NOTES TO THE DRAFT AGENDA FOR THE 18 TH WGCA MEETING Item 1 Adoption of the Draft Agenda for the 18 th WGCA Meeting [ENV/JM/ACC/A(2008)1] Delegations are invited to approve the draft agenda for the 18 th WGCA Meeting Item 2 Adoption of the Draft Summary Record of the 17 th WGCA Meeting [ENV/JM/ACC/M(2007)1] Delegations are invited to approve the draft summary record of the 17 th WGCA Meeting Item 3 Highlights and Progress of the Chemical Accidents Programme [ENV/JM/ACC(2008)1] Under this item, the Secretariat will provide an update on progress made in all work areas of the Chemical Accidents Programme since the last WGCA Meeting. The WGCA is invited to: i. take note of the progress report; and ii. take any further action, as appropriate Item 4 Reports on recent Developments and Events by Delegations Delegations are invited to make a brief presentation on recent developments and events that occurred in their countries/organisations since the 17 th WGCA Meeting. Item 5 Joint EC-OECD Accident Reporting Scheme Update on the Joint EC-OECD Accident Reporting: Statistics and key lessons Presentation of New e-mars (Major Accidents Reporting System) The EC Major Accident Hazards Bureau (MAHB) is the lead for this activity. As agreed in the Terms of Reference for this project, the MAHB provides updates on reporting at the annual meetings of the WGCA. A representative of the European Commission will introduce this item and report on accidents notified since the 17 th WGCA Meeting. He will also introduce e-mars, the new Internet-based system. The WGCA is invited to take note of progress Presentation from Japan on the Relational Information System for Chemical Accidents Database (RISCAD) and the Progress Flow Analysis (PFA) Two representatives of Japan will introduce RISCAD and PFA (PPT presentations). The WGCA is invited to take note of, and comment on this presentation. Item 6 OECD Guidance on Developing Safety Performance Indicators Guidance for Public Authorities and Communities/Public Guidance for Industry Updating of the interactive web-version following the publication of 2008 Guidance on SPI Promotion of the 2008 edition of the Guidance on SPI The US EPA is the lead for this project. The OECD Guidance on Developing Safety Performance Indicators for Public Authorities and Communities/Public and Guidance on Developing Safety Performance Indicators for Industry were published in early September 2008, as an Environment, Health and Safety (EHS) publication, in the series on Chemical Accidents, No. 18 and 19 respectively. They are available for download from the OECD public web site: http://www.oecd.org/env/accidents. A representative of the United States will introduce this item. The WGCA is invited to decide on the next steps for: i. updating the interactive web-version following the publication of the 2008 edition of the SPI Guidance; and ii. promoting/publicising the 2008 edition of the SPI Guidance. Item 7 OECD Chemical Accidents Programme Development of new Guidance Documents [ENV/JM/ACC(2008)2] The 17 th WGCA Meeting recommended that the Chemical Accidents Bureau and the Secretariat develop a paper on the proper process for developing and publishing guidance documents. The purpose of such a paper is to provide direction on how guidance documents (i.e. Guiding Principles and Guidance on SPI) are developed including identification of need, drafting and writing, review and approval and published by the WGCA. The WGCA is invited to review and comment on this paper. 6

Item 8 Development of Guidance for the implementation of SHE&Q: Progress Report Outcome of June-September 2008 Review Next steps [ENV/JM/ACC(2008)3] The Korea Occupational Safety and Health Agency (KOSHA) is the lead for this project. Following a meeting of the SHE&Q Expert Group that took place in January 2008 in Prague, Czech Republic, a revised draft document was circulated to member countries for review on 27 th June 2008, with a deadline for response of 1 st September 2008. The Chemical Accidents Bureau has made comments and drafted a position statement. The International Labour Organisation (ILO) also provided comments. The Secretariat and a representative of Korea will introduce this item. The WGCA is invited to: i. take note of progress; ii. iii. discuss the comments made on the draft Guidance; and decide on the next steps for this project, including: whether there should be a revision of June 2008 draft document, the timeline for completion of SHE&Q Guidance, and the type of publication, for example an OECD Guidance under WGCA or a publication as a country document. Item 9 Acute Exposure Levels (AELs) This topic comes under the area of work of the Chemical Accidents Programme (Part C): Information/ experience sharing and communication. US AEGLs A representative of the United States will present progress on AEGLs; a short questionnaire on the use of acute exposure guidelines levels was circulated to member countries on 14 th August 2008 with a deadline for response of 15 th September 2008. AEGLs and related research development in the EU There will be (joint) presentations as follows: (i) outcome of ACUTEX (by a representative of INERIS, France); (ii) outcome of the Ispra Seminar of May 2006 (by a representative of the JRC-Ispra, EC); and (iii) outcome of the Ispra Seminar of February 2007 and current developments (by a representative of RIVM, the Netherlands). The WGCA is invited to take note of progress of AEGLs and ACUTEX. Item 10 Development of Programme of Work for 2009-2012 [ENV/JM/ACC(2008)4] The current Programme of Work of the WGCA expires at the end of 2008. In order to continue its work, the Working Group needs to agree to Terms of Reference (ToR) and a Programme of Work for 2009 2012. This work plan will be then submitted to the Joint Meeting of the Chemicals Committee and 7

the Working Party on Chemicals, Pesticides and Biotechnology (the parent body of the WGCA) at its 43 rd Meeting on 5 7 November 2008, OECD, Paris. Document (2008)4 contains a draft Programme of Work for 2009 2012, and proposed ToR for the WGCA. The Secretariat will introduce this item. The WGCA is invited to: i. review this draft Programme of Work, including review of every proposed (continuing or new) project; ii. decide on which projects will be part of the 2009 2012 Programme of Work; and iii. agree on a lead country/organisation for every accepted project. Item 11 Resources [ENV/JM/ACC(2008)5] The Secretariat will introduce this item. Document (2008)5 provides an overview of the contributions and expenditures made during the past year to support the Chemical Accidents Programme. Delegations are invited to consider this document and indicate whether they are able to provide extra-budgetary contributions for the year 2009. Item 12 Other business Item 13 Election of new Chair and Bureau The Secretariat will chair and introduce this item. The WGCA will be invited to elect a new Chair and vice-chairs (the Bureau) to serve until the next meeting. The Bureau is elected at each annual meeting of the WGCA. The WGCA is invited to elect a new Bureau to serve until the next meeting in 2009. Item 14 Date of 19 th WGCA Meeting Delegates will have to decide on the date for the next WGCA Meeting to be held in October 2009. The date of (Wednesday) 7 8 October 2009 is proposed. The 19 th WGCA Meeting will take place at the OECD Headquarters in Paris. 8
