Introducing concept for ASEAN Citation Index (ACI) Database, Prof. Narongrit Sombatsompop Published an article in Asia Pacific Viewpoint Journal, Vol. 52(2): 207-218, 2011. 1 st Budget (400,000 US$) allocated by Ministry of Education of Thailand for establishment of ACI database June 27 th 28 th, 2011 ASEAN Representatives Meeting,at Thai-Journal Citation Index (TCI), Bangkok, Thailand. 5 Country representative meetings held at TCI Center, at KMUTT (Thailand), attended by Indonesia, Malaysia, the Philippines, and Elsevier (Singapore) Introducing Thai-Journal Citation Index (TCI) which was first launched in 2004. Malaysia started on the development of its Malaysia Citation Index (MCI) in March 2011 All five countries brainstormed to reasons and aims for ACI database Put forward and form ACI into practice, and adopt to implement data structure, and journal selection criteria August 19 th, 2013 The 1 st ACI Steering Committee, at Pullman Bangkok King Power Hotel, Bangkok, Thailand. Indonesian Citation Index (InCI) started on May 2011 Appointed the steering committee (6 countries), agreed on functions of the committee, Journals selection process, Quality Assurance matters, and Country contributions and funding supports. Appointed the Chairman of ACI Steering Committee (Professor Narongrit Sombatsompop, Thailand) 10

Proposal for country contributions based on number of indexed journals Approved submission workflow for new title submission and title review process Approved the 1 st batch of ACI journals (41 journals) Approved characteristics and focus/scope of ACI indexed journals (ASEAN and non-asean journals) September 10 th, 2015 The 3 rd ACI Steering Committee, at Windsor Suites Hotel, Bangkok, Thailand ACI steering committee completed. Philippines Citation Index (PCI) started in 2014 Approved the 2 nd batch of ACI journals (118 journals) from Thailand, Vietnam, Malaysia, Indonesia and The Philippines Now we have 159 journals in the database Introducing Automated Input System (AIS) and Plagiarism Checking Software for ACI database Offering plans and workshops for ASEAN members on journal assessments to ACI database Starting to discuss possibilities to connect ACI with Scopus database 11

Road map to ACI (3/3) December, 2016 The 4 th ACI Steering Committee, at Windsor Suites Hotel, Bangkok, Thailand (back-to-back meeting with the 11 th TCI annual symposium) To inform some progress on workshops for ASEAN members on journal assessments to ACI database. (Cambodia and Philippines in Mar 2016, Malaysia in Apr 2016, Myanmar, Vietnam and Indonesia in June 2016). To approve the 3 rd batch of ACI journals (At present, Cambodia, the Philippines (10+ titles), Thailand (50+ titles), and Singapore (20+ titles) have proposed their journals for pre-evaluations) Utilizing the Automated Input System (AIS) and Plagiarism Checking Software for ACI database To inform progress on possibilities of connecting ACI with Scopus database To discuss some issues on ACI sustainability and supports. 12

Pre-selection criteria 1. The title must publish peer review content. 2. The title should be published on a regular basis without delay. 3. The title should have English abstracts and article title, author names and affiliations in English. 4. The title should have cited references" in English. 19

Criterion for ACI journal evaluations 1. Articles for publication must be peer-reviewed. 2. Timeliness. 3. The journal age must be 3 years minimum. (or after 6 issues published) 4. Citations in TCI or/and other national & international databases. 5. Good diversity in authorship. 6. Good diversity in editorial board members. 7. Clear journal concepts and policy. 8. Uniform journal formats. (references, illustrations, tables etc.) 9. Journal website or online publication. (update, comprehensive) There is a slight difference for social science journals (such as book reviews). 20

Social impacts of TCI Thailand has its own online database which contains not only bibliographic records of journal articles, but also the citations Thai articles have greater visibilities (more Thai journals indexed in ISI and Scopus, higher impact factors, more citations, authorships). Based on citation records and the impact factors, some of the journals have much higher submissions, whereas some had to terminate themselves due to too low submissions. TCI organizes an annual forum for Thai editors (about 200 editors each year) to update publishing news and policies, and also to exchange ideas and experiences on how to run better scholarly journals. TCI s database supports the HEIs, and funding agencies for quality assurance evaluations, research assessment exercises, academic promotions, funding allocations. 46

Examples of specific impacts TCI (as of 2016) The Thailand Research Fund (One of the biggest research funding agencies) for University Rating project of research performance of institution and universities (in department level) they financially support, by using the citations from TCI for the purposes of grant allocations. The PhD Royal Golden Jubilee Program of The Thailand Research Fund has announced publicly that the research work published in the journal titles indexed in TCI (only classified in Group A) and in ACI database can be used to fulfill the funding requirement and for the PhD students to graduate. 47

Examples of specific impacts TCI (as of 2016) All universities (enforced by MoE in Thailand) have their policies that only Thai articles indexed in TCI are accepted for academic promotions. The office for National Education Standards and Quality Assessment (Public Organization) assesses the research performances of all Thai universities and the articles indexed by TCI Centre have more weight for quality insurance. More than 20 universities in Thailand award their researchers (in cash) who publish their works in specific international databases (ISI, Scopus and PubMed) for international articles and in the TCI database for national articles. (Ex. Thammasart, Chulalongkorn, Taksin, Mahanakorn universities). 48
