This data is also reported to the U.S. Department of Justice through the Uniform Crime Report (UCR) system. The five major areas are: Burglary of a Habitation Burglary of a Building Burglary of a Vehicle Theft Robbery DISCUSSION: The Shavano Park Police Department responded to 2,721 calls for service in 2016, an 11.15% increase from 2015. A review of the 2016 crimes shows the following crime numbers for these five areas; Burglary of a Habitation 8 Burglary of a Building 9 Burglary of a Vehicle 50 Theft 17 Robbery 0 The largest increase in 2016 crimes was Burglary of a Vehicle. A review of the 50 Burglary of Vehicles showed that 20 offenses occurred in the Paesanos Pkwy area and 3 occurred in other business parking areas around the city. There were several nights where multiple vehicles were burglarized in the residential neighborhoods most unlocked. Shavano Park Police Department (SPPD) successfully worked with business owners in an effort to curb offenses and identify

suspects. In reviewing offenses in the other areas of the city, most vehicle burglaries were committed against unlocked vehicles. January had 12 offenses, June had 5, July had 7, August had 7, and November had 8 The following listings are summarized reports of known interruption and apprehensions while crimes were in progress or just before. There are a number of other incidents where SPPD is believed to have disrupted crimes by presence and active patrols, but not listed. January 30 th - Officers interrupt the completion of 8 vehicle burglaries and a garage burglary by patrol. Patrol apprehended 2 suspects. May 21 st Officers arrested driver in residential area with stolen car, multiple layers of black clothes, and burglary tools at 3 am. June 22 - Patrol again interrupted 4 vehicle burglaries, property was recovered but the suspects fled. July - October 2 nd - suspects were identified for their involvement in the Paesanos cases and 3 criminal cases filed with the Bexar County District Attorney. These individuals were also believed to have committed at least 5 more offenses (likely more), but cases were not successful in filing. Paesanos Pkwy remains an area that we have an increased visible presence to deter crimes. November 9 th There were 5 vehicle burglaries committed during the night. Patrol made 3 arrests and 15 cases filed with the Bexar County District Attorney. December 23th - SPPD night patrol again caught 3 people in the neighborhood driving a stolen car, in possession of stolen mail from San Antonio, who reported that they were in the area with intent to steal. Shavano Park Officers ended the year with 25 of the 50 vehicle burglary cases cleared (50%), 1 Burglary of a Garage cleared (12.5%), and 1 robbery from 2015 cleared (50%). Seventeen theft cases occurred; eight were from residences and 9 were from business locations. The 7-11 / Exxon located on Loop 1604 accounted for four of these.

Crime Prevention / Community Awareness: At the beginning of 2016, the Shavano Park PD had one Crime Prevention trained officer. We have increased this by 300%, now having four officers, with plans for more staff receiving crime prevention training during 2017. While on patrol, officers made 3,817 citizen/community policing contacts and 551 vacation house checks. This 3,817 citizen contacts represent a 38.75% increase over 2015. Officers continue to allocate time in each residential neighborhood for greater visibility and enforcement. My guidance to officers is to continue our increased presence in the residential neighborhoods, especially during night hours. Criminal investigations during 2016, both by patrol officers and the Criminal Investigator, resulted in 80 cases being filed with the Bexar County District Attorney (filed means that we have a suspect with a known crime and most all cases will be dealt with through the court system). Use of the i-info web based system to distribute information; along with other web based options are allowing the police department to alert citizens and keep them informed of criminal activity. The Shavano Park PD is committed to the idea of community based policing and strive to build more neighborhood based contacts and citizen information portals, enhancing our policecommunity partnership. Patrol units continue to direct extra patrols in business areas during the day and residential neighborhoods during night time. Most vehicle burglaries are due to unlocked doors, items left visible, or location of the crime being remote in the business area. Our staff continues to work with both citizens and businesses to promote crime education, reporting of suspicious vehicles / persons, and greater visibility of marked police units in these areas. Future Assessment: As Police Chief, I have begun to formally assess and evaluate the needs of our community. While our Police Department is doing an outstanding job, it is clear that there are a few crime trends that need to be addressed. You can expect my report to the City Manager to be completed by April 1, 2017 with recommendations. The assessment will address Police manning, equipping initiates, and other.

COURSES OF ACTION: The Shavano Park Police Department will strive for greater citizen awareness, education, and understanding of the methods that criminals use in committing crimes by utilizing both our patrol staff and our crime prevention trained officers to facilitate. The examination and utilization of advanced equipment and methods of identifying criminals and collecting evidence will also be explored, to assist in the successful prosecution for crimes committed in Shavano Park.
