CROATIA CONTROL LTD. AMENDMENT No. 1 TO REQUEST FOR TENDERS IN THE PROCEDURE FOR AWARDING PUBLIC SERVICES CONTRACTS AS SET OUT IN ANNEX II. B OF THE PUBLIC PROCUREMENT ACT TRAINING OF AIR TRAFFIC CONTROLLERS Rating Training ACS and ADV/ADI (TWR/RAD/AIR/GMC/GMS) and the Assessment Center for Candidates Procurement Ref. No.: E - VV 05/16

Pursuant to Article 31, paragraph 5 of the Public Procurement Act (Official Gazette No. 90/2011, 83/2013, 143/2013 and 13/2014 - Decision of the Constitutional Court of the Republic of Croatia), the Contracting Authority amends Request for Tenders for The Procurement of Training of Air Traffic Controllers Rating Training ACS and ADV/ADI (TWR/RAD/AIR/GMC/GMS) and the Assessment Center for Candidates, published on the Contracting Authority's website on March 8, 2016. 1) In the Request for Tenders, Item 5.4. - 5.4. Evidence of Technical and Professional Capacity, Sub-item 5.4.2.3. is amended, so that the requirement for the participation of at least 2 (two) instructors of the Tenderer carrying out Rating Training ADV/ADI is changed and the participation of 1 (one) OJT instructor is requested. The new wording of Sub-item 5.4.2.3. is as follows: 5.4.2.3. OJT instructor of the Tenderer (1) carrying out the Rating Training ADV/ADI must have at least 3 (three) years of experience in carrying out the OJT training. The Tenderer must attach the copy of license with OJT instructor endorsement entered on license for the instructor who will participate in training. Pursuant to the aforementioned, the Requirement No. 25 (R-25) in Attachment 3 - Compliance Matrix is amended and its new wording is as follows: R-25. OJT instructor of the Tenderer (1) carrying out the Rating Training ADV/ADI must have at least 3 (three) years of experience in carrying out the OJT training. The Tenderer must attach the copy of license with OJT instructor endorsement entered on license for the instructor who will participate in training. 2) In the Tender Form under the title Assessment of Candidates the stated date of the beginning of assessment is deleted and this field is left empty so that Tenderer might enter the date of the beginning, having in mind the provisions of the Item 2.1 of this Request for Tenders. (The Tenderer shall start with the assessment of the candidates immediately upon the signature of the contract. The planned date of the commencement is April 8, 2016, while when planning the total duration time of the assessment the Tenderer must keep in mind the date of the beginning of the Rating Training ACS, i.e. not later than April 25, 2016). 3) All other provisions of Request for Tenders remain unchanged. The new Appendix 1 Tender Form and Appendix 3 - Compliance Matrix are enclosed as attachment to the present Amendment.

Tender validity: We agree to abide by this Tender for a period of 90 (ninety) days from the Tender opening date. No. Compliance Matrix Description of requirements General requirements The Tenderer shall submit the Training Organization's Certificate issued by the R-01. competent authority of the EU Member State of domicile, pursuant to the provisions of Commission Regulation (EU) No. 2015/340. To prove the developed and established policy of positive approach to Training - R-02. Positive training philosophy Rating training courses (ACS i ADV/ADI) are competency based trainings. R-03. As the evidence of the aforementioned, the competence scheme of the Tenderer shall be submitted. The Tenderer must have in place an established process of continuous assessment in Rating Trainings. R-04. As a proof of that, the excerpt from the Training Plan of the Tenderer shall be attached. Assessment of Candidates Tenderer shall attach the evidence (description of procedures, plan of activities and R-05. competences and criteria scheme) of relevance of the activities carried out by assessment center. A list of the assessment services contract + certificate pursuant to Item 5.4.1. of this R-06. Request for Tenders The assessment of the Candidates shall take place in the registered office of the Contracting Authority (Velika Gorica, R. Fizira 2). For the purpose of performing the exercise in the course of the assessment of the R-07. candidates, the Tenderer shall use its own equipment. The duration of simulation exercises as a part of the assessment shall be at least 5 (five) working days per candidate, and each candidate shall be enabled to have the equal number of exercises. The aim of the assessment is to select 12 candidates for Rating Training ACS and 3 candidates for Rating Training ADV/ADI. Upon the completed assessment, the R-08. Tenderer shall send the list with clearly stated criteria and recommendation for further training of each particular candidate. Two (2) OJT instructors of the Contracting Authority and at least 2 instructors R-09. (assessors) of the Tenderer shall take part in preparation and carrying out of the assessment of the candidates. Rating Training ACS R-10. R-11. R-12. R-13. Training Plan and Program for Rating Training ACS developed in accordance with EUROCONTROL document "Specification for the ATCO Common Core Content Initial Training, Edition 2 (2015)" and compliant with the Rules for Air Traffic Controllers' Licenses, Ratings and Endorsements (Official Gazette No. 75/2013, 142/2013, 109/2014) and Commission Regulation (EU) 2015/340 of 20 February 2015 laying down technical requirements and administrative procedures relating to air traffic controllers' licenses and certificates pursuant to Regulation (EC) No 216/2008 of the European Parliament and of the Council, amending Commission Implementing Regulation (EU) No 923/2012 and repealing Commission Regulation (EU) No 805/2011 (hereinafter: Regulation (EU) 2015/340). Training Plan and Program for Rating Training ACS shall be approved by the regulatory authority of the country of domicile of the training organization. The Tenderer must submit the approval as a separate document (certificate decision etc.) or as an integral part of the Certificate of the Training Organization (in which case the Certificate shall include a specification of approved courses). The duration of "Rating Training ACS shall be not shorter than 90 and not longer than 100 working days. The Course Manager of Rating Training ACS must have at least 5 (five) years of Appendix 3 Complied with YES NO

