This report: Summarises progress regarding proposals from NHS and other providers who wish to provide services in the Centre; Highlights progress to date regarding the procurement of GP and pharmacy services; Summarises the situation regarding the creation of a Community Development Trust Highlights key work being undertaken and planned to equip and furnish the Centre in readiness for occupation from late July 2013 onwards. How does this fit with Newham CCG Strategy: Where has the paper been already presented? It fits with the overall vision and aims of the organisation as outlined below: Vision To achieve excellence in health and wellbeing in partnership with the local population. To commission accessible, effective care to meet local needs. Aims Improving health outcomes through developing models of integrated care and focusing on prevention Reducing inequalities and improving accessibility Reducing quality variation Ensuring equity of Health and Wellbeing outcomes for all Converting policy and strategy to action Whilst this paper as written has not been presented elsewhere, the CCG Board has been receiving more detailed monthly updates since November 2012. Progress reports have also been provided to the Programme s Executive Group (which meets monthly) and also the Centre s Strategic Partnership Board.

Impact on risk: Equality Impact: The development of the Centre is at a critical stage, now needing to progress towards reaching agreement for the provision of GP, pharmacy and other health and wellbeing services. By doing so, the desired quality and mix of services for Newham residents are more likely to be achieved and the financial risk to the CCG will be minimised. An Equality Impact Assessment is required but has not yet been undertaken. This will occur once further details of the proposed services in the Centre are known.

To: From: Subject: Newham CCG Board Sir Ludwig Guttmann Health and Wellbeing Centre, Queen Elizabeth Olympic Park, Stratford: progress report Date: Wednesday 1 May 2013 1.0 Purpose The purpose of this report is to provide a summary of progress towards opening the Centre in late July 2013. 2.0 Progress to date The opening of the Centre is planned for late July 2013. We expect the new East Village population to start arriving during from early August 2013 onwards. GP Practice/Pharmacy procurement. The GP Practice and Pharmacy bid evaluation are now nearly completed. The process is on track for contract award on both services by end of May. Dental services. Discussions are continuing with the Dental Institute (part of Barts Health NHS Trust) to establish an undergraduate dental training facility within the Centre. A service model has been agreed, discussions continuing with dental Institute and finance staff to agree a viable service offering. Secondary care providers. Outline proposals have been received from Barts, Homerton, Moorfields and ELFT. Proposals are being reviewed by commissioners including the Programme Boards chairs for Integrated Care and Community Health Services and LBN representative, to then be followed by further negotiations with providers to reach agreement for services which fit with the vision for Centre and local health and wellbeing priorities. It is planned that these services will commence during the period Sep-Dec 2013. Academic/R&D services. Outline proposals have been received and these are currently being analysed. UCL Partners are co-ordinating this work and are proposing an integrated approach alongside other providers, adopting a researcher in residence approach which is a good fit and will enable effective use of research and development opportunities. Community Development Trust. The role of the CDT is under review by its host organisations. The CDT s current proposals include approx. 20% of the space within the Centre. Estimated running costs/service charges are perceived as high by the CDT and this may well result in proposals for the CDT to use less space in the Centre than originally envisaged.

Sports, Exercise, Rehabilitation and Disability. A group has been formed with the CCG, LB Newham, London Legacy Development Company (LLDC) and the Community Development Trust to develop joint proposals for a combined service to operate from the CDT space on first floor to share the facilities currently marked as open space/gym. This proposal incorporates services for able-bodied and disabled people, from elite athletes to weekend warriors. The pace at which this development can proceed will be determined to a large extent by the outcome of the role of the CDT (see above). In the meantime, Barts/QMUL, Homerton/UEL and UCH have agreed to develop a service model for jointly managed service, working with a recently formed trauma rehabilitation charity. It is also proposed that the service will also be available for local residents with disabilities/long-term conditions who would benefit from support to improve levels of fitness to enable or sustain optimal levels of independent living. SLG building works. Initial retrofit works are under way until 17 May, when the NHS will formally receive the building. Over 170 people from numerous organisations have visited the Centre in the last few months as part of efforts to raise the profile of the Centre. Further works will be undertaken from mid/late May onwards to prepare the building for incoming service providers. The Programme Team is now working with NHS Property Services to establish suitable arrangements for the future management of the building. Finance. Latest estimates indicate running costs for the whole of the Centre of almost 2million per annum. Service proposals received to date are being costed and further modelling work has been undertaken to identify the extent of any funding gap in the first 1-2 years of operation. 3.0 Issues/Risks The timetable is tight but achievable. The APMS/Pharmacy procurement timetable has slipped but contracts should be awarded by the end of May 2013. This should still allow sufficient time to mobilise prior to opening. Re-calculation of running costs for SLG have been reviewed. However, CDT costs are higher than they anticipated and are under discussion with CDT and their partners. The budget situation for 2013/14 is challenging and this is likely to have a bearing on the extent to which sufficient infrastructure work and equipment provision can be progressed. Proposals from local NHS providers and UCL Partners have been received. A financial model has been agreed and indicative charges shared with providers in advance of receipt of proposals. Further discussions will be held with providers as quickly as possible after receipt of proposals to secure agreed services. The nature and scope of proposals has been used to inform a business case for transitional funding for an interim period of 1-2 years whilst SLG services develop to

a viable position. The intention is to provide a balanced provision, with multiple income streams, to share financial risks across the whole system as much as possible whilst ensuring sufficient focus on local needs and priorities. The need to consider making changes to agreements to facilitate a change in the role of the CDT has taken longer than expected. This could lead to significant changes in the services the CDT provides or manages, together with further delays in provision, both of which represent a risk to the CCG. We continue to monitor and review service proposals for the Centre to ensure that they remain aligned with the local primary care and health and wellbeing strategies.
