Commanders, the Association, a Member Organization and/or their respective directors, officers and designated representatives. Authorized Activities Those activities of the Association, Member Organizations and Members authorized by the Association, a Member Organization and/or their respective directors, officers and designated representatives or as otherwise provided herein. Board The Board of Directors of the Association. CA Contribution Agreement Contribution Agreement between CASARA and Her Majesty the Queen, in right of G 060 Page 1 of 5
12 Canada, as Represented by the Minister of National Defence. CAP Communication Air Platform A CASARA aircraft not involved in the actual searching but acts as an aerial radio communication relay. CASARA CASARA means the Association incorporated without share capital under the Act by Letters Patent dated March 26, 1984 and named Civil Air Search and Rescue Association/Association civile de recherche et sauvetage aériens. (sometimes called CASARA or CASARA CANADA or CASARA NATIONAL ). Certified The acknowledgement by a Member Organization of a Member s proficiency training as established by the CASARA Policy Manual and as recorded by each Member Organization as being operationally trained and qualified for actual SAR operations. CLO CASARA Liaison Officer An officer of the Canadian Forces holding the position or acting in the capacity of the Liaison Officer between a SAR squadron and CASARA or Member Organization or Member. CI - Critical Incident An event outside the range of normal experience which is sudden and unexpected, disrupts one's sense of control, involves the perception of a life treat, and may include elements of physical or emotional loss. CISMP Critical Incident Stress Management Plan A plan that each CASARA Member Organization has in place for its members should the need arise to deal with a Critical Incident (CI). CTM CASARA Training Manual The CASARA Training Manual (CTM) issued by the Association, as amended from time to time. Currency To remain current or maintain currency an individual member must complete the required number of training hours within the time specified by the Association. Department In reference to this manual, it shall mean the Department of National Defence. Det CDR Detachment Commander DRC - Dispute Resolution Committee DRC -Dispute Resolution Committee is a committee established by the National G 060 Page 2 of 5
13 Executive consisting of at least 3 senior members of Casara with the duties set out in paragraph 8.0 of the Code of Ethics and Disciplinary Procedures. FY Fiscal Year CASARA fiscal year is from April 1 March 31. Investigating Committee Investigating Committee is a committee established by the National Executive with the duties set forth in paragraph 9.0 of the Code of Ethics and Disciplinary Procedures. JRCC - Joint Rescue Co-Ordination Centre A unit responsible for promoting efficient organization of search and rescue (SAR) services and for coordinating the conduct of SAR operations within an associated Search and Rescue Region. a) Member An individual who has met the standards for membership established by the Member organization in the Province/Territory where the member resides and has been duly accepted as a member and continues to meet the criteria for membership by the Member Organization as a Member. (b) Non-Member Membership in a Member Organization shall be on an annual basis with the membership year being from 01 April to 31 March of the following year. Member Organizations will have each member complete an annual membership renewal form. Member Organization form is to be approved by the Association. Should a member fail to renew his or her membership, the member shall cease to be a member (a non-member) of the Member Organization until a renewal form is completed, signed, membership fee paid, if any and delivered to the appropriate Member Organization Treasurer or his/her designate. All privacy related information concerning the non-member shall be removed from the CASARA Management System (CMS) program one (1) year from the date the member became a non-member. All CASARA training records will be maintained by CASARA. MO - Member Organization A Provincial/Territorial organization that is a member of the Association and has met and continues to meet the criteria for membership in the Association. NOTAM A notice, containing information concerning the establishment, condition of aeronautical facility, service, procedure or hazard, the timely knowledge of which is essential to personnel concerned with flight operations. 14 NSS The National Search and Rescue Secretariat established as a non-operational advisory body to the Minister responsible for SAR. OIC of JRCC The Officer-in-Charge of the Joint Rescue Coordination Centre(s) at Halifax, Trenton or Victoria or such other locations in which they may be located and shall include an officer acting on his behalf. OSR The Operational Status Report (OSR) is a report that a Member Organization (MO) generates using the CASARA Management System (CMS). It is sent to their appropriate Joint Rescue Coordination Centre (JRCC) and contains the names of CASARA members available for an Operational SAR tasking. Primary Search and Rescue Resources Federal search and rescue (SAR) aircraft and vessels, including those multi-tasked to SAR, established and equipped specifically for SAR with SAR trained crews aboard. Primary SAR resources are under the direct operational control of the Search and Rescue Region Commander for SAR taskings. Qualified The acknowledgement by a Member Organization that a Member has the minimum level of hours for total time and pilot-in-command time or such other criteria as established by CASARA for the commencement of Authorized Activities, other than actual SAR operations. Rescue co-ordination The function of integrating the efforts of search and rescue (SAR) facilities and resources to achieve concerted and harmonized resolution of SAR incidents in an effective and efficient manner. RSC - Rescue sub-centre A unit subordinate to a rescue co-ordination centre established to complement the latter within a specific area within a Search and Rescue Region. SAR - Search and Rescue Search and Rescue comprises the search for, and provision of aid to, persons, ships or other craft which are, or are feared to be, in distress or imminent danger. SHQ Search Head Quarters Permanent/temporary place from which a major search is conducted. SMC - Search and Rescue Mission Co-ordinator The official temporarily assigned to co-ordinate response to an actual or apparent G 060 Page 4 of 5
15 distress situation. SRR - Search and Rescue Region An area of defined dimensions associated with a joint rescue coordination centre within which search and rescue services are provided. Search and Rescue Region Commander The person designated by the Chief of Defence Staff and authorized by the Canada Shipping Act as being responsible for search and rescue operations within a Search and Rescue Region. Search and Rescue Resource A resource capable of responding to a search and rescue incident. SM - Searchmaster An individual who has been appointed by a Search and Rescue Region Commander to co-ordinate and direct a specific search and rescue operation. Secondary Search and Rescue Resources All resources of the Federal government that are not primary search and rescue (SAR) but which may be tasked to aid in the resolution of a SAR incident. SAR Prevention Shall mean CASARA participation in SAR prevention and aviation safety activities including those activities as may be sponsored by Transport Canada from time to time. SPARK Small Pack Aerial Response Kit A small communications and survival kit that can be dispatched from an aircraft to survivors. G 060 Page 5 of 5
