Organisational Context: The Inner East Melbourne Medicare Local (IEMML) mission is to optimise the health of the local community and achieve measurable health outcomes. Through a network of primary health care providers, it promotes and delivers optimal continuing health care to a population of over 600,000 residents in the eastern suburbs of Melbourne. Melbourne East GP Network is proud to be one of the first Victorian organisations to successfully become a Medicare Local. Since 1993 it has had a vision for enhanced community and primary care innovation, being a dynamic network delivering leadership in primary health care. Now trading as Inner East Melbourne Medicare Local, it will continue to deliver the existing services and supports to GP s and expand the provider support role across a much wider spectrum of professional service providers, encompassing the full gamut of providers contributing to the provision of primary care to patients. Servicing the municipalities of Boroondara, Manningham, Monash and Whitehorse, IEMML is responsible for driving improvements in general practice and primary health care to ensure that services are better tailored to meet the needs of local communities. As part of its vision, IEMML has developed a strategic plan to deliver enhanced primary health care across a number of areas including after hours care, aged care services, mental health and ehealth. To assist in the delivery of this plan, IEMML seeks an energetic and innovative person committed to improving community health outcomes and an interest in supporting local GPs and other primary healthcare service providers. Position Summary The position has as its key responsibilities: To work closely with IEMML s mental health program team to ensure the delivery of integrated mental health services that are responsive to community needs. To develop IEMML s Mental Health services and Access to Allied Psychological Services (ATAPS) program in line with IEMML s strategic priorities To build the capacity of IEMML staff to link and collaborate with mental health programs and services. To oversee the delivery of Mental Health services To manage the day to day operations of ATAPS. To support and build the capacity of general practice and other primary providers to provide quality mental health care services. To manage and monitor the delivery of ATAPS services across the catchment to ensure efficiency To meet service targets and data collection requirements. To develop, implement and manage systems that ensure safety and quality standards are maintained across Mental Health Programs and ATAPS services. To act as an ambassador for Inner East Melbourne Medicare Local. Key Selection Criteria Page 2
Qualifications/Technical Expertise: Relevant tertiary qualifications in a mental health or community services related discipline. Demonstrated experience in management of health/community services. Experience in operational and financial management capacity demonstrated capacity to plan, implement and evaluate health programs and meet agreed performance indicators Demonstrated experience in data analysis and the ability to identify the key factors needed to enhance service delivery Demonstrated experience and knowledge of the different sectors of health and local services. Demonstrated understanding of the Mental Health system and the broader needs of ATAPS services and its target group. Demonstrated experience in stakeholder engagement and partnership management including the ability to work with General Practice. Demonstrated understanding of medical and psychosocial models of health. Demonstrated computer skills, including Microsoft Word, Excel and Outlook. Presentation and business writing skills for the required audience. Demonstrated understanding of employer responsibilities when managing teams, HR, OHS, performance management, governance and compliance Police Checks are required for this role incumbents agree to this as part of their employment. Duties, Responsibilities and Tasks Key Responsibilities: To manage, coordinate and administer the mental health service for the Inner East Melbourne Medicare Local. Mental Health Service Integration Work with IEMML s mental health program team and Health Services Manager to develop and deliver integrated mental health program Analyse and review Mental Health program data and provide advice to IEMML s management to ensure program meets IEMML s strategic objective Develop, maintain and facilitate linkages with stakeholders in line with IEMML stakeholder engagement framework. Provide GP and community providers access to mental health education and training in a range of continuing professional development activities. Promote, provide support and develop appropriate information for general practice in utilisation of mental health MBS items. Facilitate engagement between mental health, health and social care services and General Practice. Investigate and recommend opportunities for innovation in service delivery and collaborative partnerships. Develop new activities/projects, and linkages with other initiatives/services as appropriate. Promotion of IEMML s model to other Medicare Locals and stakeholders. ATAPS (Access to Allied Psychological Services Project) Develop and manage delivery of the Access to Allied Psychological Services program. Ensure sound systems for financial management and referral processing Develop and implement systems to ensure compliance of ATAPS services with IEMML s Clinical Governance Framework Planning, budgeting and reporting to meet the requirements of the Department of Health and Ageing, Recruitment of, and management of contracts with providers Ensure clear communication with GPs, providers and other stakeholders Provide Secretariat services to IEMML s Mental Health Reference Group. Monitor expenditure, usage and access to the ATPAS programs Support other Mental Health program managers to ensure services are delivered efficiently and effectively Develop and update ATAPS risk management template, oversee the development of Mental Health programs risk templates and manage potential risks. Collate information to develop appropriate responses and implement solutions through delegation. Ensure a quality client focus throughout the mental health programs by evaluating the effectiveness of service delivery. Provide evidence-based recommendations for quality improvement of IEMML ATAPS and mental health services. Review major changes in the policy environment assess the impact of change and promote strategies to respond. Manage and promote IEMML s goals and strategies, monitoring internal/external influences which affect the Medicare Local s performance. Update promotional materials and support promotion of mental health service. Participate in recruitment processes internally and support orientation of external providers to ATAPS where appropriate Organise appropriate and timely data collection, and provide relevant internal reports Provide relevant reports to DoHA including MDS data and annual plan. Participate in relevant staff meetings. Ensure maintenance of professional standards of activities. Participate in staff performance management processes including annual reviews. Other duties as required. Salary is dependent on qualifications and experience. Generous salary packaging is available. Superannuation contribution is currently 9.25% of gross salary. Reimbursement for travel costs is paid for mileage incurred whilst on business (based on rates as prescribed by the Australian Taxation Office).
