COUNTY EXECUTIVE COMMITTEE MEMBER The County Executive Committee Member (CECM) shall be responsible to the Governor and will be in charge of one of the County Department of Lands, Housing and Physical Planning. (a) To provide strategic policy direction and development plans for effective service delivery; Development and implementation of strategic plans and sector development goals for the department; Formulate effective programs to attain vision 2030 Ability to work in a multi-ethnic environment with sensitivity and respect for diversity; Ensure compliance with National values and principles of good governance as outlined in the Articles 10 and 232 of the constitution of Kenya 2010; Supervise the administration and delivery of services in the county and all decentralized unite and agencies in the county (b) Requirements for Appointment Be a Kenyan citizen; Be a holder of at least a first degree from a university recognized in Kenya; Demonstrate a thorough understanding of County Development objectives and plans and Vision 2030; Have a knowledge, experience and a distinguished career of not less than five (5) years Be strategic thinker and result oriented; Demonstrate a thorough understanding and commitment to the values and principles as outlined in the Articles 10 and 232 of the Constitution of Kenya 2010; Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010. Master s degree in the relevant field is an added advantage. 2. CHIEF OFFICER PUBLIC SERVICE MANAGEMENT JG S Duties and responsibilities The chief officer shall be the authorized and accounting officer in respect of delegated power and shall be responsible to the CEC in charge of public service management. Report to the CEC in charge of public service. Co-ordinate the decentralized units of the county. 1

Co-ordinate with the government agencies. Make financial Budgets for the administration. Promote high standard of professionalism in administrative services. Promote national values and principles of governance and values of public service Implementing county Government organizational strategies and policies Perform any other duties that may be assigned by the CEC Requirement for appointment Be a Kenyan citizen Be a holder of Bachelor s degree in social sciences or its equivalent from a recognized university Have knowledge, experience and a distinguished career in the public service of not less than 5 years Master s degree is an added advantage Satisfies the requirements of chapter six of the constitution 3.ASSISTANT DIRECTOR- COUNTY ADMINISTRATIVE SERVICES JG P (1 POST) (a) The Assistant Director in charge of County Administrative services will be responsible to the County Secretary for the following: Assist the County Secretary in coordinating functions and duties and follow up to ensure that decisions are implemented and discharged as directed by the Executive to the respective departments; Ensure efficiency in the management of the County resources within the County; Ensure that different departmental offices align their service delivery to the priorities and objectives set out in the County policies and plans. Improve processes and policies and play a role in long-term organizational planning; Coordinate Cabinet Subcommittees, reviewing county policies, legislations and programs Coordinate the preparation of the Quarterly, Semi-Annual and Annual Reports for Submission to the County Assembly; Coordinate the preparation of the County Bills for publication and Submission to the County Assembly; Implementation of policies and development plans relating to the department; and Ensure prudence in the use of allocated resources Any other duty as may be assigned from time to time; Requirements for Appointment Have a Bachelor s degree in Social Sciences or its equivalent from a recognized Institution. At least 5 years working experience at a senior management level Be conversant with government protocols and etiquette. Excellent interpersonal and communication skills Have undergone senior Management Course Satisfy the requirements of Chapter Six of the constitution on leadership and integrity 2

4. LEGAL OFFICERS JG L (2 POSTS). Management of County Legal Services Representing County in civil matters in court Drafting contracts and related legal documents Undertaking legal research Supervising staff in the legal clerks Any other duty assigned by the County Attorney Requirements for appointments Be a Kenyan citizen Have a Bachelors of Law Degree (LLB) from a recognized university in Kenya Be a member of Law society of Kenya and in good standing Proficiency in relevant computer applications Must be an advocate of high court 5. RESEARCH OFFICER (2POSTS) JG K Duties and responsibilities of an officer at this level include:- Providing integrated support services in terms of effective planning, policy analysis, research and innovation; Providing advise on formulation, interpretation and application of research policies, procedures, rules and regulations; Building and providing analytical research services Spearheading the development of Departmental work plans and their effective implementation; Analysing policy recommendations from various Departments/ committees for inclusion in annual management reports; and Monitoring and evaluation of all activities of the County Government. Requirements for Appointment For appointment to this grade, an applicant must have:- A Bachelor s degree social science, political sciences, Economics and Statistics or its equivalent from a recognized university; Served for at least three (3) years in a research related areas; Sound knowledge and understanding of policy research and analysis with evidence of published papers on topical issues; and Demonstrated a high degree of administrative skills and managerial competence as reflected in work performance and results. 6. CHIEF SECURITY AND ENFORCEMENT OFFICER JG M ( 1 POST) Duties and responsibilities Coordination of the activities of the Security Service Division Enforcement of county laws Enforcement of other laws and oversee the security of the collection of revenue in the county Spearheading investigations into and report on security incidents/breaches Developing security systems and solutions, strategies and initiatives covering personnel and assets 3

