REQUEST FOR QUALIFICATIONS The, and Morrison-Maierle, Inc., Equal Opportunity Employers, are seeking Statements of Qualifications to provide as a subconsultant to the Gallatin Airport Authorities engineering consultant, Morrison-Maierle, Inc. for the Airport Terminal Building Expansion Project at the Bozeman Yellowstone International Airport. This project is expected to be funded with Department of Transportation (DOT) Federal Aviation Administration (FAA), Airport Improvement Program (AIP) grant funds, Passenger Facility Charge (PFC) funds, and other funds. This solicitation is for Architectural and MEP Services only. The successful submitting proposer would enter into a contract with Morrison-Maierle, Inc. The Bozeman (BZN) Yellowstone International Airport has established an overall DBE goal for the year. Under any contract derived from this solicitation, the Airport is adopting a race-neutral means of facilitating DBE participation. I. PURPOSE The purpose of this (RFQ) is to obtain the services of a qualified professional architectural firm to provide architectural services and MEP engineering to assist Morrison-Maierle, Inc., their sub-consultant Reynolds Smith and Hill, and the Bozeman (BZN) Yellowstone International Airport staff in the design, bid, construction, project management, financial oversite, and project closeout for the Airport Terminal Expansion Project. Any additional professionals necessary to complete the project will be contracted by Morrison-Maierle, Inc. with the assistance of the airport staff and project team. The selected Architect will be a valued team member at the table during the Airport Terminal Expansion Project design/construction. It is the intent of the and BZN to pursue the expansion of the Airport's Terminal Concourse to improve the experience for the Airport user by expanding these areas to enhance the passenger experience and to provide more airline passenger gates, additional baggage handling and aircraft parking positions. Also, to enhance the space in the Concourse area so that it is more comfortable, embraces the local area by offering scenic views of the surrounding landscape, and establishing convenient food, beverage, and concession areas that allow the passenger to dine or shop while allowing the passenger to visually connect to the gate areas for departure. The project maybe completed with several construction phases. It is anticipated that funding for this Airport Terminal Expansion Project will come from a variety of sources including, but not limited to, grant funds from the Department of Transportation (DOT) Federal Aviation Administration (FAA) Airport Improvement Program (AIP), Passenger Facility Charge (PFC) program, and possibly Airport revenue bonds. II. BACKGROUND The oversees the management and operations of the Bozeman (BZN) Yellowstone International Airport. BZN is served by six five passenger airlines. The airlines serving BZN include Alaska Airlines, Allegiant Air, American Airlines, Delta Air Lines, Frontier and United Airlines. These airlines provide direct service to Seattle, Portland, Salt Lake City, Denver, Phoenix, Las Vegas, Dallas, Houston, Minneapolis, Los Angeles, San Francisco, Atlanta, Newark, NY LaGuardia, and Chicago. During 2017, BZN recorded enplaning and deplaning passengers totaling 1,199,537. Additional airport historical information is available on the BZN website. 1

III. PERTINENT INFORMATION A. The has contracted with Morrison-Maierle, Inc., as the lead consultant in the design including structural and civil engineering as well as providing terminal architectural services with their sub-consultant Reynolds, Smith and Hill, and other specialty sub-consultants for the Airport Terminal Expansion Design, as well as the lead consultant providing construction management during construction of the Airport Terminal Expansion. The project will focus mostly on the expansion of the Terminal's concourses and inline baggage system. The successful proposer will ultimately be a sub-consultant to Morrison-Maierle, Inc. and assist in the selection of a general contractor (GCCM) for this project. The selection of the responding architect(s) will be a joint decision between the BZN staff and Morrison-Maierle, Inc. Each original Statement of Qualifications must be submitted with six (6) copies to the office of the Airport Director, Bozeman Yellowstone International Airport, 850 Gallatin Field Road, Belgrade, Montana 59714, no later than 4:00 p.m., MDST, Thursday, March 29, 2018. C. At the discretion of BZN or Morrison-Maierle, Inc., addenda to this RFQ will be issued by regular mail or e-mail to respond to substantive questions about the RFQ. A pre-submittal meeting for all interested parties will be held Wednesday, February 28, 2018, at 3:00 p.m. in the Bridger Room, located on the first floor of the Terminal Building, Bozeman Yellowstone International Airport. The final date for questions to be received by Morrison-Maierle, Inc. is Thursday, March 22, 2018. All addenda issued will be noted on the outside of the firm's Statement of 2

