Project Background and Goals Background NYC has strong, growing food and beverage sector fueled by entrepreneurship Co-packing service gap for growthstage companies leads to firms moving production outside of NYC 1. Enable Growth-Stage Companies to expand their businesses and manufacture in NYC; Goals 2. Grow the Food and Beverage Manufacturing subsector in NYC, thereby creating high-quality jobs throughout the City; 3. Support business growth among minority and women-owned Growth-Stage Companies. 3
Food and Beverage Co-Packing RFP Overview Overview NYCEDC is seeking an Operator with food and beverage manufacturing expertise to develop, launch, and operate Food and Beverage Co-Packing Facilities. Facilities will be new or expanded operations dedicated to providing in-demand contract manufacturing services to NYC-based growth stage food and beverage companies. Primary Operator Objectives I. Identify, design and launch a well-managed food and beverage manufacturing Facility; II. Offer affordable, high-quality Co-Packing Services to Food and Beverage Manufacturers to meet unmet demand within selected Product Category/Categories; III. Provide additional, relevant services that will support the growth of the target Food and Beverage Manufacturers; IV. Develop a financially self-sustaining Facility by the time NYCEDC funding has been exhausted. 4
Scope of Services Operator s Primary Responsibilities Please refer to pages 7 to 9 in RFP for more detail 1 Develop and Launch Facility/ies Development: Select/secure location; oversee renovation of the space; procure equipment. Launch: Develop marketing plan; conduct outreach to potential clients; hold publicity event. 2 Management and Operation of the Facility/ies Managerial: Client acquisition; general oversight; strategic planning; other services. Operational: Food and beverage production; operation of equipment; food recipe scaling. 3 Reporting to and Publicity with NYCEDC Report: Produce regular internal status updates / progress reports for EDC. Publicity: Generate significant publicity for project. 5
Eligible Respondents Please refer to page 5 in RFP for more detail Non-profit organizations Developers Establishments currently offering co-packing services Food or beverage manufacturing firms Individuals with experience in manufacturing Note: NYCEDC will consider partnerships or joint ventures between multiple entities; however, a single entity must be designated as the primary respondent. 6

Selection Criteria Please refer to pages 12 to 14 in RFP for more detail NYCEDC will evaluate RFP respondents based on written proposals and interviews. M/WBE Goals and Subcontractors Participation Plan M/WBE Program M/WBE Program established in NYC Administrative Code, LL129 of 2005 and LL1 of 2013 M/WBEs must be certified by NYC Dept. of Small Business Services M/WBE Participation Goal: 20-35% (as percentage of total contract value) Respondents must submit an M/W/DBE Subcontractors Participation Plan (Exhibit 4 of RFP) demonstrating how they will achieve their proposed level of M/WBE participation Respondents must set their own M/W/DBE Participation Goal Respondents must also submit Intent to Perform as Subcontractor forms for each of the firms on the M/W/DBE Subcontractors Participation Plan, providing confirmation that the firms have been contacted and plan to work on the project Plan will be rated and factor into selection Respondents submitting proposals with a Participation Goal lower than the lower bound of the range shall receive a score of zero (0) for this selection criteria The higher bound represents the optimum participation goal. Proposed Participation Goals that exceed this higher bound are welcome but do not receive extra points 15% of selection criteria corresponds to the quality of the M/WBE Subcontractors Participation Plan Final M/WBE Goals will be incorporated into the Consultant Contract Selected Respondents will be required to meet the stated M/WBE goals or demonstrate good faith efforts
