Hwever, funding is limited and applicants are encuraged t enhance the stability f the prgrams within their cmmunity thrugh ther resurces t ensure the cntinuatin f services beynd the grant cycle. A: Yes, cnsultatin and evaluatin may be a cmpnent f a planning grant applicatin. Hwever, the planning grant cannt be limited t a data sharing purpse and allwable csts d nt include purchases t implement the Strategic Plan develped under a planning grant. Please see the required scpe f a planning grant applicatin in Sectin 2.1.5 f the : 2.1.5 Planning Grants Planning Grants must be used t develp and submit a Strategic Plan t initiate systemic change fr the identificatin, interventin, and treatment f the Target Ppulatin. 2.1.5.1 Planning Grants must be used t develp effective cllabratin effrts amng stakehlders in affected criminal, juvenile, and civil justice systems; mental health and substance abuse service prviders; and transprtatin, husing assistance, and interventin prgrams serving the Target Ppulatin. 2.1.5.2 The resulting Strategic Plan must identify pprtunities t intercept the Target Ppulatin frm the criminal justice system at the earliest pint pssible while prmting public safety. 2.1.5.3 The Strategic Plan must identify specific strategies t divert individuals frm judicial cmmitment t cmmunity-based service prgrams. Prgram Intent In accrdance with sectin 394.656, F.S., the intent f the CJMHSA Grant prgram is t prvide funding t cunties which they may use t plan, implement, r expand initiatives that increase public safety, avert increased spending n criminal justice, and imprve the accessibility and effectiveness f treatment services fr adults and juveniles wh have a mental illness, substance abuse disrder, r c-ccurring mental health and substance abuse disrders and wh are in, r at risk f entering, the criminal r juvenile justice systems. Screening and Assessment is different frm Enrllment Each ptential cnsumer that has been identified as being at-risk r invlved in the criminal justice system must, at minimum, receive a screening and assessment in an attempt t identify a substance use disrder (SUD), mental health (MH), r c-ccurring disrder (COD). If a ptential cnsumer meets the criteria they shuld be affrded pprtunities that are aligned with a prvider s service array as needed. A screening and assessment in an attempt t identify the existence f a SUD, MH, r COD is a required cmpnent in rder t be eligible fr payment. Screening and assessment is an allwable event t help identify whether there is a SUD, MH, r COD; hwever, nly thse wh meet criteria can be enrlled fr services within the prgram. Helpful Tips: Clearly define the target ppulatin accrding t statute. Clearly identify hw at-risk f criminal justice invlvement will be clearly identified, r that invlvement in criminal justice is clearly indicated. Applicants are encuraged t utilize risk assessment tls that will measure criminal justice invlvement. Clearly identify the number f unduplicated individuals that will be served annually and fr the life f the prgram. This desn t necessarily restrict a participant frm being served if it meets criteria fr a secnd r additinal time, hwever, depending upn the structure f yur prgramming, applicants are required meet unduplicated cunts thrughut the lifetime f the grant. Utilize the technical assistance center t assist in develping grant applicatins. Identify gd cllabratin between public and private sectrs that will refer t, r prvide, a cmprehensive service. Be sure there is a clear flw chart (r discussin) f the functinality f services frm a cnsumer s inceptin t discharge. Budgets must be accunted fr t the exact penny and ensure calculatins are crrect. Be sure applicatins address the requirements f pst-treatment fllw-ups. Address specific cntent as identified in sectin 394.658, F.S. (i.e. diversin f state mental health treatment facilities, etc.). Identify evidence-based screening, assessments, and practices that will be used t assist in prviding services.
