Armagno Greetings Alliance Members, Recent Events Director's Note / Recent Events 1 Upcoming Events 4 Members and Partners 5 Save-the-Dates 8 Congratulations on a busy and productive Fall semester of Academic Alliance activities. We launched the DA3 Speaker Series teleconference, welcomed the University of Pittsburgh Ridgway Center and U.S. Army Command & General Staff College as new members, planned the DA3 Conference at the University of Nebraska at Lincoln, and interacted with many faculty & students on their deterrence focused research. As busy as we've been, however, I'd like to hear your ideas on how we can improve. In addition to these important activities, I look forward to next semester when our UK partner holds its deterrence conference at King's College (London) and the Baltic Defense College hosts a conference focused on deterring Russia. I encourage you to join the monthly Speaker Series teleconferences and engage during the lively question and answer portions. I am thankful to all of you for being active in our community of interest in deterrence and assurance research. I look forward to another productive semester of research and collaboration, and I wish you all success in 2018! Major General Clint Crosier Speaks in the UK on Behalf of DA3 (13-15 Nov). Prior U.S. Strategic Command Director of Plans and Policy, Maj Gen Crosier spoke to over 100 students and faculty at King's College London and the University of Portsmouth. The topic was "Strategic Deterrence in the 21st Century," and focused on the need to tailor deterrence instead of relying only on the threat of punishment. He gave an overview of how an adversary decision calculus is developed with examples of the four quadrants of tailored deterrence: Cost of Action, Benefit of Action, Benefit of Restraint, and Cost of Restraint. Nina M. Armagno Maj. Gen. Crosier is currently the Director, Operational Capability Requirements, Headquarters U.S. Air Force, Pentagon. While overseeing the USSTRATCOM Academic Alliance from 2014 to early 2017, the program grew from 5 to nearly 40 members. He remains a strong advocate for the Alliance, realizing it "helps us think about strategy and policy differently, and encourages work in the academic area, by faculty and students, to help define our approaches to Deterrence in the 21st Century." Recent Events (continued) Academic Alliance Speaker Series on Deterrence: The DA3 launched a new monthly lecture series to encourage deterrence and assurance researchers and practitioners, share information on their research among Alliance members, and simultaneously engage a wide audience across academia and DOD. The format for this series is an unclassified, open forum teleconference. If you're interested in presenting your research during an upcoming teleconference, contact Ms. Julie McNally, Mr. Doug Vance, or Mr. Mike McVicar to discuss scheduling options. The DA3 is collaborating with OSD's Strategic Multilayered Assessment (SMA) project to plan and execute each event. Is There Such a Thing as Cyber Deterrence and What is It? (11 Oct). Dr. Steffen Schmidt of Iowa State University was the featured speaker for the inaugural Speaker Series event. Dr. Schmidt gave an overview of cyber-attacks and the challenges of deterring in cyberspace, the lack of certainty in attribution, and the difficulty of responding to attacks in a timely manner. Dr. Steffen Schmidt Nuclear Weapons and Coercive Diplomacy" (7 Nov). The second event featured Dr. Matthew Fuhrmann of Texas A&M University. Dr. Fuhrmann gave an overview of his and Dr. Todd Sechser s (University of Virginia) research into how the use of coercive nuclear threats is not a credible or effective means of diplomacy. Over 60 participants dialed in for the presentation and Q&A period. Dr. Matthew Fuhrmann Dr. Erik Gartzke "Myths (and Truths?) About Cyberwar (5 Dec). DA3 hosted its third SMA/USSTRATCOM Academic Alliance Speaker Session featuring Dr. Erik Gartzke of University of California at San Diego. Over 100 audience members joined the teleconference for the presentation and Q&A. Erik started the session by noting public attention and concerns about cyber security have been increasing over the years. He also explained there are many myths about cyber war in circulation and emphasized the importance of debunking the questions "Does cyber function across domains?", and "Is attribution a problem?" Dr. Gartzke's research proposed cyber complements other domains, but cannot substitute for them. Another insight from his research was the notion that to engage in coercion via cyber requires revealing the capability and intent, which compromises the effectiveness of the exploit being used. Overall, he concluded we must think about cyber as an offense dominant domain, but we must think cross-domain and strategically about cyber with regard to contributing to deterrence. 2

