Alaska Land Mobile Radio ALMR PROGRAM OVERVIEW July 06 Interoperability Summit Mr. Tim Woodall ALMR DoD Program Manager
Partnerships ALMR Goal Create partnerships across federal, state and local jurisdictions to build and operate a standards based interoperable land mobile radio system in Alaska. The goal will be achieved through: immediate transition to new system, planned migration over time and integration of existing systems.
Key Need Interoperability in Alaska Provide Provide immediate immediate on on demand demand and and in in real real time time secure secure interoperability interoperability between between Federal, Federal, State, State, and and Local Local Public Public Safety Safety First First Responders Responders Key Challenges Planning, Technology, Spectrum & Funding SAFECOM VISION PUBLIC SAFETY PERSONNEL BEING ABLE TO COMMUNICATE WITH OTHER LOCAL, STATE, AND FEDERAL PERSONNEL IN THE EVENT OF AN EMERGENCY OR OTHER PUBLIC SAFETY RESPONSE EVENT 3
ALMR Drivers SOA Emergency Response Commission Report sited Alaska disasters/mutual aid responses Interoperability main issue Many Different Radio Systems Deployed throughout Alaska Need to replace aging equipment Federal Narrowband Requirements 4
Public Safety Wireless Communications Systems A Priority Investment for America s s Future Safety Toward Interoperable Public Safety Communications Obstacles to developing interoperable public safety communications include: Securing adequate funding; (FUNDING) Addressing spectrum constraints; (SPECTRUM) Establishing standards-based systems; (TECHNOLOGY) Protecting new systems from security threats; and (SECURITY) Coordinating among jurisdictions. (PLANNING & PARTNERSHIPS) Solid IT planning and project management, coupled with an ongoing awareness of these obstacles, can help federal, state and local governments realize improved public safety communications and interoperability.

People Processes and Procedures the biggest barrier to to interoperability is is not not technology. is is a matter of of developing real real standard operating procedures, proper governance, agreements in in training, all all of of which will will define how how this this equipment that that we we now now have have can can actually be be used used and and shared in in the the real real world. Questions? A FEDERAL, STATE AND MUNICIPAL PARTNERSHIP After After each each major major [catastrophic]] event event in in recent recent history, the the most most glaring indication of of success or or failure failure by by responding agencies has has been been their their ability ability to to effectively communicate with with each each other.