R-19. experience in managing ACS Initial Training, knowledge and operational experience on automatized ATM system that does not require the use of physical flight strips (Stripless environment). The certificate of the service provider in which the instructor gained the required experience shall be attached. OJT instructors of the Tenderer (at least 2) carrying out the Rating Training ACS must possess: - at least 3 (three) years of experience in operational activities of the air traffic controller with rating and ACS endorsement. The Tenderer shall attach the copies of the licenses with OJT instructor endorsement entered on license for all OJT instructors who will participate in training. - knowledge of and operational experience on automatized ATM system that does not require the use of physical flight strips - Stripless environment. The certificate of the service provider in which the instructor gained the required experience shall be attached. Rating Training ACS shall take place at the registered address of the Tenderer, and 1 (one) OJT instructor of the Contracting Authority shall participate in each phase of the practical part of the training. During the training, the candidates shall visit the Air Traffic Control Unit area air traffic control which has COOPANS ATM system (Ref. EU 2015/340 ATCO.D.010 (e)). The visit to the ATC unit that has COOPANS system may be performed at the location of the Contracting Authority. In such case the Tenderer must, before submission of the Tender, send the request to the Contracting Authority to make a visit to its location, and the request shall contain the planned date of the visit. The planned visit shall be specified in the Training Plan and Program which shall be an integral part of the Tender. In the course of the training the candidates shall be introduced to the principles of Safety II, Resilience Engineering/Change Management; OJTI role shall be presented to them as well as the importance of the relationship OJTI - trainee and COOPANS, SES & SESAR projects as well as FAB concept (Ref. EU 2015/340 ATCO.D.010 (e)). The candidates who shall successfully complete the training shall be issued an adequate evidence by the Tenderer (diploma, certificate, verification etc.) on accomplished training, on the basis of which the license shall be issued in the Republic of Croatia. The training shall be performed on automatized simulator that does not require the use of physical flight strips (Stripless environment), and HMI must enable entering the data into the label and the list. Simulator system design is based on the concept of accepting the controller actions and tracking the implications (passive assistance). Simulator must enable the use of at least following tols/atm functionalities:: System computed flight paths Short Term Conflict Alert (STCA) Medium Term Conflict Detection (MTCD) - Presentation of flight path prediction/trajectory (e.g. Flight Leg) - Conflict and Risk Detection (CARD) - Presentation of conflict in vertical plane (e.g. Vertical Aid Window VAW) - Presentation of conflict/ flight path prediction in horizontal plane (e.g. Flight leg with conflicts/risks) Monitoring Tools: - Route - Cleared Level - Segregated Airspace Customized Label Extended Label

R-20. R-21. Input of dana possible through Label and displayed List(s): - established contact, - level (cleared, requested, inbound /entry and exit/outbound) - route, direct route Measurement of range/distance, bearing and time Tenderer shall state in its Tender the name of the system, the brand of the manufacturer and, as the evidence of complying with the aforementioned requirements, the excerpt from the factory specification of the required operational functions and HMI layout. The training shall take place on a radar simulator which enables the coordination by direct input into label system coordination (SYSCO). The simulated airspace shall contain at least three different TMA altitudes, in line with the Croatian TMAs altitude boundaries. Rating Training ADV/ADI R-22. R-23. R-24. R-25. R-26. R-27. R-28. R-29. R-30. R-31. The Course Manager of Rating Training ADV/ADI must have at least 5 (five) years of experience as a Course Manager. The certificate of the service provider in which the instructor gained the required experience shall be attached. Most of exercises shall be performed on 3D TWR simulator 180 /270. The number and type of exercises shall be specified in Training Plan and Program. In the course of training at least 5 (five) working days shall be spent on 360 TWR simulator. The number and type of exercises shall be specified in Training Plan and Program. In the course of the training the candidates shall visit TWR. The visit to TWR can be performed at the location of the Contracting Authority. In such case the Tenderer must, before submission of the Tender, send the request to the Contracting Authority to make a visit to its location, and the request shall contain the planned date of the visit. The planned visit to TWR shall be specified in Training Plan and Program. Two (2) OJT instructors of the Contracting Authority shall participate in each phase of practical part of Rating Training ADV/ADI. In the course of Rating Training ADV/ADI the candidates shall be introduced to the principles of Safety II, Resilience Engineering/Change Management; OJTI role shall be presented to them as well as the importance of the relationship OJTI - trainee and COOPANS, SES & SESAR projects as well as FAB concept. R-32.
