Assisted Housing Request for Qualifications For Grant Writing Services Solicitation No. FY2016-RFQ-09 February 28, 2017 The Housing Authority of the City of Tampa (Authority) is seeking Qualification Statements from qualified Grant Writers capable of providing a full range of technical and professional services related to writing complex and comprehensive grant applications for upcoming funding opportunities for programs such as: Family Self-Sufficiency (FSS), Emergency Solutions Grant (ESG), and the Housing Opportunities for Persons with AIDS (HOPWA). This will be an indefinite service/indefinite quantity (IDIQ) task order based contract in which multiple tasks orders may be executed over the term of the agreement. Each task will contain a specific scope of services and fee for the assignment being authorized. The term of the agreement will be for 3 years with two additional optional one extensions at the sole discretion of the THA. At this time Qualification Statements and a proposed fee structure is being requested from grant writers who can provide full service grant writing services related to the research, preparation, organization, writing, formatting, submission, and facilitation of professionally written, detailed and comprehensive funding applications in strict accordance with instructions and notices of funding availability to be issued by federal agencies such as US. Department of Housing and Urban Development (HUD), US. Department of Commerce, (Commerce), US. Department of Transportation (DOT), and other federal and State agencies as determined by the THA. The Grant Writer may also be authorized to represent the THA in matters related to educating interested parties about the content of the grant application, applicant and project proposed for funding. The Grant Writer is expected to work with the Authority to perform services which may include but are not necessarily limited to the following: Grant Writing services: researching funding opportunities; preparing market data and research necessary for the grant opportunity; coordinating with designers and other professionals to secure data and maps needed for the grant application; preparation of comprehensive grant applications in accordance with published requirements; provision, through consultant partner if necessary, of architectural planning and design documents necessary for application submission; organizing, formatting, mailing and delivery of grant documents; posing questions to federal and state granting agencies for clarifications on grant rules and requirements, as necessary; Page 1
Assisted Housing A formal agreement will be negotiated and executed between the THA and the Grant Writer, which shall contain a detailed scope of work and fee schedule. The THA intends to award a single contract to the most experienced and responsive individual or firm whose experience, capacity, and fee structure is most advantageous to the THA. Once proposals have been evaluated and ranked, the THA will use the competitive negotiation process to negotiate a contract with the top qualified firm. Such negotiations must produce a fee and scope that is fair and reasonable and in the best interest of the Authority. The form of agreement will be the Authority s Consulting Services Agreement and will contain a scope of services and fee schedule. The Authority reserves the right to negotiate a fee and contract with the second highest ranked (and so on) firm if negotiation success is not reached with the first ranked firm. Also proposals which do not conform to the requirements, including organization of the proposal, will receive reduced scores in accordance with the evaluation criteria. Assisted Housing EVALUATION COMPONENTS: No. Criteria Weight 1 Evidence of firm s ability to perform the work, as evidenced by profiles of the 25% principles and staff s professional and technical competence, experience and facilities. 2 Capability to provide professional service in a timely manner. 15% 3 Past performance in terms of quality of work, knowledge of Federal, State and local 20% housing programs and regulations specific to FSS, ESG and HOPWA programs. 4 Competitiveness and reasonableness of Grant Writer s fee schedule. Fee schedule 15% shall depict the billable hourly rate for all personnel likely to be called upon for services under the contract and must remain fixed for the term of the contract. 5 Proposed plan to comply with and incorporate MBE and Section 3 participation in the 15% Contract. 6 Completeness and general responsiveness to this Request for Qualifications. 10% SUBMISSIONS SHALL INCLUDE THE FOLLOWING REQUIRED COMPONENTS: 1. A Letter of Interest. 2. Evidence of the firm s efforts to encourage and utilize minorities, minority business enterprise firms, and section 3 businesses in its operations. Include specific areas or disciplines where minority sub-consultants or vendors are proposed to be utilized. 3. Documentation in sufficient detail to substantiate each of the above listed evaluation criteria. 4. Not less than five recent references from clients that the Grant Writer has performed services of a similar nature. Include project name, Grant Writer s fee, contact person name, address and telephone number along with a description of the work performed and the date completed. 5. Completed form HUD-5369-C Certifications and Representations of Offerors. 6. Completed Non-collusive Affidavit. In accordance with Department of Housing and Urban Development regulations, there shall be a goal of not less than 20% for the purpose of awarding contracts to minority business enterprises (MBE s) or prime consultants with MBE participation of at least 20% of the total contract effort. MBE is defined as a business that is owned or controlled by one or more socially or economically disadvantaged persons. Such persons include African-Americans, Puerto Ricans, Spanish-Speaking Americans, Native Americans, Eskimos, Aleuts, Hasidic Jewish persons, Asian Pacific Americans, and Asian Indians. Furthermore, in accordance with Section 3 of the U.S. Housing and Urban Development Act of 1968, as amended, the Housing Authority of the City of Tampa requires all contractors and consultants to adopt a goal of ensuring that 30% of all new hires are section 3 residents and that 10% of all subcontracts are considered for section 3 business concerns. Firms submitting proposals shall demonstrate in their proposals compliance with these contracting goals in sufficient detail and commitment. Page 3