Qualifications. Failure to acknowledge addenda may result in rejection of the submitted Statement of Qualifications. D. A panel of individuals representing BZN and Morrison-Maierle, Inc. (the Review Team) will evaluate the Statements of Qualifications as submitted. The Architectural contract may be awarded solely upon the written Statement of Qualifications. However, the Review Team also reserves the right to request oral interviews with the highest ranked firms (short list). The purpose of the interviews with the highest ranking firms is to allow expansion upon the written responses. If interviews are conducted, a maximum of three firms will be selected. E. Within fourteen (14) calendar days after the date an Architectural Services Agreement is sent to the Successful Firm, the Successful Firm must fully execute and deliver to Morrison-Maierle, Inc., the Architectural Services Agreement. If the Successful Firm fails to execute the Architectural Services Agreement within the fourteen (14) calendar day time period, the Review Team reserves the right to cancel the recommended award and reject the Statement of Qualifications, and at their discretion, proceed with the next most responsive Statement of Qualifications. A draft Consultant Agreement with Morrison-Maierle, Inc. is provided in Attachment A. F. The Review Team reserves the right to reject any or all Statements of Qualifications, to withdraw the RFQ, to reissue the RFQ, to waive informalities in the Statements of Qualifications, and to accept those Statements of Qualifications, which in the Review Team's sole judgment are in the best interests of BZN. All costs incurred by a firm in preparation of its Statement of Qualifications, including the costs associated with any required interview, are the firm's sole responsibility. Only one contract will be awarded for the architectural services for the Airport Terminal Building Expansion Project. G. All Statements of Qualifications and supplementary materials submitted by firms will become the property of the. 3

IV. SCOPE OF SERVICES The Scope of Services required for the Airport Terminal Expansion Project shall be made in accordance with generally accepted standards by architects, including MEP engineers who are licensed or have the ability to become licensed in the State of Montana. The services required will include: A. Preliminary Phase Activities required for defining the scope of the project and establishing preliminary requirements including, but not limited to: 1. Coordinating with members of the Project Team (Engineer and subconsultants, Construction Manager at Risk, and BZN staff) on project scope requirements, finances, schedules, operational safety and phasing considerations, site access, and other pertinent matters. 2. As applicable, assisting the Engineer in coordinating project with FAA personnel and other interested local stakeholders to identify potential impacts to their operations. 3. Assist the Project Team with Planning, procuring and/or preparing necessary field surveys, geotechnical architectural investigations, field investigations, and architectural and engineering studies required for design considerations. 4. Assist the Project Team in developing design schematics, sketches, environmental and aesthetic considerations, project recommendations, and preliminary layouts and cost estimates. 5. Assist in preparing project design criteria and other necessary documents commonly used for alternative project delivery methods such as construction manager at risk. B. Federal Grant Services Assist BZN and Morrison-Maierle, Inc. with all activities 4

