Each Commissioner reported on meetings they attended during the preceding weeks. Brenda Wodele, Emergency Management Co-Director, requested the following action: HARMS - RIESTER BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby authorizes the Emergency Management Department to apply for and administer the 2002 State and Local Supplemental Appropriation Planning Grant and authorizes the Chairman of the Board and the Emergency Management Co-Director to sign the grant document. A copy of the grant document is on file in the office of the Auditor/Treasurer. Jerry Leisen, Auditor/Treasurer, requested the following action: RIESTER WINDHORST The following resolution amends and supersedes that resolution for Mac s Park Place adopted 04/15/03. BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the issuance of a County "On-Sale" Liquor License to the following, subject to the receipt of the appropriate license fee and certificate of insurance with the approval of the State of Minnesota Liquor Control Commissioner. The said license to run from May 6, 2003 to July 31,2003. EMG MGMT AUTHORIZED EMERGENCY MANAGEMENT DEPT TO APPLY FOR AND ADMINISTER STATE AND LOCAL GRANTS A/T ISSUANCE OF A LIQUOR LICENSE TO MAC S PARK PLACE Howard McDonough Mac's Park Place Mazeppa Township Twila Holtan, Court Administrator, and Bill Pfeilsticker, County Administrator, requested the following action: NORMAN RIESTER WHEREAS, it has been determined that the job classification of Supervisor/Court Administration performs a supervisory roll and has the authority to undertake a majority of the supervisory functions as described in M.S 179A.03 subd. 17. BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby reclassifies the position of Supervisor/Court Administration, currently held by Barbara Dick, to a salaried, exempt, non-union classification; and, COURT ADMIN JOB CLASSIFICATION OF SUPERVISOR/ COURT ADMIN AND RECLASSIFIES B DICK TO BE SALARIED AND NON-UNION BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves an annual salary of $39,220 Step 5 non-union pay scale for Barbara Dick effective 5/4/03. Tom Mosher, Solid Waste Officer, answered questions about SEMREX membership and the Olmsted County Household Hazardous Waste contract. RIESTER HARMS BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the 2003-2007 Olmsted County Household Hazardous Waste contract as presented and authorizes the Chairman of the Board and County Administrator to sign the same. A copy of the document is on file in the office of the Auditor/Treasurer. RIESTER NORMAN WHEREAS, it has been determined that Wabasha County does not receive adequate benefit to warrant the SEMREX membership dues of $900, SOLID WASTE OFFICER 2003-2007 OLMSTED CO HAZ WASTE CONTRACT DISCONTINUED THE SEMREX CONTRACT BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby discontinues the SEMREX contract now in effect. Bill Pfeilsticker, County Administrator, requested the following action: WINDHORST NORMAN BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby authorizes Paul Kessler to attend the 2003 Minnesota Counties Computer Cooperative conference June 1-5, 2003 in Alexandria as the Wabasha County Delegate. Dale and Joanne Stahl, and Fred Kelly, Elgin City residents, were present to request replacement of the sidewalk adjacent to their property, which was constructed as part of the 2002 street project. They complained that the sidewalk as constructed does not provide adequate drainage thereby creating icy conditions and a safety hazard. It was consensus of the Board of Commissioners and the County Engineer agreed that the County Engineer would meet concurrently with the Stahls, Kelly and representatives of the Elgin City Council to agree on a solution to the problem. The Engineer will report findings to the Board of Commissioners. Commissioner Riester suggested that elevations be plotted prior to the meeting. No action was taken. Tine Thevenin, representing a group of concerned County citizens, requested a one year moratorium on spraying road right of ways. Commissioner Harms suggested that the County spot spray only the four townships with the worst undesirable weed problems and appoint a committee with members from all areas of the County which would study weed control on County roadways and make recommendation to the Board of Commissioners in January 2004. Tine Thevenin, Maren Holst, Mike Schuth, and Nancy Falkum, County residents supported the moratorium on spraying County roadways and presented several reasons why they believe the County should not spray roadways. CO ADMIN AUTHORIZED P KESSLER TO ATTEND THE MCCC CONF ELGIN CITY RESIDENTS T THEVENIN COMPLANTS ON WEED SPRAYING ON ROAD SIDES COUNTY RESIDENTS It was the consensus of the Board of Commissioners that a committee to study county road weed control would be appointed at the second meeting of June 2003. The county would not spray roadways in 2003 except for brush control and except: right of way spot spraying will be allowed in four townships with the worst weed problems for comparison purposes. Corey Schmidt, County Engineer, requested the following actions: NORMAN HARMS BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves Utility Permit No. 801 to Sprint of Minnesota, Inc. to place a direct buried telephone cable along CSAH 9, a copy of which shall be kept in the Engineer s Office; and, ENGINEER APPROVED UTILITY PERMITS 801 & 802 BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves Utility Permit No. 802 to Qwest Communications to place a buried communications cable along and across CSAH 10, a copy of which shall be kept in the Engineer s Office. WINDHORST HARMS BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby authorizes the County Engineer to advertise for bids for project SAP 79-600-07, minor grading, aggregate surfacing, and culvert replacement on Glasgow Township Road No. 70 (State Forest Road). WINDHORST HARMS BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby accepts the bid of Rochester Sand and Gravel, a division of Mathy Construction Company, on Contract No. 03003 for the combined projects of SAP 79-654-01, regrade, place aggregate base, concrete curb