Project Team & Team Experience states that if provided, resumes must be included as an attachment to the Technical Qualifications Submission form that is attached hereto as Exhibit A.1. In addition, Item 7. Supporting Material may also include resumes. Could you confirm if respondents should include resumes in Exhibit A.1 or in Item 7. Supporting Material? QUESTION: As part of the Contract Terms & Conditions regarding payment, would the Atlanta BeltLine, Inc., consider making applicable payments within 30-45 days upon receipt instead of 60-75 days? ANSWER: 60-75 days is a standard ABI contract term. 1
6. QUESTION: Could you confirm that the Statement of Qualifications 5 double-sided page maximum requirement is for each of the technical services the Respondents intends to submit on? ANSWER: Yes. 7. QUESTION: May I get an estimated value or range for this project? ANSWER: There is no estimated value available at this time. 8. QUESTION: There is a 5-page limit for responses to ABI Land Acquisition Due Diligence & Professional Technical Services RFQ. Does this page limit include SOQs responding to all 5 services, or should firms include a separate approach, project and narrative for each discipline? towards the page limit. Please reference item 6 question and answer listed herein. 9. QUESTION: Can you confirm what items from sections 6, 7, and 8 (on page 9) count towards the page limit? towards the page limit. Please reference item 6 question and answer listed herein. 10. QUESTION: Do covers count towards the page count? towards the page limit. 11. QUESTION: In section 4 on page 8, it says resumes must be included as an attachment to the technical qualification submission form attached as Exhibit A.1. in section7 on page 9, it states resumes should be included there (before the forms). Can you confirm which you prefer? ANSWER: Resumes can be included in Exhibit A.1 or in Item 7. Supporting Materials. 2
12. QUESTION: I see there is a 12-point font size minimum and 5 double-sided page maximum. There are 8 required sections listed, including charts, resumes, and copies of certifications. Can I assume you do not want this organized by tabbed sections as that would surpass the page limit? What exactly counts in this limit? I am concerned that I will not be able to adequately answer all of the requested submittal requirements so I wanted to confirm what will count in the limit. 13. QUESTION: Please confirm the Statement of Qualifications page limit is 5 double-sided pages even if the firm is submitting qualifications for one or more of the technical services. 14. QUESTION: Please confirm resumes, response forms (Exhibit A) and Certificate of Existence can be included in the Supporting Materials section of the submittal, which would be outside of the page count? 15. QUESTION: If a responder wants to propose on more than one service, will ABI consider each response separately (meaning: none, one or multiple could be awarded; not all or nothing)? ANSWER: Yes. Please reference page 5, Section 5: Project Qualifications and Requirements. 3
16. QUESTION: If a firm is submitting for more than one service area, will ABI accept a separate full submittal package for each service area, or should all proposed service areas be included in one package? 17. QUESTION: If all services are in one package, please confirm if each service proposed on has its own 5 double-sided page limit for the Qualifications Submittal (not total for all services proposed on). ANSWER: Yes. 18. QUESTION: We understand that the RFQ specifically discourages team proposals. However, some service areas will include various subcontractors (e.g. laboratories, drillers, etc.). Please advise how ABI would prefer for the submittals to discuss subcontractors. ANSWER: Based on those areas mentioned (e.g. laboratories, drillers), firms can hire subcontractor to assist within their service area, but not to do work outside their service area. 19. QUESTION: Does ABI anticipate that planned projects will require natural resources, cultural, historic, or archaeological services? Specifically, will there be National Environmental Policy Act (NEPA) or Georgia Environmental Policy Act (GEPA) elements? If so, under which service area will ABI procure these services (survey, environmental site assessment, or civil engineering)? ANSWER: Yes, there are NEPA and GEPA elements to planned projects; however, ABI does not anticipate fulfilling these services in this procurement. 4
20. QUESTION: Does ABI anticipate that planned projects will require water resources, wetlands, stream buffer or other jurisdictional waters related services? If so, under which service area will ABI procure these services (survey, environmental site assessment, or civil engineering)? ANSWER: Yes, however ABI does not anticipate fulfilling these services in this procurement. 21. QUESTION: The Statement of Approach requests typical range for the costs of services and typical turnaround time. Does ABI desire for the submittal to include more specific unit pricing information or hourly rates? ANSWER: ABI prefers a range of pricing typical for each discipline s industry, whether it be per report, hourly rates, or per acre. 22. QUESTION: Does ABI anticipate that the environmental assessments will include elements beyond the All Appropriate Inquiry (AAI) elements outlined in CFR312.10 or ASTM E1527-13? Specifically, will environmental assessments require components specific to the Georgia Department of Community Affairs (DCA) and/or the U.S. Housing and Urban Development (HUD). Assessments for these programs typically include evaluation of additional elements such as noise, traffic, endangered species, asbestos, lead-based paint, historic preservation, etc.? ANSWER: Yes, in some cases, environmental assessments will require components specific to DCA and/or HUD. Evaluation of any additional elements in these cases will be necessary. 23. QUESTION: Can respondent list one or more of the 4 technical areas listed as referenced in Section 5 (page 5) in one cover letter and then include separate SOQ sections for each area or service they will respond too? ANSWER: Yes The authorized signature below acknowledges receipt of Addendum #1 and I will return this Addendum with the submitted proposal. 5
