Guidance for 4th Estate on Equivalency and Fulfillment Policies 3 October 2017 Overview The Alternate Means of Obtaining Course Credit page (http://icatalog.dau.mil/student_info_h.asp) in the DAU icatalog provides a good overview of how the equivalency and fulfillment programs can be used by Defense Acquisition Workforce members to obtain credit for DAU training based on education, training and experience gained outside of DAU. The guidance in the document below outlines procedures for 4 th Estate workforce members (DoD Civilian employees that work for Defense Agencies or other Components outside of the Military Departments) to use to request credit through fulfillment or equivalency. 4th Estate Equivalency Program Defense Acquisition University (DAU) recognizes training providers who offer courses that have been certified equivalent to DAU curriculum courses and can be used to meet the requirements of the Defense Acquisition Workforce Improvement Act (DAWIA). It is important to note that these courses must have been completed during the specified effective dates. A detailed description of the Defense Acquisition University Equivalency Program, and a list of courses and effective dates can be found at: http://icatalog.dau.mil/appg.aspx.
The procedure to apply for a DAU Equivalency is as follows: 1. Upon graduation from a DAU course taught by an approved provider, forward a copy of your course completion certificate to the 4th Estate DACM Office for review at DoDDACMQuotas@asmr.com. 2. The 4th Estate DACM Quota Manager will enter your graduation into ATRRS as an equivalent graduation and will inform your agency s Quota Manager of the update. This will update ACQTAS/DATMS and your Training History. NOTE: Please allow 24-48 hours for the record to reflect the change on your transcript. Sample email text for equivalency request: Greetings, I have completed training from a DAU equivalent provider that I would like to have uploaded into my training records. Attached is a copy of my course completion certificate for [Enter Course Title] taught by [Enter Name of Approved DAU Equivalent Provider]. The course was completed on [Enter Date Course Completed], which is within the approved date range for the course. Thanks, <signature> 4th Estate Fulfillment Program Defense Acquisition University (DAU) provides Acquisition, Technology and Logistics (AT&L) workforce members of the 4th Estate the opportunity to complete course prerequisites and functional training requirements by exercising the Fulfillment Program. This program permits the assessment of a workforce member s demonstrated competencies (capabilities acquired through previous training, education, and/or experience) against the learning outcomes/objectives of select DAU courses. 2
Fulfillment is only available for workforce members serving in acquisition positions. The fulfillment program is applicable to training courses only (excluding 400-level courses). It is not applicable to Continuous Learning Modules. While fulfillment provides an option to obtain credit for coursework already mastered, the 4th Estate DACM feels there is great benefit to both the person and the organization to take the training required for certification. Fulfillment should only be used for highly qualified individuals. Before pursuing fulfillment, applicants should check with his/her agency career manager (i.e. local training coordinator and/or quota manager) for applicability. Procedure to apply for a DAU Fulfillment 1. Assemble Fulfillment Package: a. Go to http://icatalog.dau.mil/daufulfillmentpgm.aspx and complete a DD Form 2518. REMINDER: Please do not enter a SSN in DD 2518. SSNs, whether complete or partial, are PII and should be treated accordingly. b. Attach a completed fulfillment guide for the course that will include a brief statement on how you have met each competency that is covered in the course being fulfilled. i. From the DAU Fulfillment Program (http://icatalog.dau.mil/daufulfillmentpgm.aspx), click the magnifying glass icon ( Student Course Materials ) at the bottom of the screen to access Blackboard. ii. iii. iv. Once in Blackboard, from the right side of the screen, click the course number you would like to fulfill. Click Fulfillment Guide on the left side of the screen. Click on Fulfillment Guide in the center of the screen. c. Include supporting documentation (e.g. resume, transcripts, certificates of completion). This should be provided for any education, training, or experience that is referenced when completing the fulfillment guide in the previous step. 3
2. Your Supervisor must review the paperwork and, if approved, sign the DD Form 2518 and forward it to the Approving Official for your Agency. The approving official for fulfillments is designated by the Component Acquisition Executive (CAE) for your organization, generally this is the Certification POC. If necessary, your Supervisor can contact the 4th Estate DACM Quota Manager at DoDDACMQuotas@asmr.com, to determine who the current Approving Official is for your Agency. 3. The Approving Official for your Agency must review and approve the fulfillment request. 4. Upon approval, the Approving Official must send an email notification with a copy of DD Form 2518 and all supporting documentation (see note below) to the 4 th Estate DACM Quota Manager at DoDDACMQuotas@asmr.com. 5. The 4 th Estate DACM Quota Manager will ensure completeness of the fulfillment package and will document approved fulfillment packages into ATRRS. This will update ACQTAS/DATMS and the fulfillment will then show in your Training History as a graduation from the fulfilled DAU course. Please allow 24-48 hours for records to reflect on a student s transcript. NOTE: Fulfillment packages may be audited by the 4th Estate DACM Office on an annual basis. Sample email text for fulfillment request (Student to Supervisor): Greetings, I would like to apply for fulfillment for [Enter Course Number]. Attached is a copy of my signed DD Form 2518 and a completed copy of the fulfillment guide for the course. I have also attached a copy of my resume as supporting documentation of my experience that was cited in this package. 4
