Background of the center RCQE is an initiative from the Ministry of Education to participate in international and regional educational reform activities The first category II center under the auspices of UNESCO in Saudi Arabia The first center in the world under the auspices of UNESCO that specializes with issues and trends of quality and excellence in education A complementary link in the chain of quality assurance and excellence organizations in Saudi Arabia.

Significance of Category II centers under the auspices of UNESCO? Specialized centers concerned with research, consultation and training, technically connected with one of the following sectors of the UNESCO: Science Culture Education Established under agreement with suggested states and countries authorized by the General Conference of the UNESCO. Agreement is done based on a study deciding the readiness extent of the host country and the expertise of work force regarding the activity of the center and their ability to sponsor the center. It is considered financially and administratively autonomous from UNESCO, yet in the host country, the center works on administrating and promoting UNESCO s programs concerning areas of their specialization.. Category II centers are regional considering their scope of work. The host country caters to operate the category II center. Managed by The board of directors that is headed by members from the host country and the members from a number of countries within the scope of the center, and local and international experts.

Center Constitutional Documents The Former King s Address No. 37910 dated 14/7/2014: Emphasis is given to the legal status of the center to receive Unconditional ا donations and fees for offering services Approval on constitution of the center featuring as regional and having legal independent disposition

Center Constitutional Documents Agreement of the constitution of the center between the kingdom of Saudi Arabia and the UNESCO stated the following articles: The duration of the agreement is renewable six years starting from October 25 th 2014 0 1 A category II center concerned with quality and excellence in education It is financially and administratively independent corporate body A legal status that allows the center to provide its services regionally, and accept support and donations and to be able to manage these resources Saudi Arabia has commitment to provide an equipped center for headquarters and a budget to operate it The board of directors is chaired by the Minister of Education and members from regional states and national and international expertise are represented in it

Center Constitutional Documents UNESCO has a commitment to supporting projects of the specialized field of the center regionally and internationally The center has the right to use UNESCO s name and logo and to mention the title Under the Auspices of the UNESCO after its name

The reason behind hosting RCQE The center is to be a reliable scientific body to direct educational program grants from KSA and other international It is a complementary lin k to the system of institutions concerned with qu ality and Excellence in the area Activating a greater role of KSA participation in the work and activities of the UNESCO Strengthening the role of KSA in the leadership of Educational development regional and international It is a promotion of quality and excellence projects in Education in KSA with international participation The center fulfills Late King Abdullah s vision: That the kingdom of Saudi Arabia becomes an international And institutes to Operations standard-setter countries in the for educational region quality

Objectives of RCQE: The center shall be a service provider, standard-setter, and a research center in the field of education quality and excellence. In addition, RCQE will help to: Spread awareness about quality and excellence in education Promote practices of educational quality implementation Validate and benchmark current practices against the most effective education systems Develop and apply practical ideas and best practices related to quality teaching and learning Look for new ideas and innovations that can act as feedstock for future strategic development in educational processes Create a hub of quality & excellence in education expertise in the Arab states, and to address human resource needs develop research programs of a global quality through international partnerships to develop world class 0-12 education and training programs

Scope of work The concept of quality in the literature of UNESCO involves the following issues: Developing programs to identify learners properties and the effects of those properties on learning Setting standards to assess learning environments in educational institutions and techniques to support development in those environments to support learning processes Assessment of government and non-government programs related to learning processes quality Developing standards and mechanism to assess quality of learning in international and regional educational institutions Working on developing quality of teacher- and educator-preparation programs to guarantee sustainable development in learning outcomes

Governing Board The establishment agreement of the center states a number of articles concerning the formation of a governing board to manage the tasks of the center. Article 8 of the agreement states the following: 1. The Centre shall be guided and supervised by a Governing Board having one third of its members renewed every two years and composed of: The Director of the Centre who s hall be an Ex Officio member, without th e right to vote Two s from international age ncies, Institutions and private sector Up to five members fr om national agencies, institutions and/or pri vate sector Up to seven Representatives from different Arab States A representative of the Director- General of UNESCO The Minister of Education of the Kingdom of Saudi Arabia as the Chairperson

Proposed Operational Policies Activity of the center depends on the following: A small number of highly-qualified team of secretariat A resident expert in every main administration Permanent part-time consultants (Consultation board members) or temporary according to activities and projects in the center A work environment that provides equal opportunities for both sexes and stimulates innovation and competitiveness An attractive and stimulated functional cadre with emphasis on recruiting graduates of King Abdullah s Scholarship Program (%100 of employees currently are graduates of KASP)

Processes of Preparations and Work activity In relation to preparing the headquarters, finalizing legal procedures, projects and arranging the launching event and the first meeting: Preparations are complete for the allocated floor for RCQE at the (Special Education headquarters) in the Diplomatic Quarter where the Secretariat of the Center is located The General Director of the Center paid a courtesy visit to the office of his Highness Prince of Riyadh and provided an introductory presentation on center The first official draft of the rules and regulations of the Center have been developed and finalized The first installment of staff (8 members) started work activities at the center in the beginning of January this year (2015) The first version of the website of the Center is online and active The Director General has been communicating with a number of local and regional experts to serve as part-time advisors

Processes of Preparations and Work activity The development of strategic plan for the center is currently being finalized in partnership with the BCG consulting group The center is currently developing a project of analysis the results of achievement tests managed by the Ministry of Education over the past two years Ongoing coordination is currently taking place between the Center and the Public Education Evaluation Commission (PEEC) on a joint project to identify and raise awareness of the importance of quality standards and evaluation tools The General Director paid a courtesy visit to the Minister of Education of the United Arab Emirates, and delivered an invitation to attend the ceremony. His Excellency stressed his keenness to personally attend and participate in the hearings The program of courtesy visit is currently taking place this month to introduce RCQE and deliver invitations to Their Excellency the Ministers of Education in Egypt, Jordan, and Morocco An initial proposal is currently under deliberations with The minister of Education for the date of the first meeting of the Board of Directors to be held on Sunday, April 19, 2015 in Riyadh