required to prepare and secure Federal grants, including pre-applications, applications, grant offers, and all project closeout documentation required for FAA AIP funds. C. Design Phase Activities required to undertake and accomplish a full and complete project design including, but not limited to: 1. Conducting and attending meetings and design conferences to obtain information and to coordinate or resolve design matters. 2. Preparing necessary architectural reports and recommendations. 3. Preparing detailed plans, specifications, cost estimates, and design & construction schedules. 4. Assisting the Project Team with preparing a construction safety, security, and phasing plan, to ensure the continued safe operation of the passenger processing and services required of a fully functioning airport, including passenger screening, passenger aircraft boarding and unloading, safe passenger passageways from screening area to passenger hold rooms/gates and from hold rooms/gates to baggage claim. 5. A thorough review of past Terminal construction and an in depth site survey of existing structural design, mechanical and electrical systems, existing water, sewer, and storm water piping, and security and other systems in place that will be impacted during the project. 6. Coordination with the Project Team to provide pre-construction environmental surveys/testing for lead, asbestos, and other environmentally hazardous materials as required by Local, State and Federal laws, regulations, or ordinances. 7. Printing and providing necessary copies of architectural drawings and 5

contract specifications. D. Bidding and Negotiation Phase Assists Project Team with advertising and securing bids, attending pre-bid conferences, analyze bid results, negotiating for services, furnish recommendations for award, and preparation of contract documents. E. Construction Phase Includes all basic services rendered after the award of a construction contract including, but not limited to: 1. Providing consultation and advice during all phases of construction. 2. Representing BZN at preconstruction conferences and weekly construction meetings as needed. 3. Inspecting architectural related work in progress, at least weekly or more often if needed, and providing appropriate reports to BZN and the Project Team. 4. Assist in reviewing and approving shop and erection drawings submitted by contractors for compliance with design concept/drawings. 5. Assist in reviewing, analyzing, and accepting laboratory and mill test reports of materials and equipment. 6. Assisting in the negotiation of change orders and supplemental agreements. 7. Observing or reviewing performance tests required by specifications. 8. Assist Project Team with the preparation of payment requests and documentation required for amounts reimbursable from grant projects. 9. Assist the Project Team with ensuring all Federal requirements associated with the use of AIP or PFC funds are adhered to by all parties involved in the 6

project. 10. Making final inspections and submitting punch-lists and a detailed report of the completed project to BZN and Morrison-Maierle, Inc. 11. Reviewing operations and maintenance manuals. F. Project Closeout Phase Includes basic services rendered after the completion of a construction contract including, but not limited to: 1. Making final inspections and submitting punch-lists and a detailed report of the architectural and MEP work completed to BZN and Morrison-Maierle, Inc. 2. Assist in providing record drawings in both hard copy and electronic formats. 3. Assist in preparing summary of material testing report. 4. Assist in preparing summary of project change orders. 5. Assist in preparing final project reports including financial summary. 6. Assist in obtaining releases from all contractors and subcontractors. 7. Assist in preparing grant amendment request and associated justification, if applicable. V. DISADVANTAGED BUSINESS ENTERPRISE AND NONDISCRIMINATION BZN has established an annual Disadvantaged Business Enterprise (DBE) goal of 0.44% for all AIP work resulting from this project. The DBE program is in accordance with regulations of the DOT, 49 CFR Part 26. It is the policy of BZN to ensure that DBEs, as defined in Part 26, have an equal opportunity to receive and participate in contract opportunities. It is also our policy: A. To ensure non-discrimination in the award and administration of opportunities for 7

professional contracts. B. To create a level playing field on which DBEs can compete fairly for opportunities for professional contracts. C. To ensure that only firms that fully meet Part 26's eligibility standards are permitted to participate as DBEs at BZN. D. To help remove barriers to the participation of DBEs in opportunities for professional contracts at BZN. E. To provide appropriate flexibility to BZN in establishing and providing opportunities for DBEs. BZN will never exclude any person from participation in, deny any person the benefits of, or otherwise discriminate against anyone in connection with the award and performance of any contract on the basis of race, color, sex, or national origin. The Successful Firm shall not discriminate on the basis of race, color, national origin, or sex in the performance of any contract entered into as a result of this RFQ. The Successful Firm shall carry out applicable requirements of 49 CFR Part 26 and Title VI of the Civil Rights Act of 1964, 49 CFR Part 21 and 28 CFR 50.3, in the award and administration of any contract entered into as a result of this RFQ. If the Successful Firm is a certified DBE, please provide evidence of certification with your submission. For information about DBE certification, please contact the Montana Department of Transportation or review the information at: www.mdt.mt.gov/business/contracting /civil/dbe.shtml. BZN encourages all firms to subcontract portions of the work to DBE firms and to include DBE firms on their teams, even when they might otherwise perform the work with their own forces. VI. STATEMENT OF QUALIFICATIONS CONTENT A. Keep the specific Statement of Qualifications to a maximum of twelve (12) single 8

