MANAGER PUBLIC HEALTH NUTRITION January 2016 POSITION DESCRIPTION Position Type 0.5 FTE 12 month contract - Maternity Leave Replacement Grade: 7 Team: Cardiovascular Health Team Accountable to: Director - Cardiovascular Health Position Purpose: - To manage the nutrition and food supply work agenda according to local priorities and in accord with relevant objectives and strategies under the Healthy Hearts Goal and A Healthier Food Supply Key Result Area of For All Hearts 2013-2017. - To represent the Heart Foundation in nutrition matters with the public, in the media and to professional groups. - To advocate for policy and environment change in relation to food supply and nutrition. - To foster collaborations with external agencies to deliver nutrition initiatives. - To develop project proposals. - To assist with external contracts for aspects of program development and delivery. Key Result Area Activities Measures Manage the nutrition and food supply work agenda of the Heart Foundation in Western Australia Develop nutrition operational plans consistent with local priorities and with the National For All Hearts Strategic Plan. Develop, implement and manage projects, including policy/food supply programs in Western Australia that foster healthy changes to the food supply in key settings. This includes support to Heart Foundation WA programs (both internally and externally funded) in accord with available resources; including but not limited to: Achievement of identified outcomes within agreed time frames and budget Projects implemented in accord with operational plan
Budget administration National projects Catering: Provide advice to all NHF WA staff in the implementation of Heart Foundation catering policy across all programs. Healthy Weight Work with the Healthy Weight, LiveLighter WA program to develop, support and implement initiatives and advocacy strategies that improve the food supply. Food and Built Environment: Work with the Healthy Active by Design Implementation Group to support and review initiatives that monitor and improve the community food environment. Aboriginal Health and Equity: Work with the Aboriginal Health team to deliver Aboriginal Heart Health programs in metropolitan and regional settings. Contribute to development of annual budget, and budget forecasts. Ensure prompt payment and correct coding of invoices and orders. Maintain accurate records of expenditure and projected expenditure for projects. Represent the WA Division on the Food Supply COP, and specific working groups as directed. Catering policy communicated and effectively implemented Continued involvement with LiveLighter WA Ongoing Food Environment on the HABD Implementation Team Nutrition and food supply input provided as required Budget developed by agreed deadline All invoices coded and submitted promptly for payment Accurate records of expenditure maintained Regular and effective Network and partnership building Identify opportunities to contribute nationally to food supply projects as part of the key result area: A healthier food supply of the Heart Foundation s Strategic Plan (For All Hearts). Collaborate as part of the national implementation team for nutrition elements of the key result area: A healthier food supply of the Heart Foundation s Strategic Plan (For All Hearts). Build and maintain a network of alliances to increase the priority given to nutrition and food supply issues. Media Seek profile for nutrition issues through in the media, acting as the Heart Foundation spokesperson on nutrition matters. Record of (proactive and reactive) coverage and quotations in statewide and local media Advocacy Special Projects Information management Integration Research and write Heart Foundation positions in relation to nutrition in collaboration with relevant national officers. Prepare and conduct advocacy campaigns and activities in conjunction with senior management. Research and write Heart Foundation submissions to nutrition-related inquiries and reviews. Provide strategic input to special nutrition and healthy weight projects as directed by the Director Cardiovascular Health. Examine opportunities to secure grant funding for nutrition programs that are on strategy with For all Hearts. Prepare and update information tools for use by staff including fact sheets, feature articles, briefing notes, presentations to inform aspects of the nutrition program; especially advocacy and media. Provide advice to CVH staff on nutrition and healthy weight related issues as required. Remain appraised of developments in the nutrition and foods supply field through activities such as: environmental scanning, literature reviews and weekly journal article alerts, media coverage. Integrate nutrition programs across health portfolios, with fundraising and marketing, and with national initiatives. With special attention to: - Aboriginal programs - Healthy weight programs and campaigns - Children and families programs - Clinical programs High quality position documentation, submissions and statements produced Funding submissions prepared and submitted Funding secured Information tools prepared or updated Accurate and timely advice provided Documentation prepared and retrievable Effective linkages and internal collaborations established and delivered 3
General Represent the Heart Foundation on relevant committees and/or inter-agency nutrition bodies as appropriate. Remain familiar with other relevant Heart Foundation policy, particularly physical activity. Maintain contact with interstate offices and committees of the Foundation in the nutrition area. Discuss and review goals and operational plans with the Director of Cardiovascular Health on an ongoing basis. Other duties as directed by the CVH Director. Demonstrated experience in project management in relation to nutrition. Demonstrated experience in development, implementation and evaluation of nutrition programs and resources (paper, electronic, web) for a range of audiences. Demonstrated experience in maintaining effective partnerships. Proven management skills, particularly in financial and project management. Essential Competencies Writing of reports for management or external stakeholders. Competent public speaker with the confidence to present to a variety of audiences. Experience in working with all forms of media. Excellent communication and interpersonal skills including the ability to engage relevant internal and external stakeholders. Commitment to improving cardiovascular health. Current Driver s Licence. Desirable Competencies Knowledge of community design and urban planning influence on health, and the associated opportunities within planning processes to influence practice. Experience working in Aboriginal health and nutrition. IT competencies: Intermediate Microsoft Word, PowerPoint, Outlook Intermediate Internet Explorer 4