Recent Events (continued) UNL Intelligence Community Law Scholars Visit USSTRATCOM (17 Nov). Law students and faculty from the University of Nebraska at Lincoln School of Law came to USSTRATCOM to engage legal and deterrence experts on operational law, planning, and command operations. The opportunity to interact with a wide variety of subject matter experts was invaluable to the students in informing their research projects for the upcoming 2018 DAAA Conference and Workshops. Georgia Tech Problems in Proliferation Course (20 Nov). Mr. Steve Schula of U.S. Strategic Command visited Georgia Tech University to present his views on proliferation. He met with Professors Rachel Whitlark and Adam Stulberg and held a luncheon Q&A discussion with faculty and students. USSTRATCOM Commander General Hyten s comments on 18 Nov 17 at the Halifax International Security Forum were a major topic of discussion at the Q&A session, with particular focus on the General s statement regarding advising the President when an order for a nuclear launch was illegal and providing him with alternative options. The discussion was lively and questions centered on the law of armed conflict, proportionality, and assurance of allies. General Bowen Visits UNO (7 Dec). University of Nebraska Omaha Academic Alliance member Dr. Michelle Black, Assistant Professor of Political Science and Security Studies, hosted Strategic Trends in U.S. Intelligence and National Security, attended by 80 students and faculty. The hour-long event featured Brigadier General Gregory S. Bowen, U.S. Army, Deputy Director of Global Operations at United States Strategic Command. Held as an informal Q&A session, BG Bowen spoke to the political-military nexus of warfare as he fielded questions on the process of U.S. nuclear employment decisionmaking, the morality of nuclear war, and the dynamics of deterrence and declaratory policy, among others. Throughout the event BG Bowen outlined ongoing challenges associated with increased kinetic, cyber, and space-based threats, urging attendees to be informed and to think deeply and critically about them as he provided insight into how U.S. decision makers think about and seek national security solutions. Brig. Gen. Bowen and Prof. Beth Chalecki with political science undergraduate honors students. Welcoming New DA3 Members U.S. Army Command and General Staff College (CGSC). The DA3 welcomed the Advanced Strategic Leadership Studies Program (ASLSP), which falls under the School of Advanced Military Studies (SAMS), as a new member into the DA3 community. Dr. Barry M. Stentiford, PhD is the point of contact for CGSC and ASLSP. University of Pittsburgh's Matthew B. Ridgway Center for International Security Studies. The DA3 is pleased to announce that the University of Pittsburgh's Matthew B. Ridgway Center for International Security Studies is the newest member of the Academic Alliance. We welcome the Director, Professor Phil Williams, and PhD student USAF Lt Col Raymond Ruscoe to the Alliance and look forward to a long and productive relationship with the Center's faculty and staff. 3

Upcoming Events 2018 United Kingdom Deterrence and Assurance Academic Alliance Inaugural Conference (16 Feb). Our partner, UK Defence Science and Technology Laboratory (dstl), is hosting this conference with the theme "Overcoming the Challenges of Coherent Deterrence." This one day event seeks paper proposals on aspects of deterrence analysis. Proposals are due by 19 Jan 2018, and details can be found at the "Events" tab of the DA3 website: http://www.stratcom.mil/academic- Alliance. Annual Conference on Russia (7-8 Mar). Lt Col (USAF) Samuel Miller from USSTRATCOM Global Operations will speak as a panelist at the Annual Conference on Russia in Tartu, Estonia hosted by DA3 member Baltic Defence College. The conference is titled "Russia after 2018: Challenges and Responses." Over 200 participants from Europe and North America will focus their panels and discussions on security challenges linked with Russia and potential responses among allies. 2018 DA3 Conference and Workshops (15-16 Mar). The University of Nebraska at Lincoln will host the 3rd Annual DA3 Conference and Workshops at the Nebraska College of Law in March. The theme is "Thinking Outside the Silo: Creative Problem Solving in Deterrence and Assurance." The event is co-sponsored by the UNL Political Science Department and the College of Law's Space, Cyber, and Telecommunications Law Program. Organizers are the Law Program's executive director, Ms. Elsbeth Magilton, and Political Science professor, Dr. Tyler White. Details are at the "Events" tab of the DA3 website: http://www.stratcom.mil/academic-alliance. Research Day at USSTRATCOM (17 May). This is the annual event for student paper presentations at USSTRATCOM. It is open to individual students and student teams from across the Academic Alliance. The Research Day offers researchers to present their findings and engage in discussions with military and civilian subject matter experts representing various disciplines (e.g. operations, plans & policy, intelligence, logistics, and military capabilities and resources.