sided pages typed in a minimum of 10 pt. scale. A company brochure can be included as a supplement to the Statement of Qualifications. B. Discuss the firm's capability to perform all aspects of the scope of work, including planning, design, and architectural and MEP engineering capabilities. Special emphasis should be placed on the firm's experience with, and approach to, the design and construction of similar building expansion projects. C. Identify the project manager and project architect, as well as other key personnel the firm would use for the Airport Terminal Expansion Project. List qualifications of staff to be assigned to the Bozeman Airport including their office location and their years of experience on projects of similar size, and their familiarity with complex building projects. D. Other items that should be included in the Statement of Qualifications: 1. Past experience on large building projects including design and construction experience. Familiarity with applicable Federal Aviation Regulations, including, but not limited to, Part 1542 Airport Security, Part 139 Certification and Operations: Land Airports Serving Certain Air Carriers, and Part 77 Objects Affecting Navigable Airspace, and FAA Advisory Circulars. Experience in the FAA AIP grant process, including DBE requirements, payment processing, and final project closeout procedures. 2. Total of all current and projected workloads, and staff size available for this work. 3. Ability to meet schedules or deadlines. 4. Ability to undertake the project set forth herein. 5 Ability to complete projects within budget. 6. Quality of projects previously undertaken. 9

7. Provide a copy of the proposing firm's non-discrimination policy. 8. Ability to provide enough qualified construction inspectors when needed. 9. Degree of interest shown in undertaking projects. 10. Ability to coordinate the DBE requirements associated with Federal funding. 11. Provide a description of what the proposing firm believes will be the key issues that will need to be addressed if retained as the architectural consultant including MEP engineering for the Terminal Expansion Project. 12. Provide three (3) references for proposed architectural consulting team. The references should be for relevant projects and should include the name, title, address, and phone number of the client and the capacity in which the architectural firm served each client. VII. FIRM SELECTION PROCESS A. Selection Process BZN and Morrison-Maierle, Inc. will establish a selection committee to evaluate each firm's Statement of Qualifications and shall ensure that the selection committee is kept free of pressures, both internal and external, and that they have no conflicts of interest, real or apparent. The firm will be selected through a qualification based selection. Evaluation criteria will be rated on a scale of one to five, with five being the highest. The following items will be considered during the evaluation process: 1. The firm's ability to perform all or most of the proposed project items. 2. The firm's experience with large building projects comparable to the proposed project. 3. Key personnel's professional background, experience and location of 10

business. 4. The firm's reputation for professional background and experience. 5. The firm's reputation for professional integrity and competence. 6. The location of corporate office and satellite offices assigned to the proposed project, including familiarity and proximity to the Bozeman Yellowstone International Airport. 7. Current and anticipated future workload. 8. Quality of projects previously completed. 9. Demonstrated ability to meet budgets, schedules, and deadlines. 10. Demonstrated understanding of any challenges of the proposed project or Airport's specific concerns. 11. Demonstrated knowledge of FAA regulations, policies, and procedures, including grant procurements. 12. Demonstrated ability to provide qualified construction managers and inspectors for construction management. B. Selection Committee The selection committee will evaluate each submittal and may or may not choose to conduct oral interviews of the short listed firms and reserves the right to make a selection based on the submitted Statements of Qualifications. In the event interviews are scheduled, the short listed firms will be required to prepare an oral presentation of their firm's ability to complete the proposed projects and answer questions from the selection committee. 11
