Purpose of the role : To provide operational and professional nursing leadership within the areas of responsibility to achieve performance objectives and a high standard of nursing practice and patient care To effectively contribute as a senior operational team member in the areas of responsibility in line with the business plan and the Waitemata DHB strategic direction. KEY TASKS EXPECTED OUTCOMES The following responsibilities areas apply to Clinical Nurse Directors whose portfolio s hold operational responsibilities Manage the service delivery of the following areas: Work in partnership with Clinical Directors and Operations Managers to ensure delivery of agreed business goals, accountabilities, KPI s and Ministry of Health as per portfolio division) priorities Monitor and measure key performance indicators to identify variances and report to the ADON as required. Work in partnership to ensure legal and contractual compliance within the portfolio by leading and developing support structure to identify risks. Service delivery is patient and whanau (family) focused ensuring a positive patient experience Oversees the delivery of high quality patient care through visible support of area specific good clinical leadership, safe staffing, compliance with consistent systems and processes and focus on practice safety Daily operational management including utilisation review, management of care capacity and demand management and support processes. Delivery of performance targets within directly managed services Service Performance Ensure high quality performance management of services to deliver increased productivity through ensuring robust management systems are in place and through driving of productivity within their areas of responsibility. Ensures that contract volumes are met and action plans are in place to remedy performance deficits. Ensure the service is efficient and effective, with a focus on optimising patient flow and reducing delays to enhance both the patient experience and patient outcomes Financial Management Manage physical and financial resources within budgeted limits, management of cost structures and in accordance with policies and procedures. Ensures achievement of objectives by regularly monitoring progress and taking corrective action where necessary Human Resources Provide leadership through example to a team of motivated and well trained staff by agreeing accountabilities and standards of performance, providing coaching, development opportunities, ensuring appropriate recognition, reward and taking corrective action where necessary. Oversees and actively manages attraction, recruitment and retention of staff in the unit; includes vacancy management and retention strategies for the nurses in the areas responsible for. Ensures that models of care, cover models, staffing profiles, skill-mix /practice level, development plans, education plans, appraisal schedules are achieved Development and implementation of systems and process to ensure that staff are appropriately supported to deliver including learning and professional development opportunities. Works closely with the Nursing Development Service and Nurse Consultant Workforce Development Ensures that all staff meet requirements of the Professional Development and Recognition Programme and Health Practitioner Competence Assurance Act Relationship Management Build and develop positive relationships with key stakeholders, peers and fellow members of the Medical Services Management Team at operational manager level. Contributes to the effectiveness of the management team by providing relevant timely management information, actively contributes to management meetings in a constructive manner and fosters cooperation across the organisation. Provides professional practice support through visible role modelling, review of practice standards, monitoring of practice and compliance with the HPCCA / PDRP requirements. Contributes to professional development and workforce planning, includes new graduate support, PDRP support, education planning and career planning Leads professional discussions to ensure the capacity and capability of the profession to respond to current and future requirements Co-leads development of service learning framework with the nurse educators and Nurse Consultant Workforce Development Service Development Researches and keeps abreast of new care model developments which enhance quality of care, patient outcomes and improve efficiencies Builds an environment of excellence and innovation that empowers nurses and PCAs to be active participants in the multidisciplinary team. Includes trending and auditing and developing appropriate responses. Produces an annual report of quality activity and achievements Implements best practice pathways, protocols and guidelines in the specific area of practice that are research based. Change agent/leader - Identifies efficiencies through new and innovative ways of working, improve quality of care and patients experience Manages incident and complaint investigations for the division as relates to nursing practice.