Co-ordinate the provision of County Government Buildings Carrying out risk assessment programmes and security audits to assess the county government security systems robustness Ensure all county Government offices have been fitted fine equipment and carrying out drills Identifying all areas where enforcement services are required Promoting National Values and Principles of Governance as outlined in article 10 and 232 of the Constitution of Kenya 2010 and Perform any other duties that may be assigned from time to time. Requirements for appointments; Be a Kenyan citizen Bachelor s degree in criminology or military science or equivalent from a recognised institution Must have served in disciplined forces (Police, Defence forces) for a period of not less than five (5) years with an exemplary record of service. Demonstrate ability to work as a team and with related internal groups/departments Demonstrate a strong written and verbal communication skills in English and Kiswahili Possession of exceptional research and analytical skills Experience in managing corporate security will be an added advantage Must demonstrate independent application of investigative skills including criminal Demonstrate experience in conducting criminal investigations, interviewing and decision making Possess good understanding of computer systems and information related to security Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010. 7. SECURITY AND ENFORCEMENT OFFICER I JG K (4 POSTS) Duties and responsibilities To enforce various by-laws and other relevant acts as directed by his/hers supervisors. Safeguarding properties in a given area. Detecting and apprehension of criminals within area of operation. Controlling of the movement of vehicles in the county Supervise staff under him/her Responsible for planning, organizing, coordinating security activities within the organization To perform other relevant duties of an Enforcement Officer as may be entailed by senior officers from time to time. Requirements for Appointment For appointment to this position a candidate must have passed Kenya certificate of secondary school (KCSE) with mean grade of D plain or KCPE with 3 years experience. Must have served in the discipline forces (Police, Defence forces) for not less than three (3) years. Physical fitness. Candidate must meet the body fitness test as applicable to the Kenya Police Force plus a fitness medical certificate. Must not have been convicted of criminal offence. 4

Candidate must produce a certificate of good conduct reading no criminal record. Satisfy requirement of chapter six of the Kenyan constitution. 8. ASSISTANT DIRECTOR ADMINISTRATION- LIAISON OFFICE NAIROBI JG P (1 POST). The Officer shall be based in Nairobi at the liaison and coordinating office. He shall be responsible for the coordination of activities and events for the County and will be answerable to the Chief of Staff. Duties will include: Coordinating activities with National and County Governments and other agencies, Providing Protocol Support and Public Relations Services, Identifying investment opportunities with local and overseas investors, Planning, managing, documenting and reporting on County affairs, Co-ordinating activities and assignments relating to maintaining and enhancing the image of the County, Facilitating movement, accommodation and appointments for County officials and guests, Preparing itineraries and agendas for the County officials and guests, Planning and conducting official events, Advising on current and future events that are beneficial to the County, Providing periodic reports, Ensuring compliance with the values and principles as outlined in Articles 10 and 232 of the Constitution of Kenya, Perform any other duties as may be assigned from time to time Requirement for Appointment Be a Kenyan citizen, Be a holder of a Bachelor s degree from a University recognized in Kenya, Master s degree will be an added advantage, Have qualifications and experience in administration or management, Have capacity to work under pressure to meet strict time-lines, Satisfy the requirements of chapter six of the constitution, Having attended Senior Management Course not lasting less than 4 weeks Demonstrate understanding and commitment to the values and principles as outlined in articles 10 and 232 of the Constitution of Kenya, 9. HEAD OF DISASTER MANAGEMENT - JG P (1 POST) Coordination and management of all forms of disaster within the County. Carry out continuous fit-for-use exercise in all the public buildings in the County. Capacity building and development of all members of staff Ensure proper equipping of the unit. Preparation of Unit budget for the sector. Command and control the activities of the whole unit. Preparation and Implementation of County Disaster Management Plans Co-ordinate with other stakeholders 5

Requirements for Appointment Must have a Degree from a recognized university in Social Science or Disaster Management. Additionally, should have a post graduate qualification in Disaster Management. Must have attended a Fire Prevention and Rescue Management Course. Must have trained in Fire and Disaster Management or any other related course. Must have worked in a senior position in disaster management related institution. 10. DISASTER MANAGEMENT OFFICERS (4 POSTS) JG K Play lead role in the strategic planning and management of disasters in participatory collaboration with development partners, international agencies, CSOs and other bodies. Play a key role to ensure availability of the various resources for Disaster Management at all levels from County Government sources and partners. To encourage collaboration and partnerships for the purpose of realizing synergies, providing linkages, promoting trust, goodwill and ownership of the Disaster Management System. Assess and identify disaster sub-regions, evolve strategies for the sub-counties, integrate county strategic plan, harmonize Disaster Management for all disasters and provide for coordination of all Disaster Management-related activities; Promote continuous stakeholder consultations with relevant line departments, to enhance coordination of interventions; Promote and facilitate co-ordination and access to research based information for Disaster Management. Promote mass sensitization and awareness creation on Disaster Management and Climate Change for the general public; Design Disaster Management Policy which stresses the Paradigm Shift to Disaster Risk Reduction (DRR) Approach, including the EWS, preparedness, prevention and mitigation. Any other work related duties assigned Requirements for Appointment Be a Kenyan Citizen Be in possession of Bachelors degree in Disaster Management, social science, public administration, Sustainable Development from a recognized University. Proven communication, computer and report writing skills. Fluency in local languages of the County 11. HEAD OF PAYROLL MANAGEMENT JG P (1 POST) An officer at this level will be responsible to the Chief Officer Public Service Management in matters related to payroll and Compliment Control/ management. Duties and responsibilities: Develop an integrated County Government payroll management systems(ippd) Preparation of month salary for all county employees. Ensuring input of third party deductions into the payroll Assisting in the preparation of the personal emoluments 6