and gutter, bituminous surfacing, water main, storm sewer and sanitary sewer on CSAH 54 from CSAH 1 to TH 60 0.67 miles in the amount of $472,773.13 and SAP 79-601-24, mill and overlay bituminous pavement on CSAH 1 from TH 60 to Elm Street 0.41 miles in the amount of $80,506.29, both in the City of Mazeppa for a total amount of $553,279.42 and that the Chairman of the County Board and the County Administrator are hereby authorized to enter into a contract with Rochester Sand and Gravel for this work. HARMS RIESTER BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby accepts the bid of AAA Striping Service Company for project CP 79-03-6030, the 2003 Traffic Paint Applied Project, in the amount of $37,398.82 and that the Chairman of the County Board and the County Administrator are hereby authorized to enter into a contract with AAA Striping Service Company for this work. NORMAN HARMS BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby accepts the proposal of Univer USA, Inc. of St. Paul, Minnesota for 17,000 gallons of liquid magnesium chloride, application of 32%, at.5885/gallon for a total amount of $10,004.50 which includes sales tax and that the Chairman of the County Board and the County Administrator are hereby authorized to enter into a contract with Univer USA, Inc. for this work. HARMS - RIESTER WHEREAS, the 2002 Minnesota Legislature authorized $45 million in State Bridge Bonding, and WHEREAS, the Minnesota Governor s Office authorized sale of $30 million in State Bridge Bonding, and WHEREAS, the $30 million State Bridge Bonding amount will be completely used by August of 2003. REQUESTED THE GOVERNOR TO AUTHORIZE THE SALE OF A ADDITIONAL $15 MILLION IN STATE BRIDGE BONDING NOW, THEREFORE, BE IT RESOLVED, that the Wabasha County Board of Commissioners requests the Governor to authorize the sale of an additional $15 million in State Bridge Bonding. WINDHORST - RIESTER WHEREAS, the County of Wabasha has applied to the Commis sioner of Transportation for a grant from the Minnesota State Transportation Fund for construction of Bridge No. 79J17 consisting of 130 LinFt. of 12 x 9 Precast Concrete Box Culvert (SAP 79-605-10) on CSAH 5 in Wabasha County, and WHEREAS, the Commissioner of Transportation has given notice that funding for this bridge is available; and AGREED TO THE TERMS AND CONDIITIONS OF A GRANT FROM THE COMMISSIONER OF TRANSPORTATION WHEREAS, the amount of the grant has been determined to be $101,463.90 by reason of the lowest responsible bid; NOW, THEREFORE, BE IT RESOLVED, that the County of Wabasha does hereby agree to the terms and conditions of the grant consistent with Minnesota Statutes, section 174.50, subdivision 5, clause (3), and will pay any additional amount by which the costs exceeds the estimate, and will return to the Minnesota State Transportation Fund any amount appropriated for the bridge but not required. NORMAN RIESTER BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby authorizes the County Engineer to lease one John Deere Tractor from Plainview Equipment in the amount of $14,200 per year for 5 years after which time Wabasha County will own the tractor. A letter addressed to the Board of Commissioners signed by Carl and Mary Myer and Dale and Mary Sprick was read aloud. The letter placed responsibility for potential damages caused during reconstruction of CR5 on the County. A copy is attached hereto. No action was taken. Mr. & Mrs. Robert Hartz and Mr. & Mrs. Virgil Dykes were present. The Hartz allege that the Dykes have moved a property line onto land they have farmed for several years. Chairman McNallan informed the Hartz that the issue is a civil matter over which the Board of Commissioners has no authority and recommended that the Hartz acquire legal advice. No action was taken. AUTHORIZED THE ENGINEER TO LEASE A JOHN DEERE TRACTOR FROM PLAINVIEW EQUIPMENT MYER & SPRICK LETTER DYKES & HARTZ The meeting was recessed for the lunch and the Regional Railroad Authority meeting scheduled for 1:00 p.m. The regular meeting reconvened at 1:12 p.m. Sheriff Rodney Bartsh reported that Wabasha County was low bidder at $3,751 for the K-9 sold on sealed bids by the City of Austin MN. It was consensus of the Board of Commissioners that Wabasha County Sheriff is authorized to enter into an agreement for on-going K-9 training with Goodhue County Sheriff for $500 per year. No action was taken. The Board of Commissioners had discussion about County owned take home vehicles. No staff that take home County owned vehicles or their respective department heads were present at the meeting. Currently, only the Highway Maintenance Foreman, Sheriff s Deputies and Investigators take vehicles home when off shift. The issue will be added to the May 20, 2003 agenda. No action was taken. HARMS WINDHORST WHEREAS, the Minnesota Housing Finance Agency, State of Minnesota, has been authorized to undertake a program to provide funds for Family Homeless Prevention & Assistance Projects; and, WHEREAS, the Southeastern Minnesota Housing Network, working through: 1) Olmsted Community Action, 2) Semcac, 3) South Central Community Action Partnerships -Freeborn County, and 4) Three Rivers Community Action, has developed a renewal application for the Minnesota Housing Finance Agency Family Homeless Prevention & Assistance Program; and WHEREAS, the Southeastern Minnesota Housing Network through Olmsted Community action, Semcac, South Central Community Action Partnerships -Freeborn County, and Three Rivers Community Action has demonstrated the ability to perform the required activities of the Minnesota Housing Finance Agency Family Prevention &Assistance Program; K-9 TRAINING TAKE-HOME VEHICLES AUTHORIZED THE SE MN HOUSING NETWORK BE CHARGED WITH THE ADMINISTRATION OF FUNDS AVAILABLE THROUGH THE MN HOUSING FINANCE AGENCY FAMILY HOMELESS PREVENTION & ASSISTANCE PROGRAM NOW, THEREFORE, be it resolved that the Southeastern Minnesota Housing Network is hereby authorized as an entity to be charged with the administration of funds made, available through the Minnesota Housing Finance Agency Family Ho meless Prevention & Assistance Program in the County of Wabasha, in Minnesota.
