FLDOH Contract Goals OBJECTIVES: The Board of Nursing is responsible for certifying qualified nursing assistants. A major program goal is to quickly examine qualified candidates in the most cost effective manner possible. This project will provide candidates with an efficient licensure process that meets statutory requirements resulting in reduced number of days from CNA application to initial licensure. GOALS AND OBJECTIVES: 1. Reduce the number of business days from CNA application to initial licensure. 2. Expeditiously license candidates that meet statutorily mandated standards of minimum competency. 3. Expand online services allowing candidates to apply online, reducing application errors, and allowing candidates to track their application through processing. 4. Ensure customers are informed of, have confidence in and value project services. 2
Application Changes + The format of the application is being changed to support scanning/electronic storage. You will be able to identify the new application by a bar code that is located in the top left hand corner. The new application is posted on www.prometric.com/nurseaide/fl and included in the Candidate Information Bulletin. 3
Application Changes Cont. + Any application received in our office 12/10/13 or later must be the new application. Old applications received after 12/9/13 will be returned and must be resubmitted. + A valid email address MUST be provided on all applications. We will use this email address to communicate with the candidate (or their representative) throughout the testing process. We will no longer be communicating with candidates via US Mail. + Prometric will not collect any fees associated with background screening for candidates who fingerprint in 2014 and beyond. Prometric will notify candidates who require livescan to visit the Morphotrust trust website at www.identogo.com or the Department's website for a listing of all available vendors http://www.floridahealth.gov/licensing-and-regulation/background- screening/index.html. + Any candidate who has paid the $64.50 background screening fee to Prometric and does not fingerprint by 12/31/13 may lose the fee and may be required to pay the fee again to a livescan vendor in 2014. Please encourage your students to make an appointment to get fingerprinted in 2013 if they have already paid us. 4

Communication Changes + Prometric is increasing the frequency of updates to candidates. + Prometric will send an email (to the email address provided on the application) at each step in the application/scheduling process. As an example, we will notify the candidate when we have processed the application, again when he/she has been deemed eligible by the state, and again when the test is scheduled. + We have also developed an online application status tracking tool that will allow candidates to see where their applications are in the process at any time, accessible from starting in 2014 from www.prometric.com/nurseaide/fl. 6

Testing Changes + The content of the written and clinical skills exams is NOT changing in 2014. + The clinical skills exam will now be administered by 2 nurses. + Their evaluations will be averaged to determine your final score. + Some skills will be observed by both nurses simultaneously; others will be observed separately. + Candidates may see missed checkpoints listed twice on their clinical skills score report. That is by design and is not an error. 8
Dual Rating Updates Handwashing + Handwashing technique will continue to be rated only during the first skill + Handwashing technique will be observed and rated by one nurse at the beginning of the first skill, and observed and rated by the second nurse at the end of the first skill Measure and record pulse + The instructions explain that the candidate will take the pulse twice each time taken with another of the 2 nurses Measurement Forms + The measurement forms have been updated: + Intake and Output form includes ml (addition) and cc + Measurement form for recording pulse provides areas for the candidate to document each of the two pulse measurements Timing + Timing for forms will range from 33 minutes to 42 minutes (currently 31 minutes to 40 minutes) 9

Enhanced Security at Testing Sites Deployment of a Lockdown Shell + Exams are now being published to require a lockdown shell + Prevents candidates from accessing any applications or websites while taking the test + Prevents the use of remote desktop applications + The lockdown shell needs to be downloaded onto each testing computer + Active only when exams are being administered + Inactive otherwise New Contracts Required Before Testing Will Occur in 2014 + Site representatives will be contacted by Prometric with additional information + DocuSign will be utilized to expedite the process 11

Q&A + Can Prometric expand the email address field on the application to make more room? Good suggestion. Maybe we can shrink the maiden name field to give more room for the email address. We re probably not going to make that change until next year, but we ll put it on the list. + Is the bar code at the top of the application candidate-specific? No, the bar code on the top of the application is a generic code that designates the application as FLCNA so our new scanning/imaging system can properly route the application for processing. + Can we still use the Online Application through this weekend if we have a class that ends on Friday? Yes, the online application will still be on through 12/8/13. At that point, we are turning it off briefly so we can implement the new features required in 2014. + Do applications need something (a number, a code) when they go to get livescreened? Yes, candidates will need to tell the livescan vendor that they are a nursing assistance candidate using ORI #xxxxx. That number will be included on the communication out to candidates. 13
Q&A Cont. + Regarding the Pulse skill, do candidates have to wait until both evaluators have rated them to record their counts? No. Candidates can wait if they want to, but we recommend that they record the pulse immediately after finishing the count so as not to forget or get confused as to which count went with which evaluator. + Do we anticipate a drop in pass rate on the skills exam as a result of the dual rater model? No. We will be monitoring pass rates as per usual but we don t anticipate a significant change either way as a result of the new processes. + Will Prometric be hiring additional evaluators? Yes, we ve already recruited and trained a number of new nurses and will continue to hire in early 2014. + What will Prometric be posting on www.prometric.com/nurseaide/fl regarding Livescan vendors? Prometric will post a link to the Morphotrust website as well as a link to the FLDOH s listing of approved livescan vendors. Candidates can select the livescan vendor that is most convenient for them. 14
Q&A Cont. + Regarding the implementation of the lockdown shell, what are Prometric s plans for sites that only test once a year? We re initially targeting the Regional testing sites, high volume in-facility testing sites, and any other site that has plans for testing in the near future. Eventually, we will get through to all sites. The nurse aide evaluators will be trained in how to download the lockdown shell and can assist the site in preparation for testing. + Will the header on a faxed application interfere with the scanning? No, fax headers will not interfere with scanning because the bar code is about an inch down on the page. + Can candidates go to any approved fingerprint vendor? Yes, as long as the vendor supports both livescan and photographs. 15
Q&A Cont. + What happens to candidates who tested in 2013 and need to retest in 2014 will they need to get fingerprinted again? Depending on where and how the fingerprints were taken they may be required to fingerprint again. If they are in the clearinghouse they should not need to fingerprint. + What about candidates who got the reminder letter we sent out on November but never got the initial letter to go get fingerprinted? They should contact Prometric at 888-277-3500 and talk with a Customer Service Representative. If we got a no response from the background screening clearinghouse, we can re-send the fingerprint letter so they can go to L- 1/Morphotrust. If we got a yes response, we will need to investigate further with FLDOH/BON to determine appropriate next steps. + Has there been any discussion of offering the examination in Creole? The DOH/BON will make any determinations regarding the languages in which the exam is offered; there are no current plans to offer the exams in any languages other than English and Spanish. 16
Q&A Cont. + Can schools get access to the status tracking for their students? Prometric cannot give schools the access, but students can choose to share their Prometric IDs with the schools. + Do all students have to get fingerprinted? Yes, but only one time since 1/1/13 from one of the 7 participating agencies in the background screening clearinghouse. + Re: eligibility approval for re-testers, have there been any updates to the processes and systems to keep re-testers from going into limbo? Yes. We ve updated candidates score reports to let candidates know to wait 72 hours after failing to reapply, and we ve worked with DOH to adjust the timing of data exchanges in an attempt to ensure that the candidate s failing results are received at the DOH prior to the new application. 17