Preparing and maintaining standard and ad hoc reports queries and conducting appropriate audits to ensure integrity Preparing and maintaining accurate human resource records Coordinating with relevant County Government departments whose functions have been devolved to ensure staff are paid on time Prepare and submit regular reports to the County Public Service Board Requirements for Appointment. Bachelor s degree in Finance, Accounting, Business Administration, Social Sciences, Commerce or its equivalent. Diploma in any related field of study preferably HRM will be added advantage Relevant working experience of not less than five (5) years in payroll administration Hands on experience on a payroll package preferably IPPD or any other payroll software s Having attended senior management course. 12. COUNTY POLICING AUTHORITY (6) POSTS The West Pokot County Public Service Board wishes to recruit competent and qualified persons to serve as member in the county policing authority as per the constitution of Kenya 2010 under article 41(1) and (2) of the national police service act 2011 The board therefore, invites applications from the categories listed below The applicants should be persons ordinarily residents in the county. Members appointed shall serve for a term of two years and should be eligible for one further term Business sector Community based organization Persons with special needs Religious organizations Women Youth The function of authority shall be: To develop proposals on priorities, objectives and targets for police performance in the county Monitor trends and patterns of crime in the county including those specific impact on women and children Promote community policy initiatives in the county Monitor progress and achievement of set targets Provide financial oversight of the budget of the count y level Provide a platform through which the public participate on all aspects to do with the county policy and the national police service at the county level. Facilitate public participation of county policing policy Ensure policing accountability to the public receive reports from community policing forums and committees Ensure compliance with the national policing standards 7

Requirements for appointments A person shall not be qualified for appointment as a member, if that person: Has been declared bankrupt Has violated the constitution Is not of good character or moral standing Has been convicted of a felony: or Has not been resident or employed in the county for a continuous period of not less than three years. 13. CHIEF ASSISTANT OFFICE ADMINISTRATOR (EXECUTIVE SECRETARY) JG M.. An officer at this level will be at the Governor s office. at this level entail:- Taking oral dictation Using E-office to process and research data, Operating office equipment and handling telephone calls, Attending to visitors/ clients, Coordinating schedules of meetings and appointments Ensuring security of office records, equipment and documents including classified, Preparing responses to routine correspondence Managing office protocol and etiquette Managing petty cash Monitoring procedures for records keeping correspondence and file movements, Maintaining an up to date filing inquiries and complaints, Establishing and undertaking any other office administrative duties that may be assigned. Requirement for Appointment. For appointment to this grade, a candidate must: Served in the grade of Senior Assistant Administrator for a minimum period of three (3) years. Be in possession of the following qualification from (KNEC). - Typing III (50w.p.m) computerized document processing of III. - Shorthand III (120(w.p.m). - Business English III/Communication II - Office practice II. - Secretarial duties II. - Commerce II. - Office managerial III/ officer administration and management III. Or - Diploma /Higher Diploma in a secretarial studies from (KNEC) or equivalent qualifications from a recognized institution. A certificate in secretarial management course lasting not less than four (4) weeks from Kenya School of Government or any other Government Training Institution. 8

Certificate in supervisory skills course lasting not less than two (2) weeks from a recognized institution. Have a minimum of 5 years in a similar position. 14. OFFICE ADMINISTRATIVE ASSISTANTS (SECRETARIAL ASSISTANT) JG G (35 POSTS). This is the entry and training grade for cadre. Duties and responsibilities at this level entail:- Taking Oral dictation Word and data processing from manuscripts Operating office equipment s Ensuring security of office equipment, documents and records Attending visitors/clients Handling telephone calls and appointments Undertaking any other administrative services duties that may be assigned. Requirements For Appointments. For appointment to the grade a candidate must; Be in possession of KCSE (D+) or its equivalent qualification from a recognized institution. Be in possession of the following qualifications from KNEC. - Type writing II (minimum 40 (w. p.m.) / Computerized document processing II. - Business English I/ Communication I - Office practice I. - Commerce I. OR Craft certificate in secretarial studies from the Kenya Examination Council and Be in possession of a certificate in computer application (Windows, Ms.-Word, Ms. - Excel, Ms-Acces.
